Regional Chair Emmerson called the meeting to order at 9:00 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

These lands are now home to many diverse Indigenous peoples.

We also acknowledge that York Region falls under Treaty 13 with the Mississaugas of the Credit and the Williams Treaties with several Mississauga and Chippewas First Nations.”

Committee of the Whole recommends the communication from Kimberley Kitteringham, City Clerk, City of Markham dated November 2, 2020 be received and referred to staff.

Committee of the Whole recommends the communication from Kimberley Kitteringham, City Clerk, City of Markham dated November 13, 2020 be received and referred to staff.

Committee of the Whole recommends adoption of the following recommendations in the report dated November 18, 2020 from the Commissioner of Transportation Services:

  1. The Region defer consideration of a jurisdictional change for Highway 48 between 19th Avenue and Bethesda Sideroad at this time, pending completion of various planning and transportation studies in the area and further discussion with the Ministry of Transportation of Ontario.
  2. Staff facilitate discussions with the Ministry of Transportation of Ontario and the Town of Whitchurch-Stouffville to address development access issues and reflect the evolution of Highway 48 between 19th Avenue and Bethesda Sideroad from a rural highway to an urban street.
  3. The Regional Clerk forward this report to the Town of Whitchurch-Stouffville, the City of Markham, and the Ministry of Transportation of Ontario.

Committee of the Whole recommends adoption of the following recommendations, as amended, in the report dated November 20, 2020 from the Commissioner of Transportation Services:

  1. Council approve the Corporate Fleet Electrification Plan, including transition of all sedans and sport utility vehicles to electric vehicles by 2030, subject to Council approval of the capital budget each year.
  2. Council approve the Transit Bus Fleet Electrification Plan, including transition of the Region’s bus fleet to clean electric bus technology by the Region’s target of 2051, based on Scenario 1 outlined in this report. Electric bus purchases to be subject to Council approval of the capital budget each year.
  3. Council recognize Scenario 2 as a stretch goal subject to GHG/electric vehicle funding from the federal or provincial government.
  4. Council authorize staff to continue to work with the Canadian Urban Transit Research and Innovation Consortium and other appropriate agencies to identify funding opportunities and submit appropriate applications to offset the increased capital costs of electric buses, as these application opportunities arise.
  5. The Regional Clerk circulate this report to Members of Parliament and Members of Provincial Parliament representing York Region to reinforce the need for financial assistance for municipalities to offset the costs of increased capital requirements to electrify the transit bus fleet to meet Council’s zero GHG emissions by 2051 objectives.

Committee of the Whole recommends the communication from Alisa Mahrova, Clerk and Manager, Policy dated October 20, 2020 be received.

Committee of the Whole recommends adoption of the following recommendations in the report dated November 12, 2020 from the Commissioner of Environmental Services:

  1. Council approve award of the contract for engineering services for Groundwater Treatment System Preliminary Design to CH2M HILL Canada Limited, pursuant to Request for Proposal P-20-144 at a total cost of $2,683,280.00, excluding HST, and authorize execution of the contract on behalf of York Region.
  2. The Commissioner of Environmental Services be authorized to execute the contract on behalf of the Region.

Committee of the Whole recommends the memorandum from the Commissioner of Community and Health Services and the Medical Officer of Health dated December 1, 2020 be received.

Committee of the Whole recommends the communication from Tim Ross on behalf of Co-operative Housing Federation of Canada dated December 2, 2020 be received.

Committee of the Whole recommends adoption of the following recommendations, as amended, in the report dated November 12, 2020 from the Commissioner of Community and Health Services:

  1. Council endorse the Service Manager End of Mortgage Position Paper (Attachment 1).
  2. Council endorse in principle that the mortgage savings outlined in this report remain in the housing and homelessness sector and that Council also endorse in principle the approach outlined in Table 2 that ensures that up to 40% of the mortgage savings will be allocated for the capital repairs of all effected housing providers.
  3. The Regional Clerk forward this report to the Minister of Municipal Affairs and Housing and local Members of Provincial Parliament.

