Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

These lands are now home to many diverse Indigenous peoples.

We also acknowledge that York Region falls under Treaty 13 with the Mississaugas of the Credit and the Williams Treaties with several Mississauga and Chippewas First Nations.”

    I.2.1  Memorandums of Understanding with Conservation Authorities and Changes to the Conservation Authorities Act

    That Council amend clause 1 and add clause 2 to read:

    1. Council direct staff to work with the Lake Simcoe Region Conservation Authority and the Toronto and Region Conservation Authority (TRCA) to update the current Memorandum of Understanding (MOU) for Planning and Development Review to provide for efficient, timely, and cost-effective services, except as noted in clause 2.
    2. That planning reviews, as currently defined in the MOUs and currently carried out by the TRCA, be tendered out.
    3. That staff report back to Council on regulations related to the Conservation Authorities Act once released by the Province and any changes to York Region’s current Memorandums of Understanding and Service Level Agreements.
    4. The Regional Clerk circulate this report to the Chief Administrative Officers of Lake Simcoe Region Conservation Authority and the Toronto and Region Conservation Authority, the Clerks of the local municipalities, and the Ministry of Environment, Conservation and Parks for information.

    That Council approve and enact the following bylaws:

To authorize the submission of an application to Ontario Infrastructure and Lands Corporation (“OILC”) for financing certain capital works of The Corporation of the Town of Aurora; and to authorize long-term borrowing for such capital works through the issue of debentures by The Regional Municipality of York to OILC

A bylaw for the imposition of wastewater works development charges against land in the Village of Nobleton of the Township of King

To authorize the borrowing upon amortizing debentures in the principal amount of $2,322,000.00 towards the cost of a certain capital work of The Corporation of the Town of Georgina set out in Schedule “A” to this Bylaw

To authorize the borrowing upon amortizing debentures in the aggregate principal amount of $8,250,000.00 towards the cost of certain capital works of The Corporation of the Town of Georgina set out in Schedule “A” to this Bylaw

WHEREAS over 70% of the adult population in York Region has received their first dose; and,

WHEREAS over 65% of the adult population in Ontario has received their first dose; and,

WHEREAS hospitalizations, ICU occupancy and new admissions and case rates have all declined and continue to trend downward; and,

WHEREAS Step One of the Provincial roadmap states “may begin after 60 per cent of Ontario’s adults receive at least one dose of a COVID-19 vaccine and if, and only if, public health indicators, such as hospitalizations, ICU occupancy and new admissions and case rates indicate the province can safely move to this step of the roadmap.”; and,

WHEREAS according to an independent modelling company, a fourth wave for York Region is not on the cards if we re-open after June 2, 2021; and, 

WHEREAS the Province “Stay at Home” order originally was to expire June 2, 2021;

THEREFORE BE IT RESOLVED THAT York Regional Council request the province consider entering Step 1 of the “Provincial Roadmap to Reopen” as of 12:01 am May 31, 2021; and,

BE IT FINALLY RESOLVED THAT a copy of this Motion be sent to the Honourable Doug Ford, Premier of Ontario, the Honourable Christine Elliott, Minister of Health, Dr Dave Williams, Chief Medical Officer of Health, all MPPs in the Province of Ontario, and all Heads of Council.

    That York Regional Council request the Government of Ontario accelerate the administration of second dose vaccination for all residents age 70 and older.

Dr. Karim Kurji, York Region Medical Officer of Health provided a verbal update on the status of COVID-19 and responded to questions from Members of Council.

Regional Chair Emmerson noted May 30 to June 5 is National AccessAbility Week and recognizes the ongoing work we all have to do to counter discrimination against persons with disabilities and promote a culture of inclusion.

Regional Chair Emmerson noted June 1 marks the start of Pride Month in York Region and recognized those who have worked hard to raise awareness of LGBTQ2 history and rights. 

Regional Chair Emmerson announced a Special Council meeting on June 3, 2021 for a verbal update on COVID-19 from the Medical Officer of Health.

Regional Chair Emmerson announced that the start time of Audit Committee on June 9, 2021 will move from 1 p.m. to 9 a.m.

Regional Chair Emmerson announced the YRRTC Board of Directors meeting originally scheduled for June 9, 2021 at 9 a.m. has been cancelled and would announce later whether the meeting will be rescheduled to later in June.
