Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

These lands are now home to many diverse Indigenous peoples.

We also acknowledge that York Region falls under Treaty 13 with the Mississaugas of the Credit and the Williams Treaties with several Mississauga and Chippewas First Nations.”

Pursuant to the Development Charges Act, 1997, York Region Committee of the Whole held a public meeting to receive input on a proposed Area-Specific Development Charges Bylaw that will, if passed, permit the Region to continue to impose wastewater development charges against all lands in the village of Nobleton, Township of King. No members of the public came forward to address the Committee on this matter.

Committee of the Whole recommends adoption of the following recommendations in the report dated March 19, 2021 from the Commissioner of Transportation Services:

  1. Existing speed limits on Regional roads listed in Table 1 of this report be revised as detailed.
  2. The Regional Clerk circulate this report to the Clerks of the Towns of Newmarket and Whitchurch-Stouffville, Cities of Markham and Vaughan and Chief of York Regional Police.
  3. The Regional Solicitor prepare the necessary bylaws.

Committee of the Whole recommends adoption of the following recommendations in the report dated March 19, 2021 from the Commissioner of Transportation Services:

  1. Lane Designation Bylaw No. 2020-53 be amended to designate high-occupancy vehicle lanes on Major Mackenzie Drive West (Y.R. 25) between Barons Street and Highway 27 (Y.R. 27).
  2. The Regional Clerk circulate this report to the Clerk of the City of Vaughan and Chief of York Regional Police.
  3. The Regional Solicitor prepare the necessary bylaw.

Committee of the Whole recommends adoption of the following recommendations in the report dated March 19, 2021 from the Commissioner of Transportation Services:

  1. Council approve the Pedestrian Crossover Policy (Attachment 1) for use on Regional roads.
  2. Council authorize the enactment of a bylaw to apply pedestrian crossovers on Regional roads at those locations listed in Table 1.
  3. In response to the Town of East Gwillimbury Council resolution, a pedestrian crossover be installed on Yonge Street at Holland Landing Community Centre as it satisfies the proposed policy.
  4. In response to the Town of East Gwillimbury Council resolution, a pedestrian crossover not be installed on Mount Albert Road near Countryman Road as it does not satisfy the proposed policy.
  5. Council delegate authority to the Commissioner of Transportation Services to implement pedestrian crossovers under the Region’s jurisdiction that satisfy the proposed policy and the Regional Clerk be authorized to amend the pedestrian crossover bylaw schedule accordingly.
  6. The Regional Solicitor prepare the necessary bylaws.
  7. The Regional Clerk circulate this report to the Clerks of the local municipalities, York Regional Police, York Region Public Health and York Region school boards.

Committee of the Whole recommends adoption of the following recommendation in the report dated March 19, 2021 from the Commissioner of Transportation Services:

  1. Council approve an amendment to the agreement between the Region and Parsons Corporation for improvements to Bathurst Street (Y.R. 38) from Highway 7 (Y.R. 7) to Major Mackenzie Drive (Y.R. 25), in the Cities of Richmond Hill and Vaughan, to increase the contract price within the Capital Spending Authority for this project, from $3,582,235 to $4,982,235, excluding HST, to update the design and prepare the contract for construction.

Committee of the Whole recommends adoption of the following recommendation in the report dated March 19, 2021 from the Commissioner of Transportation Services:

  1. Council authorize entering into an agreement with Canadian National Railway for the construction and long-term maintenance of the road-rail grade separation (bridge) on Rutherford Road (Y.R. 73) at the MacMillan Rail Yard, west of Rotational Drive, in the City of Vaughan, in accordance with the principles outlined in Attachment 1.

Committee of the Whole recommends adoption of the following recommendations in the report dated March 26, 2021 from the Commissioner of Corporate Services and the Chief Planner:

  1. The Regional Clerk forward this report to the Minister of Municipal Affairs and Housing and York Region Members of Federal and Provincial Parliament as an example of the Region’s continued commitment to transit-oriented development within Regional Centres and Corridors.
  2. Council continue to seek further Federal and Provincial funding and assistance to provide critical infrastructure for the Yonge North Subway Extension and completion of the Viva Rapid Transit network, required to support levels of growth and intensification within Regional Centres and Corridors to implement Provincial Growth Plan forecasts.
  3. The Regional Clerk forward this report to the local municipalities for information.