Committee of the Whole recommends adoption of the following recommendations in the report dated November 20, 2020 from the Commissioner of Community and Health Services:

  1. The Commissioner of Community and Health Services be authorized to award direct purchase contracts to expedite the rapid construction of Social Services Relief Fund Phase Two funded projects, at a total cost not to exceed funding amounts.
  2. The Commissioner of Community and Health Services be authorized to execute all necessary documents required under the program.
  3. Council approve the development of modular home units on the Housing York Inc. property located at 20898 Dalton Road in the Town of Georgina (Attachment 1).

Committee of the Whole recommends adoption of the following recommendation in the report dated November 19, 2020 from the Commissioner of Community and Health Services:

  1. Council receive this report for information.

Committee of the Whole recommends adoption of the following recommendations in the report dated November 19, 2020 from the Commissioner of Community and Health Services and the Medical Officer of Health:

  1. The findings of this report be considered as part of the Municipal Comprehensive Review to support the Region’s Official Plan policy direction to create complete communities.
  2. The Regional Clerk circulate this report to the nine local municipalities to support ongoing municipal planning for complete communities.
  3. The Regional Clerk circulate this report for information to the Chief Medical Officer of Health for Ontario, York Region Members of Parliament, York Region Members of Provincial Parliament, York Region District School Board, the York Region Catholic School Board, Conseil Scolaire Viamonde, Toronto and Region Conservation Authority and Lake Simcoe Region Conservation Authority.

Committee of the Whole recommends the Minutes of the York Region Accessibility Advisory Committee meeting dated November 25, 2020 be received.

Committee of the Whole recommends adoption of the following recommendations in the report dated November 20, 2020 from the Commissioner of Corporate Services and the Chief Planner:

  1. Council endorse the policy directions summarized in this report and further described in Attachment 1 to support development of draft policies that will be presented to Council as part of the Regional Official Plan Update through the Municipal Comprehensive Review.
  2. The Regional Clerk forward this report and attachments to the Clerks of the local municipalities, and the Ministry of Municipal Affairs and Housing.

Committee of the Whole recommends adoption of the following recommendations in the report dated November 20, 2020 from the Commissioner of Corporate Services:

  1. Council approve the acquisition of the interest in land set out in Private Attachment 1 (Table 1) for a Transportation works yard in the City of Vaughan.
  2. Council approve additional 2021 interim appropriation and funding for Transportation Services associated with this purchase as outlined in Private Attachment 1 (Table 2)
  3. The Commissioner of Corporate Services be authorized to execute the agreement of purchase and sale and all necessary documents to complete the transaction.

Committee of the Whole recommends adoption of the following recommendation in the report dated November 20, 2020 from the Commissioner of Corporate Services:

  1. Council authorize the Commissioner of Corporate Services to make offers of compensation to the owners of the lands in the City of Vaughan, as set out in Attachment 1, which were acquired in accordance with the Expropriations Act (the “Act”).

Committee of the Whole recommends adoption of the following recommendations in the report dated November 20, 2020 from the Commissioner of Corporate Services:

  1. Council authorize the settlement of all claims pursuant to the Expropriations Act related to the property municipally known as 524 Davis Drive, as described in Attachment 1, for the construction of the bus rapid transit corridor on Davis Drive in the Town of Newmarket.
  2. The Commissioner of Corporate Services be authorized to execute the Minutes of Settlement and all necessary documentation to complete the transaction in accordance with the Minutes of Settlement.

Dr. Karim Kurji, York Region Medical Officer of Health provided an update on the status of COVID-19 and responded to questions from Members of Committee of the Whole.

Regional Chair Emmerson noted December 1 was World AIDS Day and the start of Aboriginal AIDS Awareness Week in Canada.

Regional Chair Emmerson noted December 6 is National Day of Remembrance and Action on Violence Against Women. The day is recognized in remembrance of the 14 women at Ecole Poly-technique Montreal to honour the lives lost and reaffirm our commitment to fight violence and discrimination against women. 

Regional Chair Emmerson indicated Norma McCullough will be appointed as a citizen member to the York Region Police Services Board effective January 1, 2021.

Regional Chair Emmerson noted the upcoming Special Council Meeting being held on December 10, 2020 at 9:00 a.m. The meeting will consider financial impacts of the COVID-19 pandemic on the 2021-2022 budget, establishment of a pandemic management reserve fund and confirmation of the 2021 water and wastewater user rates.
