We acknowledge that York Region is located on the traditional territory of many Indigenous peoples including the Anishinaabeg, Haudenosaunee, Huron-Wendat and Métis peoples and the treaty territories of the Haudenosaunee, Mississaugas of the Credit First Nation and Williams Treaties First Nations.

Pursuant to Section 20 of the Development Charges Act, 1997, the Regional Committee of the Whole will hold a hearing to consider a complaint regarding development charges payable by Auto World Import Network and 480 Steeles West Limited.

Report dated September 27, 2023 from the Commissioner of Finance recommending that: 

  1. Council dismiss the Development Charge Complaint lodged by Auto World Import Network and 480 Steeles West Limited (AWIN), included as Attachment 1.
  2. Council authorize staff to defend the dismissal of the Development Charge Complaint at the Ontario Land Tribunal, if necessary.
  3. Council authorize the Regional solicitor to settle the Development Charge Complaint and execute Minutes of Settlement, where appropriate.

  1. Regional Council approve the recommendation to advance environmental assessment and preliminary engineering work for bus rapid transit projects identified in Phase 1 on:
    1. Jane Street North from Highway 7 to Major Mackenzie Drive
    2. Enterprise Boulevard from Birchmount Road to Kennedy Road (via YMCA Boulevard)
    3. Kennedy Road / Highway 7, Kennedy Road from YMCA Boulevard to Highway 7 and over to McCowan Road.
  2. Regional Council endorse advancing advocacy for funding from senior levels of government for bus rapid transit projects identified in Phases 1, 2 and 3.
  3. The Regional Clerk forward this report to the Clerks of the local municipalities for information.

Council, in its role as Committee of Management for the Region’s two long-term care homes, endorse the submission made by staff to the Home and Long-Term Care Unit of Health Canada, attached to this report as Appendix A, in response to Health Canada’s request for input on the development of a federal Safe Long-Term Care Act.
  2.   1. Council approve the acquisition of land described in Appendix A, for a paramedic response station and expansion for future Regional uses at 14824 Yonge Street in the Town of Aurora.
  2. The Commissioner of Corporate Services be authorized to execute the Agreement of Purchase and Sale and all necessary documents to complete the transaction.
