Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.

I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

  • Committee of the Whole received the presentation by Superintendent Graeme A. Turl, Executive Officer to the Chief of Police, York Regional Police Services.

  • Committee of the Whole received the presentation by Sandra Malcic, Director of Long Term Planning, Planning and Economic Development.

  • Committee of the Whole received the deputation by David Falletta, Bousfields Inc. on behalf of Block 27 Landowners Group and referred his submitted correspondence to the April 18, 2019 Council meeting.

  • Committee of the Whole recommends adoption of the following recommendations in the report dated March 29, 2019 from the Commissioner of Corporate Services and Chief Planner:

    1. Council direct staff to proceed with consultation on the following as outlined in this report and the attachments as part of the Regional Municipal Comprehensive Review:
      • draft intensification framework
      • draft major transit station area delineations and minimum density targets
      • draft additional strategic growth area delineations and minimum density targets
    2. The Regional Clerk forward this report and attachments to the Ministry of Municipal Affairs and Housing and the Clerks of the local municipalities.
  • Committee of the Whole recommends adoption of the following recommendation in the report dated March 29, 2019 from the Commissioner of Corporate Services and Chief Planner:

    1. This report be circulated to the Province for consideration as information related to the Housing Supply Action Plan and to the local municipalities.
  • Committee of the Whole recommends referral of the following recommendations in the report dated March 29, 2019 from the Commissioner of Corporate Services and Chief Planner to the Council meeting on April 18, 2019:

    1. Regional Council approve Amendment No. 33 to the City of Vaughan Official Plan, 2010, subject to the modifications set out in Attachment 1.
    2. The Director of Community Planning and Development Services be authorized to issue notice of Regional Council’s decision.
    3. Staff be authorized to appear before the Local Planning Appeal Tribunal in support of the Region’s decision, if required, and the Regional Solicitor or designate, be authorized to execute Minutes of Settlement, if appropriate.
  • Committee of the Whole received the Minutes of the York Region Planning Advisory Committee dated March 20, 2019.

  • Committee of the Whole received the communication from Mafalda Avellino, Executive Director, The Regional Municipality of York Police Services Board dated April 2, 2019 and recommends a joint York Region and York Regional Police application to the Canadian Heraldic Authority for coats of arms.

  • Committee of the Whole recommends adoption of the recommendations in the report dated March 28, 2019 from the Commissioner of Finance and Regional Treasurer:

    1. Council authorize the extensions of the agreements between the Region and each of the vendors listed in Private Attachment 1.
    2. The Commissioner of Finance be authorized to exercise the option to extend the agreements on the same terms, provided that the vendors have performed the services to the satisfaction of the Commissioner and the total cost is within the approved annual budget for these services.
  • Committee of the Whole recommends referral of the recommendations in the report dated March 19, 2019 from the Commissioner of Finance and Regional Treasurer to the Council meeting on April 18, 2019:

    1. Council authorize an extension of the agreement between the Region and Rogers Business Solutions to provide wide area network and business internet services for a further term of three years, expiring on May 14, 2022, at a total cost of $852,856.68, excluding HST.
    2. Council authorize an extension of the agreement between the Region and Bell Canada to provide wide area network services for a further term of three years, expiring on May 14, 2022, at a total cost of $1,255,670.64, excluding HST.
    3. The agreement between the Region and Bell Canada for business internet services, expiring on October 31, 2020, be amended to increase the contract price from $117,531.00, to $146,531.00, as a result of a change in scope.
    4. The Commissioner of Finance be authorized to extend and amend the agreements on behalf of the Region.
  • Committee of the Whole recommends adoption of the recommendation in the report dated March 26, 2019 from the Commissioner of Finance and Regional Treasurer:

    1. The Regional Clerk circulate this report to the local municipalities and the Building Industry and Land Development Association, York Region Chapter.
  • Committee of the Whole recommends adoption of the recommendations in the report dated March 29, 2019 from the Regional Solicitor:

    1. Council endorse the request by the Association of Municipalities of Ontario that the Ministry of the Attorney General consider amendments to the Construction Act related to implementation of Prompt Payment and Adjudication, as described in Attachment 1.
    2. The Chair advise the Attorney General of Council’s support for the amendments to the Construction Act suggested by the Association of Municipalities of Ontario.
    3. The Regional Clerk circulate this report to the Clerks of the local municipalities.
  • Committee of the Whole recommends adoption of the recommendations in the report dated March 29, 2019 from the Commissioner of Corporate Services:

    1. Council approve an application for approval to expropriate the lands set out in Attachment 1, for the widening and reconstruction of Yonge Street, in the Town of East Gwillimbury.
    2. The Commissioner of Corporate Services be authorized to execute the Application for Approval to Expropriate Land and the Notice of Application for Approval to Expropriate Land (the “Notice”) and to serve and publish the Notice, as required under the Expropriations Act (the “Act”).
    3. The Commissioner of Corporate Services be authorized to forward to the Chief Inquiry Officer any requests for an inquiry that are received and to represent the Region, as necessary, at an inquiry (Hearing of Necessity) held under the Act.
    4. Council, as approving authority, approve the expropriation of the lands provided there is no Hearing of Necessity requested and not withdrawn in accordance with the Act. Council approval is deemed to be given effective 31 days following the publication of the Notice and when a Hearing of Necessity is not requested in accordance with the Act.
    5. Where approval to expropriate the land is given, the Commissioner of Corporate Services be authorized to register a plan of expropriation and execute and serve any notices required under the Act.
    6. Where approval to expropriate the land is given, Council authorize the introduction of the necessary bylaw to give effect to these recommendations.
  • Committee of the Whole recommends adoption of the recommendation in the report dated April 5, 2019 from the Commissioner of Corporate Services and Regional Clerk:

    1. Council approve the Code of Conduct for Members of Regional Council as set out in Attachment 1.

Regional Chair Emmerson provided an overview of yesterday's provincial transit funding announcement which affects York Region, the Greater Toronto Area and beyond. 

Regional Chair Emmerson indicated that he and Mayor Scarpitti, Mayor Bevilacqua and Mayor Barrow joined together to hear Premier Doug Ford announce a contribution of $5.6 billion towards the Yonge Subway Extension. 

Regional Chair Emmerson recognized and thanked the Ontario government, especially Premier Ford, the MPPs in York Region, provincial staff, York Region CAO Bruce Macgregor, York Region Chief of Staff Lina Bigioni, York Region staff, President of York Region Rapid Transit Corporation Mary-Frances Turner and the York Region Rapid Transit Corporation staff.

In addition to the above, Mayor Scarpitti also recognized and thanked The Honourable Jeff Yurek, Minister of Transportation, The Honourable Monte McNaughton, Minister of Infrastructure, Regional Chair Emmerson, past and present Regional Members of Council, and Markham Chief of Staff Bryan Frois.

Regional Chair Emmerson reminded Members of Committee of the next Governance Task Force meeting to be held immediately following Regional Council on April 18, 2019.

Regional Chair Emmerson reminded Members of Committee of an additional Council Meeting to discuss the Roads Acceleration Reserve and options for funding to be held on April 25, 2019 starting at 9 a.m. in Council Chambers.

Committee of the Whole resolved into private session at 10:58 a.m.  At 11:01 a.m. Committee of the Whole resumed in public session.
