Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

These lands are now home to many diverse Indigenous peoples.

We also acknowledge that York Region falls under Treaty 13 with the Mississaugas of the Credit and the Williams Treaties with several Mississauga and Chippewas First Nations.”

    F.2.1  Five Year Review of the SM4RT Living Waste Management Master Plan

    That Council adopt the recommendations in the report dated April 2, 2020 from the Commissioner of Environmental Services, with the following additional clause:

    That the Request for Proposals to procure long-term processing capacity for source separated organic waste using anaerobic digestion technologies, shall include an option of awarding the tonnage blocks to separate proponents or to the same proponent, at the discretion of staff and in accordance with the Region’s Purchasing bylaw, in order to achieve the best overall value.

    H.1.2  Provincially Stranded Assets

    That Council refer the following motion and the correspondence from Kristina Soolepp, Council Coordinator, Town of Whitchurch-Stouffville dated March 24, 2020 (April 16, 2020 Committee of the Whole Minutes, Item H.1.2) to staff:

    WHEREAS the Township of King advised the Region of York in October, 2009 of the Township’s interest and intent  to explore the possibility of designating additional employment lands in the area of Highway 400 and King Road prior to the 2014 Review of the Greenbelt Plan;

    WHEREAS the Council for the Township of King supported the conclusions of the Greater Toronto Mayors Alliance Phase Two Report (March, 2013), including the identification of strategic employment lands that should be protected, particularly along the 400 series highway network, and where these lands adjacent to this infrastructure is otherwise protected, that protection be considered in light of the opportunity it presents to stimulate economic growth;

    WHEREAS the Township’s Economic Development Strategy (2015) identified the need to pursue opportunities to designate lands at Highway 400 and King Road as a Strategic Employment Area;

    WHEREAS the Township requested in September, 2016 that the Province of Ontario include provisions in both the Growth Plan and Greenbelt Plan to remove strategic employment lands adjacent to 400-series highways from the Greenbelt Plan should the need be demonstrated beyond 2031; 

    WHEREAS the Town of Whitchurch-Stouffville passed a resolution on March 24th, 2020, that among other things, has the general purpose of requesting the Region of York and Province of Ontario to consider the appropriateness, including the competitive benefits to the Region and local municipalities, of re-designating lands in proximity to the Gormley and Bloomington GO Stations, on both sides of the Highway 404 corridor, from “countryside” to “urban settlement area”;  

    WHEREAS the Township of King would also be interested in having the Region of York and Province of Ontario consider the appropriateness and competitive benefits of utilizing lands adjacent to Highway 400 for employment use purposes, given that the potential un-locking of employment opportunities along Highway 400 aligns with the Township’s directions contained Economic Development Strategy and the new Draft Official Plan;

    BE IT THEREFORE RESOLVED that:

    • York Region Staff be directed to report back to Council on the competitive benefits to the Region if employment uses were to be permitted along 400 series Highways; and
    • York Region Council request the Minister of Municipal Affairs and Housing to permit, through modifications to the applicable Provincial Plans and Policies, the designation of employment lands adjacent to 400 series Highways

    I.2.5.  Waiving Interest on Property Tax Instalments in Response to COVID-19

    That Council adopt the following:

    1. Council approve waiving interest on any portion of property tax instalments, for the 2020 taxation year, not remitted to the Region as a direct result of a local municipality’s Coronavirus (COVID-19) tax relief program, for a period of 90 days following the applicable Regional tax instalment due date.
    2. The Regional Clerk circulate this report to the local municipalities, the local Chambers of Commerce/Boards of Trade and the Building Industry and Land Development Association – York Chapter (BILD).
    3. Council enact a bylaw giving effect to this decision.

A bylaw to delegate to the Commissioner of Transportation Services the power to temporarily amend traffic bylaws

To acquire certain lands for or in connection with the construction of the West Vaughan Sewage Servicing Project, City of Vaughan

A bylaw to stop up and close a portion of Bathurst Street (YR 38), City of Vaughan

A bylaw to amend Bylaw No. 2020-02 being a bylaw to levy against the lower-tier municipalities on an interim basis the sums of monies required during the year 2020 for the purposes of The Regional Municipality of York

Regional Chair Emmerson congratulated Chief Eric Jolliffe on his retirement and highlighted some of his achievements over his 40 year career in policing.  

Chief Jolliffe joined York Regional Police in 1998 and was appointed Chief of Police in December 2010. Throughout his career he was recognized with:

  • The Officer of the Order of Merit for Police Forces
  • The Police Exemplary Service Medal and 30 Year Bar
  • The Queen Elizabeth II Golden Jubilee medal
  • The Queen Elizabeth II Diamond Jubilee medal
  • The Outstanding Achievement Award from Parents, Families and Friends of Lesbians and Gays Canada
  • The Public Service Award from the Transformation Institute for Leadership & Innovation
  • The President’s Award for Leadership from Ontario Women in Law Enforcement.

He has also been acknowledged in the Transformation Institute’s book 150 Extraordinary Canadians: Our Leadership and Innovation Legacy.

Regional Chair Emmerson, on behalf of York Regional Council and York Region residents, thanked Chief Jolliffe for his service to the community and for leaving the police services with a legacy of dedication, commitment and exemplary leadership.

Regional Chair Emmerson proclaimed April 30, 2020 as Chief Eric Jolliffe Day in York Region.

That the York Regional Police Training Facility in York Region be named the Eric Jolliffe Training Facility.

Regional Chair Emmerson provided an update on the COVID-19 situation, announcing that York Region has surpassed 1,475 positive cases but that we are seeing a flattening of cases in many of our York Region communities.

Regional Chair Emmerson announced that April 28, 2020 was National Day of Mourning which is recognized each year to pay respect and remember workers who have been killed, injured or suffered illness as a result of work-related incidents. 

Regional Chair Emmerson announced that this is National Immunization Awareness Week, an annual event to highlight and recognize the importance of vaccinations.

Regional Chair Emmerson announced that May 3 to 9, 2020 is Emergency Preparedness Week. A public event will not be held this year, however residents can visit york.ca/beprepared for information.

Regional Chair Emmerson indicated that the Committee of the Whole meetings scheduled in June would be combined and that further details would be provided at the May 14, 2020 Committee of the Whole meeting.
