Regional Chair Emmerson called the meeting to order at 9:03 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

These lands are now home to many diverse Indigenous peoples.

We also acknowledge that York Region falls under Treaty 13 with the Mississaugas of the Credit and the Williams Treaties with several Mississauga and Chippewas First Nations.”

Regional Council paid respects to the memory of George Floyd with 8 minutes and 46 seconds of silence.

Mayor Quirk declared an interest in an additional Private Session matter relating to the York Regional Police (YRP), as her husband is a retired YRP officer and is currently under an employment contract with the YRP; and, stepson is an officer with the YRP. Accordingly, she was not in attendance for that portion of the Private Session meeting.

Dr. Karim Kurji, Medical Officer of Health provided a verbal update to Members of Committee regarding latest statistics and information about York Region Public Health's response to the global pandemic.

Committee of the Whole recommends that York Region introduce measures to make face coverings mandatory on York Region Transit effective July 2 and staff report back to the June 25, 2020 Regional Council meeting with an implementation plan.

Committee of the Whole recommends adoption of the following recommendations in the report dated May 22, 2020 from the Commissioner of Transportation Services and the Commissioner of Environmental Services:

  1. Council authorize the direct purchase of locate notification and secondary screening services from Ontario One Call from October 2020 to October 2025, pursuant to the direct purchase provisions of the Purchasing Bylaw.
  2. The Commissioners of Transportation Services and Environmental Services be authorized to execute separate agreements with Ontario One Call, as required, for operational purposes and to meet provincial regulatory requirements.
  3. The Regional Clerk circulate this report to the Clerks of the local municipalities.

Committee of the Whole recommends adoption of the following recommendations in the report dated May 22, 2020 from the Commissioner of Transportation Services:

  1. Council authorize installation of pedestrian trail crossing signals at four Regional road crossings (14th Avenue, 16th Avenue, Major Mackenzie Drive and York-Durham Line) to facilitate the creation of a trail network connecting within the Rouge National Urban Park, to be funded by Parks Canada on the condition that long-term connectivity and integrated use of these Rouge National Urban Park trails with Regional and local trail networks is assured.
  2. The Commissioner of Transportation Services be authorized to engage in further negotiations with Parks Canada to ensure opportunities regarding trail network connections benefitting Regional and local users are appropriately affected in the future.
  3. The Regional Clerk forward this report to Parks Canada and the local municipalities.

Committee of the Whole recommends adoption of the following recommendations in the report dated June 2, 2020 from the Commissioner of Transportation Services:

  1. Council authorize the renewal of Contract P-15-20 with Pattison Outdoor Advertising for advertising on the York Region Transit bus fleet for an additional five-year term commencing October 1, 2020, and expiring September 30, 2025.
  2. The Commissioner of Transportation Services be authorized to execute the contract on behalf of the Region.

Committee of the Whole recommends the following disposition of the recommendations contained in the report dated June 2, 2020 from the Commissioner of Transportation Services:

1. Council refer the following recommendations to staff with a further report to be brought forward in fall 2020 with more detailed analysis related to the cost impacts of climate change, multi-year financial information and several options for moving forward:

1. Council endorse the plan documented in this report for York Region Transit to transition the bus fleet from diesel to a greenhouse gas emission-free electric propulsion system by 2051. The Plan implementation would be subject to ongoing monitoring of the electric bus technical performance, long-term cost implications and future Council budget approval.

2. Council endorse the development of a greening strategy for the non-transit fleet with staff reporting the details of the strategy in fall 2020.

2. Council endorse revisions to Transit's procurement strategy for 2021 bus replacements to include six electric buses with associated charging infrastructure using capital dollars currently allocated to the bus replacement program.

Committee of the Whole recommends adoption of the following recommendation in the report dated May 20, 2020 from the Commissioner of Transportation Services:

  1. Council approve an amendment to the agreement between the Region and Stantec Consulting Incorporated for the design of improvements to Yonge Street (Y.R. 1) from Davis Drive (Y.R. 31) to Green Lane (Y.R. 19), to increase the scope and contract price, within the Capital Spending Authority for this project, from $1,520,985.08 to $1,815,135.08, excluding HST, as a result of additional services required to complete the tender package and provide for engineering consulting services during utility relocation and construction.

