Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.

I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

Mayor Lovatt declared an interest in Item H.2 (Committee of the Whole Item I.1) and Item M.2 as a family member is an owner of a unit within the project in the matter being considered. Mayor Lovatt did not take part in consideration of or vote on the matter.

    That Council approve the 2020 Council and Committee Meeting Calendar with the following amendments:

    1. Cancel the Council Education Session / Council Special meeting on January 23, 2020.
    2. Reschedule the Committee of the Whole (Week 1) meeting on January 9, 2020 to January 16, 2020 at 9 a.m.
    3. Reschedule the Committee of the Whole (Week 2) meeting on January 16, 2020 to January 23, 2020 at 9 a.m.
    4. Reschedule the Audit Committee meeting on January 8, 2020 to January 16, 2020 immediately following Committee of the Whole.

Regional Chair Emmerson announced September 27, 2019 is World Tourism Day. Commemorated by the United Nations, World Tourism Day serves to foster awareness of tourism’s social and economic values. 

York Region's tourism is home to premier amusement parks, art galleries, museums, restaurants, golf courses, family farms, horse trails and waterfront activities. Regional Chair Emmerson encouraged York Region residents to get out and explore all that York Region tourism has to offer.

Regional Chair Emmerson welcomed back representatives from the United Nations Institute for Training and Research (UNITAR). UNITAR is here to further explore partnership opportunities regarding inclusive communities.

In June 2019, Council unanimously endorsed the Inclusion Charter and reaffirmed York Region's commitment to building and welcoming inclusive communities. York Region's work on diversity and inclusion has received attention from the United Nations due to ongoing work of our dedicated staff and the leadership of Chief of Staff Lina Bigioni.

Regional Chair Emmerson announced that York Region is the recipient of the Transportation Association of Canada (TAC) Environmental Achievement Award. The award is in recognition of York Region’s work on the Bayview Corridor Project.

The improvements to Bayview Avenue and 19th Avenue in the City of Richmond Hill not only improved the way people travel, but also the wildlife and fish habitat in the newly transformed 10.75 acres of land in the area.

Regional Chair Emmerson announced there will be a Council Education Session open to the public on October 24, 2019. The meeting is part of the Municipal Comprehensive Review process.
