Regional Chair Emmerson called the meeting to order at 9:01 a.m. and made the following remarks:


“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.

I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

  • Committee of the Whole recommends adoption of the following recommendations in the report dated April 17, 2019 from the Commissioner of Transportation Services:

    1. Council approve extension of the contract with TOS Ltd. for software upgrade, additional licenses, training services, support and maintenance of Transportation Services and Access York Contact Centres Workforce Management Software, pursuant to the Direct Purchase provisions of the Purchasing Bylaw on the following terms:
      1. The total cost for the software upgrade, additional licenses, training services and software support and maintenance shall not exceed $353,821 USD, excluding HST 
      2. The term of the contract extension be five years commencing January 1, 2020 and ending December 31, 2024
    2. Council authorize the Commissioner of Transportation Services to execute the extension of the contract on behalf of the Region.
  • Committee of the Whole received the communication from Erin Mahoney, Commissioner of Environmental Services dated April 4, 2019.

  • Committee of the Whole recommends adoption of the following recommendation in the report dated April 18, 2019 from the Commissioner of Environmental Services:

    1. The Regional Clerk circulate this report to the Clerks of the local municipalities, Environment and Climate Change Canada, Natural Resources Canada, Ontario Ministry of Natural Resources and Forestry, Ontario Ministry of Environment, Conservation and Parks, Lake Simcoe Region Conservation Authority and Toronto and Region Conservation Authority.
  • Committee of the Whole recommends adoption of the following recommendation in the report dated April 17, 2019 from the Commissioner of Environmental Services:

    1. Council approve the 2019 update to the Energy Conservation and Demand Management Plan (Attachment 1) and its associated corporate greenhouse gas emissions targets.
  • Committee of the Whole recommends adoption of the following recommendations, as amended, in the report dated April 17, 2019 from the Commissioner of Environmental Services:

    1. Council endorse comments identified in Attachment 1 (York Region Response Letter) and Attachment 2 (York Region Detailed Comments), which were submitted to the Ministry of the Environment, Conservation and Parks in response to Environmental Registry of Ontario posting 013-4689: Reducing Litter and Waste in Our Communities Discussion Paper. Due to the timeframe provided, it was not possible to bring the response to Regional Council for endorsement prior to submission. Any additional comments or clarifications by Council will be sent to the Province to supplement staff comments. Key recommendations for endorsement include:
      1. Begin implementation of extended producer responsibility for Blue Box to make producers responsible for their waste
      2. Include the 4th R (Recovery) in diversion calculations to recognize the benefits of recovering the value of resources
      3. Develop Green Bin compostable standards that align with existing processing systems to provide clear rules
      4. Coordinate and implement action on single-use plastics and other problematic materials to help reduce plastic waste going into landfills and waterways
      5. Ensure extended producer responsibility requirements include public spaces and Industrial, Commercial and Institutional sectors to help prevent and reduce litter in communities
      6. The immediate implementation of a deposit and return program for all single-use clear plastic, metal and aluminum drink products similar to those in existence in other Provinces
    2. The Regional Clerk circulate this report to local municipalities and the Ministry of the Environment, Conservation and Parks.
    3. Staff bring any additional recommendations for endorsement forward for consideration to the May 16, 2019 Council meeting.

  • Committee of the Whole recommends adoption of the following recommendations, as amended, in the report dated April 17, 2019 from the Commissioner of Community and Health Services and Medical Officer of Health:

    1. Regional Council endorse the position of the Council of Ontario Medical Officers of Health in support of a seamless immunization registry whereby health care providers directly input immunization information at the time of vaccine administration.
    2. The Regional Clerk circulate this report to the Minister of Health and Long-Term Care, the Chief Medical Officer of Health, York Region Members of Provincial Parliament, the Association of Municipalities of Ontario, the Association of Local Public Health Agencies, the Council of Ontario Medical Officers of Health, the other 34 Ontario Boards of Health and the local municipalities. 
  • Committee of the Whole received the Minutes of the York Region Accessibility Advisory Committee dated April 17, 2019.

Regional Chair Emmerson advised that as part of their 50th anniversary celebration, Special Olympics Ontario presented an award to Lina Bigioni, Chief of Staff, in recognition of her contributions and services to the organization. On behalf of Regional Council, Chair Emmerson congratulated Ms. Bigioni on receiving this award.

  • Committee of the Whole recommends adoption of the recommendations contained in the confidential report of the Commissioner of Environmental Services and Commissioner of Corporate Services dated April 5, 2019 and that the report be forwarded for consideration at Council's private session on May 16, 2019.
