Regional Chair Emmerson called the meeting to order at 9 a.m.

Regional Chair Emmerson made the following remarks:

We acknowledge that York Region is located on the traditional territory of many Indigenous peoples including the Anishinaabeg, Haudenosaunee, Huron-Wendat and Métis peoples and the treaty territories of the Haudenosaunee, Mississaugas of the Credit First Nation and Williams Treaties First Nations.

Today this area is home to many diverse Indigenous Peoples, and we recognize their history, spirituality, culture and stewardship of this land.

We also acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.

    Council adopt the recommendations in the Minutes of the Committee of the Whole meeting held on October 12, 2023.

    Council adopt the following recommendations in the report dated October 24, 2023 from the Commissioner of Finance recommending that:

    1. The Province be requested to clarify:
      1. How future GO Transit stations will be funded if a municipality does not use the new Station Contribution Fee and if this represents a shift in responsibility for funding GO Transit stations, from the Province to municipalities.
      2. There is no ability for developers to ‘opt out’ of participation, once a municipality is prescribed, and the background study process is undertaken. 
      3. That the new Station Contribution Fee may be levied either on a municipal-wide or area-specific basis. 
      4. The type of offsets that municipalities levying the new fee will be required to provide developers; whether the quantum of those offsets must be commensurate/equal to additional costs associated with the new fee; and in a two-tier jurisdiction where the upper-tier municipality levies the fee if a local municipal offset would satisfy this requirement. 
    2. The Province include York Region in its consultation regarding the regulations supporting the new Station Contribution Fee.
    3. The Regional Clerk forward this report to the Ministry of Infrastructure, Ministry of Transportation, local Members of Provincial Parliament, and the local municipalities.

Regional Chair Emmerson welcomed Town of Whitchurch-Stouffville Ward 5 Councillor Richard Bartley to Regional Council. Councillor Bartley serves as Whitchurch-Stouffville’s alternate member for Regional Council and joined the meeting in Mayor Lovatt’s absence.

Regional Chair Emmerson noted that October 24, 2023 marked United Nations Day and the 75th anniversary of the United Nation’s adoption of the Universal Declaration of Human Rights.

Through York Region's Memorandum of Understanding with the United Nations Institute for Training and Research, York Region, York Regional Police and York University all work in partnership with the United Nations to promote and build inclusive communities throughout York Region and around the world.

Regional Chair Emmerson reminded Council there will be a special meeting of Regional Council following the regular Council meeting on November 23, 2023. This meeting will focus on the issue of housing and homelessness in York Region and will help inform the development of York Region’s Homelessness Services System Plan.

Regional Chair Emmerson asked Members of Council to hold November 16, 2023 for a potential special meeting of Council to review the recently-announced winding back of Provincial changes to York Region's Official Plan.

Council did not resolve into private session.
