Report dated March 19, 2020 from the Commissioner of Transportation Services recommending that:

  1. Council approve an amendment to the agreement between the Region and Parsons for improvements to Major Mackenzie Drive (Y.R. 25) from Highway 400 to Keele Street (Y.R. 6), to increase the contract price, within the Capital Spending Authority, from $1,748,800 to $3,645,576, excluding HST, as a result of additional services required during construction of the road improvements.

Report dated April 14, 2020 from the Commissioner of Transportation Services recommending that:

  1. Council delegate authority to the Commissioner of Transportation Services to temporarily amend traffic bylaws, where required, in response to traffic operations and safety concerns arising during the COVID-19 pandemic and until such time as this authority is repealed by Council.
  2. The Regional Solicitor prepare the necessary bylaw.
  3. The Regional Clerk circulate this report to local municipalities and the Chief of York Regional Police.

Report dated April 15, 2020 from the Commissioner of Community and Health Services recommending that:

  1. Council authorize the Commissioner, Community and Health Services and the Regional Chairman to adjust, re-allocate, cancel or provide new Community Investment Fund funding for projects and initiatives in 2020 to maximize funding for priority social service initiatives that respond to COVID-19 needs.
  2. Council authorize the Commissioner, Community and Health Services and the Regional Chairman to direct any new federal, provincial or other external funding York Region receives for social services towards eligible priority projects and initiatives that respond to COVID-19 needs.
  3. The Commissioner of Community and Health Services report back on the progress of social service initiatives the Region undertakes and funds in support of the COVID-19 global pandemic.
  4. The Regional Clerk circulate this report to the local municipalities, the United Way Greater Toronto and local Members of Parliament and Members of Provincial Parliament.

  1. Council authorize the extensions of the agreements between the Region and each of the vendors listed in Private Attachment 1 for the terms described in the attachment.
  2. The Commissioner of the department requiring the product or service be authorized to exercise options to extend the agreements for up to the maximum term described in Private Attachment 1 on the same terms, provided that the vendors have performed the services to the satisfaction of the Commissioner and the total cost is within the approved annual budget for these services.
  3. The Commissioner of the department requiring the product or service be authorized to enter into an agreement with the vendor listed in Private Attachment 2 for a staff scheduling solution under the direct purchase provisions of the Purchasing Bylaw.

 

Report dated April 6, 2020 from the Commissioner of Finance recommending that:

  1. Council approve waiving interest on any portion of property tax instalments, for the 2020 taxation year, not remitted to the Region as a direct result of a local municipality’s Coronavirus (COVID-19) tax relief program, for a period of 90 days following the applicable Regional tax instalment due date.
  2. The Regional Clerk circulate this report to the local municipalities, the local Chambers of Commerce/Boards of Trade and the Building Industry and Land Development Association – York Chapter (BILD).

Report dated April 3, 2020 from the Regional Solicitor recommending that:

  1. That Council authorize the execution of amending agreements between the Province, The Regional Municipality of York (York Region) and the nine local municipalities which amend the Memorandum of Understanding and the Local Side Agreement involving the prosecution of offences commenced under Part III of the Provincial Offences Act (POA).
  2. That Council seek resolutions from the nine local municipalities in the suggested form to delegate authority to York Region to enter into amending agreements with the Province to amend the Memorandum of Understanding and the Local Side Agreement on behalf of the local municipalities (Attachment 1).

Report dated March 27, 2020 from the Commissioner of Corporate Services recommending that:

  1. Council approve the award of consulting services for construction of the Southeast District Road Maintenance Yard and Snow Management Facility at 10988 and 10990 Warden Avenue, in the City of Markham, to IBI Group Professional Services (Canada) Inc., pursuant to Request for Proposal P-19-150, at a total cost of $3,070,000, excluding HST.
  2. Council approve an increase of $2,221,000 to the 2020 Capital Spending Authority and associated funding sources, including an increase of $2,066,000 in Development Charges debt, and $155,000 in Roads Capital Reserve for Transportation Business Initiatives, as included in the Property Services capital plan.
  3. The Commissioner of Corporate Services be authorized to execute the contract on behalf of the Region.

At the Committee of the Whole meeting held on March 12, 2020, Mayor Bevilacqua gave notice of his intention to bring forward the attached motion at this meeting related to Adoption of International Holocaust Remembrance Alliance (IHRA) Definition of Antisemitism.
