Report dated September 24, 2021 from the Commissioner of Community and Health Services recommending that:

  1. Council approve the priority recommendations set out in Attachment 1 for urgent provincial action to transform the long-term care sector including recommendations related to accelerated staffing investments, sustainable and long-term provincial funding across the seniors continuum of care, pandemic preparedness and legislative and regulatory changes to align with resident-centred care as informed by Ontario's Long-Term Care COVID-19 Commission’s Final Report and Recommendations.
  2. The Regional Chair, on behalf of Regional Council, send this report and a letter to the Ministers of Health, Long-Term Care, Finance, Seniors and Accessibility, Municipal Affairs and Housing, and Children, Community and Social Services and communicate Council’s request that the Province urgently act on the priority recommendations identified by York Region.
  3. The Regional Clerk provide a copy of this report to the Members of Parliament and Members of Provincial Parliament representing York Region requesting their support to advocate for urgent provincial action on the priority recommendations identified by York Region.
  4. Report dated October 1, 2021 from the Acting Commissioner of Finance recommending that:

Subject to the receipt of the necessary supporting documents from the Town of Georgina:

  1. Council approve the request from the Town of Georgina for the long-term financing in an amount not to exceed $49,960,000 to finance the construction of the Multi-Use Recreation Complex (MURC) for a term not to exceed 25 years.
  2. Council approve the submission of an application to the Ontario Infrastructure and Lands Corporation (OILC) for all or part of the above noted financing, by York Region on behalf of the Town of Georgina.
  3. Regional Chair and Acting Regional Treasurer be authorized to execute the necessary documents, subject to review by Legal Services.

Report dated August 27, 2021 from the Commissioner of Corporate Services recommending that:

  1. Council authorize the disposition of lands in the Town of Newmarket, described in Attachment 1, that have been deemed surplus to Regional requirements.

Notice of the following motion was provided by Acting Regional Councillor Chan, seconded by Mayor Taylor:

WHEREAS the York Regional Police (YRP) has reported in April 2021 that an increase of 137.5% of hate crime occurrences against East and South East Asian communities in the 2020 statistics;

WHEREAS there have been incidents motivated by Asian-hate reported in the York Region throughout 2021, including charges laid against an individual in March 2021, a confrontation in August 2021 and hate-crime charge made by the YRP in September 2021;

WHEREAS the Regional Municipality of York is committed to taking action to achieve the vision as espoused in the Inclusion Charter to celebrate the diverse population of 1.2 million in the Region where everyone can live with respect, dignity and freedom from discrimination;

NOW THEREFORE BE IT RESOLVED THAT:

Council affirms its commitment to the vision of the York Region Inclusion Charter, and condemns the increasing hate-related incidents against residents of Asian descent. And furthermore that York Region declares zero-tolerance of any form of hate-related behaviour and conduct against its residents, and that

Council directs staff to report to Council in the first quarter of 2022 with a proposed plan to work with community organizations to establish a process based on the best practices in other jurisdictions to combat hate-motivated incidents in York Region.
