Report dated September 24, 2024 from the Commissioner of Finance recommending that:

  1. Council approve the new non-standard procurements, extensions, and increases described in Appendix A and Private Attachment 1.
  2. Council authorize the Signing Authorities in Table 6 of this report to execute the related contracts and instruments for the purchases in Appendix A and Private Attachment 1.

Report dated September 25, 2024 from the Commissioner of Finance and the Commissioner of Corporate Services recommending that:

  1. Council approve a new Development Charges Deferral Policy for Large Office Buildings, as set out in Attachment 1.
  2. Council, as part of the 2026 Development Charges Bylaw process, consider a development charges discount for large offices, as detailed in Table 3.
  3. Regional Clerk circulate this report to Ministry of Municipal Affairs and Housing, local municipalities, and Building Industry and Land Development Association.

Report dated October 2, 2024 from the Regional Solicitor and General Counsel recommending that:

  1. Council appoint the individuals listed in Private Attachment 1 (“appointees”) as York Region Administrative Penalty Tribunal Hearing Officers for a term of two years commencing on December 2, 2024 pursuant to A Bylaw to Establish an Administrative Penalty Tribunal and to Establish the Roles of Screening and Hearing Officers, Bylaw No. 2024-38, subject to the appointees entering into an agreement to be approved and executed by the Regional Solicitor and General Counsel (“Regional Solicitor”).
  2. Council delegate authority to the Regional Solicitor to execute individual Hearing Officer agreements with the appointees in accordance with the provisions described in this report.

Report dated September 25, 2024 from the Regional Solicitor and General Counsel recommending that:

  1. Council approve the draft Mandate Letter, Articles of Amendment and Shareholder Direction for YRRTC in a form substantially similar to Appendix A, Appendix B and Attachment 1, respectively, and bring them forward to a Special Shareholder Meeting for consideration and adoption.
  2. Council delegate authority to the Regional Solicitor or his designate to make administrative amendments as required to ensure the corporate registration of the approved documents.

Report dated September 25, 2024 from the Commissioner of Corporate Services recommending that:

  1. Council approve the 2024-2027 Agriculture and Agri-Food Sector Strategy as shown in Attachment 1.
  2. Commissioner of Corporate Services be authorized to execute any agreements necessary, together with ancillary documents as required, to implement the programs and partnerships outlined in the 2024-2027 Agriculture and Agri-Food Sector Strategy, on business terms satisfactory to the Commissioner of Corporate Services and in a legal form satisfactory to the Regional Solicitor.
  3. 2024-2027 Agriculture and Agri-Food Sector Strategy be circulated to local municipalities, Agriculture and Agri-food Advisory Committee, and the Ontario Ministry of Agriculture, Food and Agribusiness.

Report dated September 25, 2024 from the Commissioner of Corporate Services recommending that:

  1. Council repeal Bylaw 2018-59 (Procedure Bylaw) and replace with the bylaw as shown in Attachment 1.

Report dated September 26, 2024 from the Commissioner of Corporate Services recommending that:

  1. Council authorize the disposition of land in the Town of Newmarket that has been deemed surplus to Regional requirements, as described in Appendix A.
  2. Commissioner of Corporate Services be authorized to accept and execute the Agreement of Purchase and Sale in accordance with terms set out in Private Attachment 1 and all necessary documents to complete the transaction, in accordance with the Region’s Sale and Other Disposition of Regional Lands Policy.
  3. Staff report back to Council with the final sale price.

Report dated September 24, 2024 from the Commissioner of Corporate Services recommending that:

  1. Council approve an application for approval to expropriate an interest in land at 7305 King Road, Nobleton as set out in Appendix A, for a work compound adjoining the Nobleton Water Resource Recovery Facility (“WRRF”) in connection with the WRRF, located at 7277 King Road, Nobleton, in the Township of King.
  2. Commissioner of Corporate Services be authorized to execute Application for Approval to Expropriate Land and Notice of Application for Approval to Expropriate Land (the “Notice”) and to serve and publish the Notice, as required under the Expropriations Act (the “Act”).
  3. Commissioner of Corporate Services be authorized to forward to the Chief Inquiry Officer any requests for an inquiry that are received and to represent the Region, as necessary, at an inquiry (Hearing of Necessity) held under the Act.
  4. Council, as approving authority, approve expropriation of the lands provided there is no Hearing of Necessity requested and not withdrawn in accordance with the Act.
  5. Where approval to expropriate land is given, the Commissioner of Corporate Services be authorized to register a plan of expropriation and execute and serve any Notices required under the Act.
  6. Where approval to expropriate land is given, Council authorizes the introduction of the necessary bylaw to give effect to these recommendations.

Report dated September 26, 2024 from the Commissioner of Corporate Services recommending that:

  1. Council authorize sublease agreement with Catholic Community Services of York Region commencing on November 1, 2024 until December 30, 2031, for existing office space on the ground floor at 50 High Tech Road, City of Richmond Hill.
  2. Commissioner of Corporate Services be authorized to execute a sublease agreement with Catholic Community Services of York Region and all necessary documents to complete the transaction.
