Regional Chair Emmerson called the meeting to order at 9:03 a.m. and made the following remarks:


“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.

I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

2019 Budget - York Regional Police

Mayor Quirk declared an interest in the 2019 York Regional Police (YRP) Budget. This declaration of interest is because Mayor Quirk’s husband is a retired YRP officer and works part-time for YRP, and her stepson is an officer with YRP. Mayor Quirk did not take part in any of the discussion of or vote on this matter.

    1. Council approve the operating and capital budgets as follows:
      1. The 2019 operating budget tabled on January 31, 2019 detailed in the 2019 to 2022 Budget book, as amended:
        1. To reduce the tax levy increase to 2.96%
        2. With a further 1% increase for roads acceleration, for a total 2019 tax levy increase of 3.96%
      2. The 2019 capital expenditures and Capital Spending Authority by program group detailed in the 2019 to 2022 Budget book, as summarized in Attachment 3, and the authority to reallocate funding between projects in a program group as detailed in this report.

    2. Council endorse the 2020 to 2022 operating outlook tabled on January 31, 2019 detailed in the 2019 to 2022 Budget book, as summarized in Attachment 2, and amend the tax levy requirements to result in an annual tax levy increase of 2.96% from 2020 to 2022, including the 1% annual contribution for roads acceleration reserve.
    3. Council approve debt authority and reserve items as follows:
      1. Incremental debt authority of $207.65 million required for 2019 Capital Spending Authority by project as specified in Column (B) of Attachment 4.
      2. Total debt authority for capital projects up to the amounts specified in Column (C) of Attachment 4 in accordance with the Capital Financing and Debt Policy.
      3. Approve a contribution of $133.3 million to the Sinking Fund Reserve for the purpose of meeting the Region’s 2019 sinking fund obligations.
      4. Authorize the funding of capital projects that have been previously approved for debt financing from reserves where there are sufficient funds available and, in the opinion of the Commissioner of Finance and Regional Treasurer, it is prudent to do so.
    4. Council endorse the reconciliation of the 2019 Budget to the full accrual basis of accounting, as required under Ontario Regulation 284/09, as summarized in the Budget book and amended to reflect the changes to the operating budget noted in Recommendations 2(a) and 3.
    5. Council authorize the Commissioner of Finance and Regional Treasurer to:
      1. Make any necessary adjustments within the total approved budget to reflect organizational changes and any other reallocation of costs.
      2. Accept and adjust the budget for new provincial and/or federal funding provided there is no tax levy impact.
      3. Apply for new provincial and/or federal funding provided there is no tax levy impact and capital funding is for projects within the ten-year capital plan.
    6. The final budget book be updated to reflect the changes noted in Recommendations 2(a), 3 and 5.

    That Council adopt the following additional recommendations specific to the Roads Capital Acceleration Reserve:

    1. Council approve the creation of the Roads Capital Acceleration Reserve to advance priority growth-related capital projects.
    2. The reserve be funded by a 1% tax levy contribution in 2019, and future tax levy contributions of up to 1% per year between 2020-2022, conditional on the overall tax levy increase not exceeding 2.96% in any given year, and the transfer of $82.7 million from the Debt Reduction Reserve in 2022.

    1. Council endorse this report and Attachments 1 and 2 as the Region’s submission to the Province in response to the Environmental Registry of Ontario (ERO) postings: Proposed Amendment to the Growth Plan for the Greater Golden Horseshoe, 2017 (ERO # 013-4504), Proposed Framework for Provincially Significant Employment Zones (ERO # 013-4506), Proposed Modifications to O.Reg. 311/06 (Transitional Matters – Growth Plans) (ERO # 013-4505) and Proposed Modifications to O.Reg. 525/97 (Exemption from Approval – Official Plan Amendments) (ERO 013-4507) with the following amendments:
      1. Council requests that the Province reduce the intensification target for York Region from 60% to 50%.
    2. The Regional Clerk forward this report with attachments and approved Council resolution to the Ministry of Municipal Affairs and Housing, the Clerks of the local municipalities and the Clerks of the other upper and single-tier municipalities in the GTHA.
    3. The Province be made aware that additional comments may be forthcoming regarding provincially significant employment zones.

Regional Chair Emmerson announced the first meeting of the Governance Task Force will be on March 21, 2019 following the Regional Council meeting.

Regional Chair Emmerson announced there will be a Council Education Session on April 25, 2019 for the purpose of educating members on funding non-tax levy options for the Roads Capital Acceleration Reserve.

Regional Chair Emmerson announced the meeting of the YTN Telecom Network Inc. Board of Directors scheduled to be held on March 6, 2019 will be rescheduled. The date is to be determined and a notice will follow.
