Regional Chair Emmerson called the meeting to order at 9 a.m.

Regional Chair Emmerson made the following remarks:

"We acknowledge that York Region is located on the traditional territory of many Indigenous peoples including the Anishinaabeg, Haudenosaunee, Huron-Wendat and Métis peoples and the treaty territories of the Haudenosaunee, Mississaugas of the Credit First Nation and Williams Treaties First Nations.

Today this area is home to many diverse Indigenous Peoples, and we recognize their history, spirituality, culture and stewardship of this land.

We also acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community."

    Council receive the correspondence from Anitra Basant Sisavang, Executive Director, York Regional Police Services Board (YRPSB) dated February 16, 2024 and adopt the YRPSB resolution regarding improving first responder communication through Ontario's Building Code, as follows:

    WHEREAS The Regional Municipality of York Police Services Board (Board) is acutely aware and highly concerned by the challenges experienced by York Regional Police caused by the unreliability of in-building communications when attending locations in response to an emergency call

    WHEREAS the Board recognizes that the unreliability of in-building communication for first responders is a safety risk and could be improved through Ontario’s Building Code

    WHEREAS the Ministry of Municipal Affairs and Housing has been undertaking the process of developing the next edition of the Ontario Building Code

    WHEREAS the Board has responded to the Ministry’s Regulatory Proposal 23-MMAH020, respecting the Ontario Building Code review, with a submission proposing amendments that would improve the reliability of in-building communication for first responders

    WHEREAS the Board’s submission, made on December 18, 2023 proposes to improve inbuilding communications through the inclusion of criteria to support improved Emergency Communications within Part 3 of Ontario Regulation 332/12 of the Ontario Building Code

    WHEREAS the inclusion of this proposed criteria on Emergency Communication would not only increase the reliability of in-building communications, but also improve first responder and community safety;  

    THEREFORE BE IT RESOLVED THAT:

      1. The Ministry of Municipal Affairs and Housing prioritize improving in-building communication for first responders as part of the Ontario Building Code Review.
      2. The Ministry of Municipal Affairs and Housing support the inclusion of amendments, that would improve in-building communications for first responders, in the next edition of Ontario’s Building Code.
      3. This resolution be forwarded to the Minister of Municipal Affairs and Housing, the Solicitor General, the Regional Municipality of York, York Region Paramedic Services, all York Region Municipalities and their respective Fire Chiefs and Chief Building Officials, the Building Industry and Land Development Association, Ontario Association of Police Services Boards, Ontario Association of Chiefs of Police, Association of Municipalities of Ontario and the Public Sector Broadband Network Innovation Alliance for their support.

Regional Councillor Li brought forward a motion to proclaim February as Chinese Heritage Month in York Region.

    Council adopt the following motion:

    WHEREAS the Chinese Canadian community has played a significant role in shaping the cultural, economic, and social fabric of the Region of York

    WHEREAS February coincides with Lunar New Year and various historical and cultural events significant to the Chinese Canadian community

    THEREFORE BE IT RESOLVED THAT:

      1. York Region officially proclaim the month of February every year as Chinese Heritage Month. Chinese Heritage Month is an opportunity to celebrate and educate future generations about the significant contributions Chinese Canadians have made to social, economic, political and cultural fabric across York Region and Canada.

Regional Chair Emmerson referred to the Government of Ontario's introduction of Bill 162, The Get It Done Act earlier this week and noted that staff are currently reviewing the tabled legislation to identify impact to York Region.

Regional Chair noted special awareness days and observances:

  • National Human Trafficking Awareness Day - February 22, 2024 - Raises awareness to combat human trafficking in Canada. York Regional Police, Victims Services York Region, Ontario Provincial Police, Central York Fire Services and York Region will be hosting two community events this year and more information is forthcoming.
  • Pink Shirt Day - February 28, 2024 - Raises awareness to take action against bullying and discrimination and recognize the responsibility to ensure schools, workplaces, communities, and online outlets remain safe places for everyone.

Regional Chair Emmerson announced that the York Region Rapid Transit Corporation board meeting on March 14, 2024 has been cancelled.

Regional Chair Emmerson announced the appointment of Mayor Pellegrini to the Royal Agriculture Winter Fair Association Board of Governors for 2024.

Council did not resolve into private session.
