Regional Chair Emmerson called the meeting to order at 1:30 p.m. and made the following remarks:

“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.

I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

    That Council adopt the following recommendation:

    1. Council approve that the Roads Capital Acceleration Reserve be renamed to Transportation Capital Acceleration Reserve Fund.

    1. Council authorize funding required for the Roads Capital Acceleration Reserve Fund from the following tax levy sources:
      1. The one per cent additional tax levy approved as part of the 2019 Budget for the Roads Capital Acceleration Reserve Fund, equivalent to $10.7 million per year, plus
      2. A $10.1 million contribution from the 2018 operating surplus, plus
      3. Draws from the Roads Infrastructure Reserve using money freed up by the one-time 2019 Federal Gas Tax Municipal Top-Up funding, plus
      4. Transfers from the Debt Reduction Reserve as required, plus
      5. Interest earned on this reserve, plus
      6. Any additional future contributions as per Council direction.                                                                                                            
    2. Funds advanced from this reserve would be repaid from development charge collections in the year the accelerated projects were originally scheduled to be funded in the Region’s capital plan.
    3. Council amend the Reserve and Reserve Fund Policy to include the addition of the Roads Capital Acceleration Reserve Fund, as described in this resolution.                
    4. The Regional Solicitor be authorized to prepare the necessary bylaws for this reserve.

Regional Chair Emmerson recognized June 21, 2019 as National Indigenous Peoples Day, which is a day to bring awareness to and recognize the achievements of First Nations, Inuit and Métis people of Canada.

Regional Chair Emmerson recognized the history of the indigenous people in Canada as rich and diverse, and stretches back for thousands of years. He indicated that York Region is proud to have the Chippewas of Georgina Island First Nation and all indigenous peoples living and working across York Region.

Regional Chair Emmerson noted that the Region hosted an Oath of Citizenship Ceremony on June 18, 2019 in the Great Hall. The Ceremony featured 40 new Canadians from 16 different countries, hosted by York Region and Immigration, Refugee and Citizenship Canada.

Regional Chair Emmerson noted the one year anniversary of the Inclusion Charter. The Charter has now been endorsed by all 20 Municipal Diversity and Inclusion Group members, including local municipalities, police services, hospitals, school boards, conservation authorities and community agencies. By endorsing the Charter, these organizations are demonstrating their commitment to creating welcoming and inclusive communities.
