Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

These lands are now home to many diverse Indigenous peoples.

We also acknowledge that York Region falls under Treaty 13 with the Mississaugas of the Credit and the Williams Treaties with several Mississauga and Chippewas First Nations.”

Mayor Quirk declared an interest in Item D.1 - Proposed 2022 Regional Budget, York Regional Police Budget, as her husband is a retired York Regional Police officer and is under contract with YRP as a recruiting agent and her stepson is a YRP officer; accordingly, she did not participate in any discussion or voting on this matter.

Mayor Scarpitti declared an interest in Item M.3, private attachment to Item I.2.4 - Approvals Authorized under Delegated Authority During Council Recess, which is included as part of Item G.1 - Committee of the Whole Meeting Minutes of November 11, 2021, as his brother is employed by one of the identified firms; accordingly, he did not participate in any discussion or voting on this matter.

Reg. 140/02: Oak Ridges Moraine Conservation Plan under the Oak Ridges Moraine Conservation Act to permit the proposed changes to the settlement area boundary, the whitebelt lands identified in the September 16, 2021 report from the Commissioner of Corporate Services and Chief Planner be incorporated into the Regional Official Plan.

    That Council adopt the recommendations in the report dated October 28, 2021 from the Commissioner of Corporate Services and the Chief Planner, as amended:

    1. Council receive the draft York Region Official Plan (Attachment 1) for the purposes of ongoing public engagement and review. 

    2. Council’s decision on the Forecast and Land Needs Assessment as considered on October 21, 2021 be reflected in a revised draft Regional Official Plan to be presented to Council November 25 2021; specifically including revisions to Table 1, Table 6 and applicable maps to implement Council’ s direction for the Phased 50-55% Intensification scenario, additional urban expansion in East Gwillimbury, shift of growth from King Township whitebelt growth to existing settlement areas, shift of Whitchurch-Stouffville whitebelt growth to Stouffville Bethesda Community Area lands and South Gormley Employment Area lands, and reflect the change of Employment Area lands identified south of the Almira Community in Markham to Community Lands.

    3. That the revised draft Regional Official Plan referred to in Clause 2 be further updated to reflect Council’s November 25, 2021 reconsideration of its October 21, 2021 decision on the Town of Whitchurch-Stouffville’s whitebelt lands as follows:

      THEREFORE BE IT RESOLVED that Regional Council direct staff, through the on-going Municipal Comprehensive Review, to:

      Include a settlement area boundary expansion to include the proposed South Gormley Employment Expansion Area; and

      Include a settlement area boundary expansion to the Community of Stouffville to include the proposed Bethesda Lands.

      That this be in lieu of the whitebelt lands identified in the September 16, 2021 report.

      That staff be directed to seek an amendment from the Minister of Municipal Affairs and Housing to O. Reg. 140/02: Oak Ridges Moraine Conservation Plan under the Oak Ridges Moraine Conservation Act to permit the proposed changes to the settlement area boundary.

      That should the Minister of Municipal Affairs and Housing refuse the request for an amendment to O.     4. Council direct staff to provide notice to hold an open house and public meeting in accordance with requirements under the Planning Act.

    5. The Regional Clerk forward this report and attachments, including a revised Attachment 1 that reflects Council’s decisions on October 21, 2021 and November 25, 2021, to the Clerks of the local municipalities for comments to be submitted to the Region by March 31, 2022.

    6. The Regional Clerk submit this report and attachments, including a revised Attachment 1 that reflects Council’s decisions on October 21, 2021 and November 25, 2021, to the Minister of Municipal Affairs and Housing in accordance with requirements of the Planning Act to provide a copy of the proposed plan 90 days before giving notice of a public meeting.

    J.1.  Actions to Address Anti-Asian Hate

    That Council adopt the following motion:

    WHEREAS the York Regional Police (YRP) has reported in April 2021 an increase of 137.5% of hate crime occurrences against East and South East Asian communities and an overall increase of 20.3% in total hate crimes in the 2020 statistics;

    WHEREAS there have been incidents motivated by Asian-hate reported in York Region throughout 2021, including charges laid against an individual in March 2021, a confrontation in August 2021 and hate-crime charge made by YRP in September 2021;

    WHEREAS the Regional Municipality of York is committed to taking action to achieve the vision as espoused in the Inclusion Charter for York Region to celebrate the diverse population of 1.2 million in the Region where everyone can live with respect, dignity and freedom from discrimination;

    NOW THEREFORE BE IT RESOLVED THAT:

    Council affirm its commitment to the vision of the Inclusion Charter for York Region, condemn the increasing hate-related incidents, including those against residents of Asian descent, and declare zero-tolerance for any form of hate-related behaviour and conduct against its residents, and 

    Council recognize and support the work of the Municipal Diversity and Inclusion Group, a group that includes York Region, York Regional Police, all nine local municipalities, and other community partners, and which developed the Inclusion Charter for York Region and is committed to its implementation, including through a collective action plan that will address two priority areas, namely increasing the sense of community belonging amongst York Region residents and decreasing the incidence of hate crimes; and

    Council direct staff to provide updates on the work of the Municipal Diversity and Inclusion Group as part of regular reports to Council on the Inclusion Charter for York Region.

Regional Chair Emmerson welcomed Dr. Barry Pakes to his first meeting of Regional Council as York Region’s new Medical Officer of Health.

Regional Chair Emmerson advised that for the past year Dr. Pakes has worked as a Public Health Physician in support of York Region’s COVID-19 pandemic response. Prior to joining the Region, he was Program Director of the Public Heath Preventative Medicine Residency Program at the Dalla Lana School of Public Health, University of Toronto. Also, he has previously held senior level public health positions with the Regional Municipality of Halton, the Regional Municipality of Peel and the Middlesex-London Health Unit. He has also served as Deputy Chief Medical Officer with the Government of Nunavut.

Regional Chair Emmerson recognized and thanked Dr. Richard Gould for his professionalism and dedication to York Region and its communities in his duties as Acting Medical Officer of Health.

Dr. Barry Pakes, York Region Medical Officer of Health provided a verbal update on the status of COVID-19 and responded to questions from Members of Council.

Regional Chair Emmerson congratulated Mike Rabeau, Director of Capital Planning and Delivery, Environmental Services on receiving the 2021 Municipal Engineers Association Award.

Regional Chair Emmerson wished those who celebrate, a Happy Hanukkah, which begins on November 28, 2021 for an eight-day celebration.
