Regional Chair Emmerson called the meeting to order at 9 a.m.

Regional Chair Emmerson made the following remarks:

We acknowledge that York Region is located on the traditional territory of many Indigenous peoples including the Anishinaabeg, Haudenosaunee, Huron-Wendat and Métis peoples and the treaty territories of the Haudenosaunee, Mississaugas of the Credit First Nation and Williams Treaties First Nations.

Today this area is home to many diverse Indigenous Peoples, and we recognize their history, spirituality, culture and stewardship of this land.

We also acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.

    Council adopt the following recommendations in the report dated April 17, 2024 from the Commissioner of Finance:

    1. This report and Appendix A be submitted to Minister of Municipal Affairs and Housing in response to Bill 185, Cutting Red Tape to Build More Homes Act, 2024, and as comments on Environmental Registry of Ontario posting #019-8371 on proposed changes to Development Charges Act, 1997.
    2. The Regional Clerk forward this report to local Members of Provincial Parliament and local municipalities.

Regional Chair Emmerson announced the passing of Bryan Tuckey, York Region's former Commissioner of Planning and Development Services. Mr. Tuckey worked for the Region from 2000 to 2011, overseeing a significant period of growth across York Region. As a municipal planner, CEO of BILD and Ontario Land Tribunal adjudicator, Bryan was known throughout the planning community as a visionary.

On behalf of Council, Regional Chair Emmerson extended heartfelt sympathies to Mr. Tuckey's family, friends and colleagues.

Regional Chair Emmerson announced Paul Jankowski, York Region's former Commissioner of Transportation Services, has been appointed the new President of the York Region Rapid Transit Corporation. Effective May 13, 2024, Mr. Jankowski will bring a determined focus on leading rapid transit expansion. 

On behalf Council, Regional Chair Emmerson extended appreciation and thanks to Brian Shifman for fulfilling the role of Acting President for the past 16 months.

Regional Chair Emmerson noted special awareness days and observances in April:

  • World Immunization Week - April 24 to 30, 2024 - Recognizes the importance of protection from vaccine-preventable diseases. 
  • Earth Day - April 22, 2024 - Calls on individuals, businesses and governments around the world to commit to a 60% reduction in production of plastics by 2040.
  • Administrative Professionals Day - April 24, 2024 - Recognizes and celebrates the hard-work and dedication of administrative staff. 
  • International Guide Dog Day - April 26, 2024 - Invites residents to learn more about supporting guide dog organizations.

Regional Chair Emmerson noted April 28, 2024 is National Day of Mourning. This observance remembers workers who have been killed, injured or suffered illness due to work-related incidents.

York Region will lower flags at Regional facilities to pay respect to the workers, families and friends who have been affected by these tragedies. In honour of those lost, all those in the meeting stood in a moment of silence.

Regional Chair Emmerson reminded Council Members there will be a special in-person meeting of Council on May 30, 2024 regarding the York Regional Police budget and upcoming changes to the Police Service Act