Committee of the Whole recommends adoption of the following recommendations in the report dated May 22, 2020 from the Commissioner of Environmental Services:

  1. Council authorize entering into a new agreement with Durham Region for the operation of the York Durham Sewage System for a term of twenty years, commencing on July 1, 2020, and expiring on June 30, 2040.
  2. The Commissioner of Environmental Services be authorized to execute the agreement.

Committee of the Whole recommends adoption of the following recommendations in the report dated May 22, 2020 from the Commissioner of Environmental Services:

  1. Council approve award of the contract for engineering services during construction of 16th Avenue Phase 2 Sanitary Sewer Rehabilitation to Aldea Engineering Services Limited, pursuant to Request for Proposal P-19-306, at a total cost of $2,672,699.00, excluding HST, and authorize execution of the contract on behalf of York Region.
  2. The Commissioner of Environmental Services be authorized to execute the contract on behalf of the Region.

Committee of the Whole recommends adoption of the following recommendations in the report dated May 22, 2020 from the Commissioner of Environmental Services:

  1. In response to the Association of Municipalities of Ontario’s call for action, Council pass the attached resolution (Attachment 1) that declares the following:
    • the Region’s preference to transition blue box transfer and processing services concurrently with local municipal collection services in 2025
    • the Region will no longer provide transfer and processing services after Blue Box Program transition
  2. Council authorize the Commissioner of Environmental Services to negotiate with producers and/or service providers to explore options for assets after transition and report back to Council on results.
  3. Council authorize the Commissioner of Environmental Services to explore earlier transition timing of transfer and processing operations if available and advantageous to the integrated waste management system.
  4. The Regional Clerk circulate this report to the Clerks of the local municipalities and the Director of Resource Recovery Policy Branch from the Ministry of the Environment, Conservation and Parks and the Association of Municipalities of Ontario.

Committee of the Whole recommends adoption of the following recommendations in the report dated May 21, 2020 from the Commissioner of Community and Health Services:

  1. Council approve the award of contract with The Governing Council of the Salvation Army in Canada to deliver York Region’s Homelessness Prevention Program through The Salvation Army Northridge Community Church, Aurora, Ontario for an initial term of two years starting January 1, 2021 and ending December 31, 2022, at an estimated annual cost of $1,420,000 excluding HST, subject to budget approval.
  2. The Commissioner of Community and Health Services be authorized to execute the agreement on behalf of York Region.
  3. The Commissioner of Community and Health Services be authorized to extend the agreement with the service provider for up to three additional terms of one year each, on same terms and conditions, for an estimated total five-year cost of $7,100,000 excluding HST, provided the service provider has performed services to the satisfaction of the Commissioner and the cost is within the approved budget.

Committee of the Whole referred consideration of the following recommendations contained in the report dated May 29, 2020 from the Commissioner of Corporate Services and Chief Planner to the June 25, 2020 Regional Council meeting to allow time for staff to bring forward further information regarding Option #3 - participation in local municipal Community Improvement Plans:

  1. Council authorize the repurposing of $500,000 from the Innovation Investment Reserve Fund to provide COVID-19 support to local small businesses through the expansion of the Starter Company Plus program managed by the four Small Business Enterprise Centres across the Region on behalf of the Ontario Ministry of Economic Development, Job Creation and Trade.
  2. The Regional Clerk circulate this report to the Ministry of Economic Development, Job Creation and Trade, local municipalities, local Chambers of Commerce and Boards of Trade and ventureLAB.

Committee of the Whole recommends adoption of the following recommendations in the report dated May 29, 2020 from the Commissioner of Corporate Services and the Chief Planner:

  1. The Regional Clerk forward this report to the Provincial Minister of Municipal Affairs and Housing and York Region Members of Federal and Provincial Parliament as an example of the Region’s continued commitment to focusing on transit-oriented development within Regional Centres and Corridors and to seek further Federal and Provincial assistance to provide critical infrastructure for the Yonge North Subway Extension and completion of the Viva Rapid Transit network.
  2. Regional Council request the Province to introduce legislation similar to Bill 171, the “Building Transit Faster Act”, to assist in expediting approval of key infrastructure, such as the Upper York Sewage Solution to fully realize planned growth in Newmarket, Aurora and East Gwillimbury, including the applicable Centres and Corridors in these municipalities.
  3. The Regional Clerk forward this report to local municipalities for information.

