Regional Chair Emmerson called the meeting to order at 9:07 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

These lands are now home to many diverse Indigenous peoples.

We also acknowledge that York Region falls under Treaty 13 with the Mississaugas of the Credit and the Williams Treaties with several Mississauga and Chippewas First Nations.”

    That Council adopt the following recommendations in the report dated January 22, 2021 from the Commissioner of Environmental Services:

    1. The Region reiterate the need for the province to review policies regarding servicing of settlement areas within the Greenbelt and Oak Ridges Moraine Plan areas.
    2. The Region continue to work with the Town of Whitchurch-Stouffville to assess servicing options until there is greater clarification from the province regarding exemptions for Great Lake based servicing in the Greenbelt and Oak Ridges Moraine.
    3. The Region support the Town of Whitchurch-Stouffville’s continued investigation of enhanced fire protection through improved non-potable water services as a reasonable and economical approach to address the immediate fire protection needs for the Hamlet of East Gormley.
    4. Regional Clerk circulate this report to the Town of Whitchurch-Stouffville and the Minister of Municipal Affairs and Housing.

    1. Council approve the acquisition of the interest in land set out in Attachment 1 for a Regional Patrol Yard in the City of Vaughan.
    2. The Commissioner of Corporate Services be authorized to execute the agreement of purchase and sale and all necessary documents to complete the transaction.
    3. Council approve the changes to 2021 capital expenditure, Capital Spending Authority and associated funding sources, as detailed in Private Attachment 2.

Dr. Karim Kurji, York Region Medical Officer of Health provided a verbal update on the status of COVID-19 and responded to questions from Members of Council.

Regional Chair Emmerson and Members of Council observed a moment of silence for the 751 lives lost in connection with unmarked graves found near the former Marieval Indian Residential School in Saskatchewan.

Acting Regional Councillor Godwin Chan announced Mayor Barrow's expectation of returning to Regional Council at the end of the summer, making this his last regional Council meeting.  Acting Regional Councillor Chan expressed how honoured and privileged he is to have had this opportunity and thanked Regional Chair Emmerson, Regional Council Members, the Regional Clerk, the Commissioners and the Chief of Staff for contributing to this rewarding experience.

Regional Chair Emmerson announced that 2021 marks the 50th anniversary of The Regional Municipality of York. On January 1, 1971, 14 municipalities amalgamated to become the nine cities and towns that would form York Region. York Region will be celebrating this milestone for the balance of 2021.

Regional Chair Emmerson announced that the Ontario Water Works Association has awarded York Region a Water Efficiency Committee 2021 Award of Excellence for the Independent Electricity System Operator Grid Innovation Fund project. This project reduces municipal water loss and energy consumption through pressure management, saving water, money and energy and reducing greenhouse gases.

On behalf of Regional Council, Regional Chair Emmerson wished everyone who chooses to celebrate, a happy and safe Canada Day.

Regional Chair Emmerson announced the 2020 Tokyo Summer Olympics Games will take place from July 23 to August 8, 2021, followed by the Paralympic Games from August 24 to September 5, 2021. To date, 18 York Region residents will be representing Canada in Tokyo and Regional Chair Emmerson congratulated them and wished them the best of luck.
