We acknowledge that York Region is located on the traditional territory of many Indigenous peoples including the Anishinaabeg, Haudenosaunee, Huron-Wendat and Métis peoples and the treaty territories of the Haudenosaunee, Mississaugas of the Credit First Nation and Williams Treaties First Nations.


Today this area is home to many diverse Indigenous Peoples, and we recognize their history, spirituality, culture and stewardship of this land.


We also acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.

Report dated September 25, 2023 of the Commissioner of Community and Health Services recommending that:

  1. Council authorize funding of up to $4.3 million within the approved Community and Health Services budget for the Region’s assistance with interim accommodations and wrap-around supports to asylum seekers in York Region until March 31, 2024 as described in this report.
  2. Council authorize the Commissioner of Community and Health Services to execute agreements, as required, to facilitate these supports.
  3. The Regional Chair send a letter to the Minister of Immigration, Refugees and Citizenship of Canada and the Minister of Municipal Affairs and Housing informing them of these supports and requesting Federal and Provincial funding to fully offset municipal costs. 
  4. Council request the Federal Government to fund and implement a regional response in municipalities in the Greater Toronto and Hamilton area and beyond that will provide coordination for asylum seekers to access adequate shelter and support.

Draft bylaw will be presented at the meeting following the appointment of a Chief Administrative Officer

At the September 14, 2023 meeting of Committee of the Whole, Mayor Lovatt provided notice of his intention to bring forward the following motion to this meeting of Council:

WHEREAS, on April 28, 2022, York Region Council approved the amendment of Procedure Bylaw 2018-59 to facilitate the implementation of the “blended hybrid” approach for Council and Committee of the Whole meetings.

WHEREAS, “blended hybrid” Council Meetings, where participants choose to attend either in-person or electronically, began on May 26, 2022.

WHEREAS, an April 28, 2022 Report of the Commissioner of Corporate Services and Regional Clerk acknowledged that the “blended hybrid” presents logistical and resourcing challenges.

THEREFORE BE IT RESOLVED THAT:

    1. York Region Council direct staff to review the “blended hybrid” Council and Committee of the Whole Meeting policy, benchmark other regional and local municipal models, suggest potential changes and bring a report back to Council before the end of 2023.