Committee of the Whole recommends adoption of the following recommendations, as amended, in the report dated May 27, 2020 from the Commissioner of Finance:

  1. The Chair write a letter(s), co-signed by local Mayors, to the Province to request:
    1. Direct funding to support delivery of front-line services needed to address COVID-19 emergency
    2. Maintain gas tax allocation for 2020
    3. The funding reductions to public health be cancelled altogether or deferred indefinitely
    4. Remove caps on cost shared programs over the next three years or Provincial assumption of responsibility
    5. Assistance to fund York Region rental housing incentives, including allocating funds from the Non-Resident Speculation Tax collected in York Region
    6. New revenue tools to help the Region fund a potential contribution to the Yonge North Subway Extension
  2. The Regional Clerk circulate this report to:

Committee of the Whole recommends adoption of the following recommendations in the report dated May 29, 2020 from the Chief Administrative Officer:

  1. Council receive the resolutions from the local municipalities confirming that a bylaw to change the composition of Regional Council, substantially in the form outlined in Attachment 1, has the support of a majority of the local municipalities representing a majority of the electors in York Region.
  2. The Regional Clerk be directed to issue notice of a public meeting in September 2020 regarding Regional Council’s intention to consider a bylaw to change its composition by increasing the number of members representing the City of Vaughan from four (4) to five (5).

Committee of the Whole recommends adoption of the following recommendations in the report dated May 27, 2020 from the Commissioner of Finance:

  1. Council approve changes to project debt requirements for 2020 Capital Spending Authority, resulting in no net change to the Debenture Proceeds, as detailed in Attachment 1.
  2. Council approve the gross capital budget changes and associated changes in funding sources, as well as changes to 2020 Capital Spending Authority and associated funding sources, including an increase of about $1.4 million in Capital Spending Authority debt, as detailed in Attachments 2 and 3.

Committee of the Whole recommends adoption of the following recommendation in the report dated May 28, 2020 from the Commissioner of Finance:

Committee of the Whole recommends adoption of the following recommendations in the report dated May 29, 2020 from the Commissioner of Finance:

  1. Council approve:
    1. An increase of $77.316 million in 2020 Capital Spending Authority (CSA) for the Northeast Vaughan Wastewater Servicing capital project, increasing the total project CSA to $102.5 million, to be financed by the Developer.
    2. The Northeast Vaughan Wastewater Servicing capital project be delivered in two phases.
    3. An increase of $26.6 million in 2020 CSA for the Northeast Vaughan Water Servicing capital project, increasing the total project CSA to $51.6 million, to be financed by the Developer.
    4. The Northeast Vaughan Water Servicing capital project be delivered in two phases.
  2. Staff be authorized to negotiate a prepaid development charge credit agreement with the Block 27 Developer Group to accelerate the construction of Phase 1 of each of the Northeast Vaughan Water and Wastewater Servicing capital projects, and certain transportation pre-construction works within the City of Vaughan, based on the principles identified in this report.
  3. The Regional Chair and Clerk be authorized to execute the Prepaid Development Charge Credit Agreement with the Block 27 Developer Group.

Committee of the Whole recommends adoption of the following recommendations in the report dated May 27, 2020 from the Commissioner of Finance:

  1. Council authorize the extensions of contract agreements between the Region and each of the vendors listed in Private Attachments 1 through 5 for the terms described in the attachments.
  2. Council authorize a direct purchase, for the purpose of product standardization, listed in Private Attachment 1 for the terms described in the attachments.
  3. The Commissioner of the department requiring the product or service be authorized to exercise options to extend the agreements for up to the maximum term described in Private Attachments 1 through 5 on the same terms, provided that the vendors have performed the services to the satisfaction of the Commissioner and the total cost is within the approved annual budget for these services.
  4. The Commissioner of Community and Health Services be authorized to delegate the execution of purchase agreements to the General Manager, Paramedic and Seniors Services, in relation to technology standardization, where the agreement amounts are within the General Manager’s delegated signing authority limits.

Committee of the Whole recommends adoption of the following recommendation in the report dated May 28, 2020 from the Deputy Regional Solicitor:

  1. The Regional Clerk circulate this report to the local municipalities.

Committee of the Whole recommends adoption of the following recommendation in the report dated May 29, 2020 from the Commissioner of Corporate Services:

  1. Council approve the Commissioner of Corporate Services to make an offer of compensation to the owners of lands in the Town of Georgina as set out in Attachment 1, which were acquired in accordance with the Expropriations Act (the “Act”).

