Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:


“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.

I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

    Council confirm the Minutes of the Council meeting held on December 13, 2018.

  • Laura Mirabella, Commissioner of Finance and Regional Treasurer, provided Council with an overview of the proposed 2019 to 2022 Regional Budget, which aligns with the term of Council and the Strategic Plan.

    Ms. Mirabella indicated that the draft multi-year budget provides for a tax increase of 3.37% in 2019, and 2.96% in each of the following three years. This represents an average tax levy increase of $81 per household in 2019. The proposed 2019 budget includes $2.3 billion for operations and $867 million for capital projects. The 10-year capital plan proposes $6.6 billion in spending.

    Ms. Mirabella presented key features of the draft budget which address both growth-related and asset management needs, as well as lower future debt levels and higher reserve balances. The budget includes a new Cannabis Reserve Fund to address unexpected cannabis pressures. Ms. Mirabella also presented a one per cent tax infrastructure acceleration option to advance road widenings in congested areas.

    Next steps in the budget review process include a detailed review of departmental budgets at Committee of the Whole on February 14 and 21, with consideration for approval by Council at its meeting on February 28, 2019.

    Item E.1.2 – Metrolinx Proposed Transit Project Prioritization Framework

    Whereas, York is striving to accommodate Provincially-directed growth in centres and major corridors planned in conjunction with rapid transit, as identified in the Metrolinx Regional Transportation Plan;

    And whereas, the Metrolinx Regional Transportation Plan, first completed in 2008, included as early priorities, Phase 1 of the bus rapid transit project and extension of the Spadina subway to the Vaughan Metropolitan Centre while also identifying the Yonge subway extension and subsequent phases of bus rapid transit as “next wave” projects;

    And whereas, in the past decade, approximately $3 billion of capital funding has been committed to York Region priorities by Metrolinx and the provincial government while, over the same period, approximately $20 billion has been committed to rapid transit initiatives in the City of Toronto;

    And whereas, the Region has taken responsibility for the operating costs of the bus rapid transit construction to date;

    And whereas, both Toronto and York Region Councils have committed to advance construction of the Yonge subway extension along with the Downtown Relief Line South – a project required to relieve capacity constraints south of Bloor Street – and preliminary funding has been provided to advance project readiness and the accuracy of construction cost estimates;

    And whereas, the existing level of GO Rail service along the Barrie GO, Richmond Hill GO and Stouffville GO rail corridors is currently only 25 per cent of the service provided to the communities along the Lakeshore GO East and West corridors;

    And whereas, the Province of Ontario, through its agency Metrolinx, has been working to deliver two-way, all day service improvements on the Barrie GO and Stouffville GO rail corridors as well as service improvements to the Richmond Hill GO rail corridor in York Region through the GO Rail Expansion;

    Therefore, be it resolved that:

    1. York Region Council confirms its rapid transit priorities as:

      1. Yonge Subway Extension to the Richmond Hill/Langstaff Gateway Urban Growth Centre at Highway 7.

      2. York Region’s VIVA Bus Rapid Transit Network as shown in the 2041 Regional Transportation Plan (RTP) on Yonge Street, Highway 7, Major Mackenzie Drive, Jane Street, Steeles Avenue, Leslie Street and McCowan Road.

    2. Council requests the Province of Ontario to continue to advance commitments made on the following:

      1. Two-way all-day service on the Barrie GO and Stouffville GO rail corridors consistent with the service levels on the Lakeshore East GO and Lakeshore West GO rail corridors.

      2. Improved service on the Richmond Hill GO rail corridor.

    Item E.1.3 – Toronto Region Board of Trade Proposed Infrastructure Options to Improve Goods Movement in Canada’s Innovation Corridor

    Whereas, the Toronto Region Board of Trade released a communication with respect to proposed infrastructure options to improve goods movement in the Toronto-Waterloo corridor;

    And whereas, the Toronto Region Board of Trade is seeking input on the prioritization of ten initiatives to improve goods movement in the Toronto-Waterloo corridor of which three are of interest to York Region: the Highway 400-404 Connecting Link (formerly the Bradford Bypass), the GTA West Corridor and the New Freight Corridor;

    And whereas, the Highway 400-404 Connecting Link and GTA West Corridor projects are long supported by York Region as both projects are included in York Region’s 2016 Transportation Master Plan and York Region’s Official Plan;

    And whereas, the New Rail Freight Corridor initiative, as identified by the Toronto Region Board of Trade, includes the rerouting of CP freight trains (including hazardous goods shipments) through York Region;

    And whereas, parts of the GO rail lines servicing Kitchener and Milton are delivered through agreement on railways owned and operated by CN and CP Rail respectively;

    And whereas, in 2016, the municipalities of Cambridge, Mississauga and Toronto completed a report entitled “The Missing Link”, calling on Metrolinx to advance construction of railway improvements that would redirect CN and CP freight rail traffic to facilitate GO rail service level improvements on the Kitchener and Milton lines;

    And whereas, the redirection of CN rail traffic would allow more frequent GO rail service on the line serving Kitchener and would not change the freight traffic otherwise travelling through communities in southern York Region;

    And whereas, the redirection of CP rail traffic would allow more frequent GO rail service to Milton but would, using estimates of recent freight traffic, double the freight traffic (including hazardous goods shipments) through southern York Region;

    And whereas, York Regional Council and the Councils of Vaughan, Markham and Richmond Hill previously expressed their opposition to the re-routing of CP rail freight traffic resulting from the New Rail Freight Corridor initiative identified by the Toronto Region Board of Trade;

    Therefore, be it resolved that:

    1. The Toronto Region Board of Trade be advised that York Region Council has been long supportive of the Highway 400-404 Connecting Link (formerly the Bradford Bypass) and the GTA West Corridor projects but strongly opposes any proposed diversion of CP freight trains which would significantly increase the volume of freight rail traffic (including hazardous goods shipments) through York Region communities.

    Council adopt the following recommendations, as amended, in the report dated January 25, 2019 from the Commissioner of Transportation Services:

    1. Council confirms Metrolinx’s prioritization of a development-driven approach to GO expansion stations at Kirby and Mulock on the Barrie Corridor, as per the original GO Regional Express Rail plan.

    2. Council further requests that Metrolinx apply a development-driven approach to reconsider the following potential stations: Concord, 15th Sideroad on the Barrie Corridor, John Street, 16th Avenue, 19th Avenue on the Richmond Hill Corridor, and Denison/14th Avenue and Major Mackenzie Drive on the Stouffville Corridor, as per the Region’s 2016 Transportation Master Plan.

    3. Council specifically requests that Metrolinx ensures adequate parking is implemented at GO Stations as part of the GO Expansion program, to eliminate impacts on adjacent established communities.

    4. The Regional Clerk forward this resolution to the Premier, the Minister of Transportation, and the MPPs from York Region.

Regional Chair Emmerson congratulated staff on receiving the Government Finance Officers Association (GFOA) Distinguished Budget Award. It is the only widely recognized award program in governmental budgeting in North America and 2018 marks the 14th consecutive win for York Region.

Regional Chair Emmerson announced that YTN Telecom Network Inc. Board meetings will be moved to Week 1 and will start at 10:30 a.m. on the same day as Housing York Inc. Board meetings.

Regional Chair Emmerson announced that York Region Rapid Transit Board meetings will now start at 9 a.m.

Regional Chair Emmerson indicated that, due to recent provincial announcements about a review of regional governments, staff may be reporting to Council as early as February 2019 regarding the establishment of a Governance Task Force.