Committee of the Whole recommends adoption of the following recommendations in the report dated March 24, 2021 from the Commissioner of Finance, subject to receipt of the necessary supporting documents from the Town of Georgina:

  1. Council approve a request by the Town of Georgina for interim/long-term financing in an amount not to exceed $10,572,000 to fund municipal infrastructure for a term not to exceed those identified in Table 1 of this report.
  2. Council approve the submission of an application to Ontario Infrastructure and Lands Corporation for all or part of the above financing, on behalf of the Town of Georgina.
  3. The Regional Chair and Regional Treasurer be authorized to execute the necessary documents, subject to review by Legal Services.

Committee of the Whole recommends adoption of the following recommendations in the report dated March 24, 2021 from the Commissioner of Finance:

  1. Council authorize the award of the direct purchases, contract extensions and increases of contracts between the Region and each of the vendors listed in Attachment 1 and Private Attachment 1 for the terms described in the attachments.
  2. Council authorize the delegation of the execution of the direct purchases, contract extensions and increases, in relation to the provision of goods and services and product standardizations, to all Commissioners/Department Heads and their designates, provided that the agreement amounts are within their delegated signing authority limits.

Committee of the Whole recommends adoption of the following recommendations in the report dated March 25, 2021 from the Commissioner of Finance:

  1. Regional property tax rates for 2021 be established for property classes as outlined in the report.
  2. Local municipalities pay the final two instalments of their 2021 Regional property tax levy on or before September 30, 2021 and December 15, 2021.
  3. Notional tax rate calculation adjustment be adopted.
  4. Council approve a bylaw to give effect to these recommendations.
  5. The Regional Clerk circulate this report to local municipalities.

Committee of the Whole recommends adoption of the following recommendation in the report dated March 25, 2021 from the Regional Solicitor and the Commissioner of Finance:

  1. Council receive this report for information.

Committee of the Whole recommends adoption of the following recommendations in the report dated March 26, 2021 from the Commissioner of Corporate Services:

  1. Council authorize the acquisition of the lands pursuant to section 30 of the Expropriations Act (the “Act”) required for the widening and construction of the Mid-Block Crossing at 16th Avenue in the City of Markham, as set out in Attachment 1.
  2. The Commissioner of Corporate Services be authorized to execute all necessary documents to complete the transaction.

Committee of the Whole recommends adoption of the following recommendations in the report dated March 26, 2021 from the Commissioner of Corporate Services:

  1. Council approve an application for approval to expropriate the lands set out in Attachment 1, required for 19th Avenue Road Widening from Bayview Avenue to Leslie Street in the City of Richmond Hill.
  2. The Commissioner of Corporate Services be authorized to execute the Application for Approval to Expropriate Land and the Notice of Application for Approval to Expropriate Land (the “Notice”) and to serve and publish the Notice, as required under the Expropriations Act (the “Act”).
  3. The Commissioner of Corporate Services be authorized to forward to the Chief Inquiry Officer any requests for an inquiry that are received and to represent the Region, as Necessary, at an inquiry (Hearing of Necessity) held under the Act.
  4. Council, as approving authority, approve the expropriation of the lands provided there is no Hearing of Necessity requested and not withdrawn in accordance with the Act. Council approval is deemed to be given effective 31 days following the publication of the Notice and when a Hearing of Necessity is not requested in accordance with the Act.
  5. Where approval to expropriate the land is given, the Commissioner of Corporate Services is authorized to register a plan of expropriation and execute and serve any notices required under the Act.
  6. Where approval to expropriate the land is given, Council authorize the introduction of the necessary bylaw to give effect to these recommendations.

Dr. Karim Kurji, York Region Medical Officer of Health provided an update on the status of COVID-19 and responded to questions from Members of Committee of the Whole.

Regional Chair Emmerson noted that April 7 is Holocaust Remembrance Day.

Regional Chair Emmerson noted that April 13 is the beginning of the holy month of Ramadan.

Regional Chair Emmerson announced that York Region received five awards from the Ontario Public Works Association. Regional Chair Emmerson congratulated Transportation Services and Environmental Services staff for winning awards in the categories of Public Works Projects of the Year, Management Innovation and Leader of the Year. 

Regional Chair Emmerson indicated that a Special Meeting of Regional Council will be held on April 15, 2021 with notice and an agenda to follow.