Committee of the Whole recommends adoption of the following recommendations in the report dated May 29, 2020 from the Commissioner of Corporate Services:

  1. Council approve an application for approval to expropriate the lands set out in Attachment 1, required for intersection improvement at Leslie Street and Vandorf Sideroad in the Town of Aurora.
  2. The Commissioner of Corporate Services be authorized to execute the Application for Approval to Expropriate Land and the Notice of Application for Approval to Expropriate Land (the “Notice”) and to serve and publish the Notice, as required under the Expropriations Act (the “Act”).
  3. The Commissioner of Corporate Services be authorized to forward to the Chief Inquiry Officer any requests for an inquiry that are received and to represent the Region, as necessary, at an inquiry (Hearing of Necessity) held under the Act.
  4. Council, as approving authority, approve the expropriation of the lands provided there is no Hearing of Necessity requested and not withdrawn in accordance with the Act. Council approval is deemed to be given effective 31 days following the publication of the Notice and when a Hearing of Necessity is not requested in accordance with the Act.
  5. Where approval to expropriate the land is given, the Commissioner of Corporate Services is authorized to register a plan of expropriation and execute and serve any notices required under the Act.
  6. Where approval to expropriate the land is given, Council authorize the introduction of the necessary bylaw to give effect to these recommendations.

Committee of the Whole recommends adoption of the following recommendations in the report dated June 2, 2020 from the Commissioner of Corporate Services:

  1. Council authorize the settlement of all claims pursuant to the Expropriations Act related to the property known as 16-18 Main Street as described in Attachment 1, for the construction of the bus rapid transit corridor on Davis Drive in the Town of Newmarket.
  2. The Commissioner of Corporate Services be authorized to execute the Minutes of Settlement and all necessary documentation to complete the transaction in accordance with the Minutes of Settlement.

Committee of the Whole recommends adoption of the following motion:

Whereas, in just a few short months the Covid-19 pandemic has fundamentally changed the way we live, work, play and plan for the future; and,

Whereas, working remotely has created immense challenges for governments, businesses and employees, and has heightened the requirement for more integrated systems and advanced collaboration/monitoring tools and videoconferencing technologies to ensure productivity; and,

Whereas, cities, communities, businesses and workplaces are in the midst of an unprecedented digital transformation driven by the rise of mobile and connected Internet of Things (IOT) systems, the explosion of the secured delivery and management of censored data, and the emergence of automated integrated business solutions and technologies such as artificial intelligence and machine learning solutions; and,

Whereas, Government and cities need to consider the role of IOT/technologies and delivering services transparently, efficiently and with accountability to its citizens;

 

Therefore, be it resolved

That staff be directed to investigate and report back on thermal temperature detection systems as a first line of action due to the COVID-19 environment and potential future health pandemics; and,

That, such detection systems should be non-contact, fully integrated, capable of detecting high temperatures in both York Region employees and visitors to York Region properties, and have the capacity to send immediate alerts to authorized York Region officials who are responsible for managing health and safety protocols; and

That, additionally have the capacity to capture the temperature data and retain the data for future analysis to guide health workers to better address potential future pandemics threats in a timely manner; and,

That, furthermore, thermal temperature systems should not require individuals to use their own personal cell phones for detection and tracking purposes thereby respecting privacy considerations; and

That, a system of this type should also have the capability to add other features which can offer additional and important measurements for other health and safety factors that have not yet been contemplated; and,

That, a proper all-encompassing system should be used to encourage York Region businesses to also adopt similar thermal temperature detection systems in order to deliver data alerts to York Region in order to ensure that health workers can take swift and responsible actions in addressing pandemic spikes in our community.

Regional Chair Emmerson recognized June as Pride Month and encouraged those in our community to celebrate our vibrant and proud LGBTQ2 community.

Regional Chair Emmerson recognized June as National Indigenous History Month which provides an opportunity to remember, celebrate and honour the heritage and contributions of Métis, Inuit and First Nations peoples in our community and across the country.

Regional Chair Emmerson recognized June as Seniors Month in the Province of Ontario which provides an opportunity to celebrate the important contributions of older adults and the role communities play in keeping seniors active, engaged and learning.

Regional Chair Emmerson noted May 31 to June 6 was National AccessAbility Week to recognize those actively increasing opportunities and removing barriers so people of all abilities have a better chance to succeed. Regional Chair Emmerson also thanked the Accessibility Advisory Committee, community organizations, local businesses and residents for removing barriers and promoting inclusion and accessibility for people with disabilities.
