Regional Chair Emmerson called the meeting to order at 9:06 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

These lands are now home to many diverse Indigenous peoples.

We also acknowledge that York Region falls under Treaty 13 with the Mississaugas of the Credit and the Williams Treaties with several Mississauga and Chippewas First Nations.”

Regional Councillor Ferri declared an interest in Item D.2 (Planning for Employment and Employment Conversions – Owners of 10351, 10431, 10445 and 10475 Keele Street, City of Vaughan) of the March 12, 2020 Committee of the Whole minutes, listed under Item G.1, as his daughter-in-law is employed by one of the land owners. Accordingly, he did not participate in any discussion or voting regarding this matter.

    That Council receive the memorandum from Katherine Chislett, Commissioner of Community and Health Services and Dr. Karim Kurji, Medical Officer of Health dated April 1, 2020 and adopt the following recommendations:

    1. Replace clause 1 of the Procurement of Services for the Ontario Seniors Dental Care Program report with the following wording:

      Council authorize an agreement between the Region and Golden Care Dental Services Inc. to provide clinical dental care service for eight months, expiring on December 31, 2020, at a total cost of $608,166 excluding Harmonized Sales Tax.
    2. Replace clause 2a of the Procurement of Services for the Ontario Seniors Dental Care Program report with the following wording:

      Council delegate authority to the Commissioner of Community and Health Services to procure interim dental services and to execute related agreements as follows:
      a) Contracts may only be awarded by the Commissioner up until and including December 31, 2020

    That Council adopt the recommendations in the Minutes of the Committee of the Whole meeting held on March 12, 2020, except Item D.2 which was considered separately due to Regional Councillor Ferri’s declared interest and Item G.2.3, which was amended, as follows, pursuant to Item F.3 (Procurement of Services for the Ontario Seniors Dental Care) on the revised Council agenda:

    G.2.3 Procurement of Services for the Ontario Seniors Dental Care Program

    That Council adopt the following recommendations, as revised by the memorandum dated April 1, 2020 from the Commissioner of Community and Health Services and the Medical Officer of Health:

    1. Council authorize an agreement between the Region and Golden Care Dental Services Inc. to provide clinical dental care service for eight months, expiring on December 31, 2020, at a total cost of $608,166 excluding Harmonized Sales Tax.
    2. Council delegate authority to the Commissioner of Community and Health Services to procure interim dental services and to execute related agreements as follows:
      1. Contracts may only be awarded by the Commissioner up until and including December 31, 2020
      2. Time periods covered by the contracts for general dental services will vary, however, no contract shall be longer than 24 months
      3. Time periods covered by the contracts for specialty dental services will not exceed 12 months
      4. The total cost of services will not exceed the value of funding received from the Ministry of Health to operate the Ontario Seniors Dental Care Program

    1. Adopt recommendation 2 in the report dated April 1, 2020 from the Commissioner of Finance:

      2. Council approve retaining the 2020 water and wastewater rates at their 2019 levels and that staff report back on the financial implications of this.
    2. Refer recommendations 1 and 3 to the April 16, 2020 Committee of the Whole meeting for further consideration:

    1. Council approve the waiving of interest on any portion of tax levy installments not remitted to the Region as a result of a local municipality’s Coronavirus (COVID-19) tax relief program for a period up to 90 days.

    3. The Regional Clerk circulate this report to the local municipalities, the local Chambers of Commerce/Boards of Trade and the Building Industry and Land Development Association – York Chapter (BILD).

The form of Bylaw No. 2020-12 (Amend the Interim Tax Levy Bylaw) is dependent on the disposition of Item G.3 (Partnering with Local Municipalities to Support Resident and Businesses Impacted by COVID-19), which was referred in part to the April 16, 2020 Committee of the Whole meeting. The Bylaw will be brought back to Council in an appropriate form following the April 16th meeting.

At the request of Regional Councillor Grossi, staff agreed to provide additional information at the April 16, 2020 Committee of the Whole meeting regarding financial support for local food banks.

On behalf of Council, Regional Chair Emmerson offered sincere condolences to those who have been most affected by this terrible pandemic. He noted that last Monday he declared a state of emergency under the Emergency Management and Civil Protection Act, adding that this was the first time in the Region’s 50 year history that such a measure has been taken.

Chair Emmerson recognized the tireless efforts of the Region’s Public Health Team led by Dr. Kurji as well as all of the staff engaged from across the organization that are doing their part to help residents through this crisis. He indicated that the Region is working closely with the local municipalities to share information and resources to keep residents well informed and up-to-date. He highlighted the importance of following the directions being given by Dr. Kurji and the public health team leading this response. He expressed optimism that by following these measures, as well as those issued by the federal and provincial governments, that everyone in the community will do their part to protect themselves.

Regional Chair Emmerson confirmed the following dates for the upcoming Committee of the Whole and Council meetings:

  • April 16, 2020 - Combined Committee of the Whole Weeks 1 & 2 meeting
  • April 30, 2020 - Regional Council meeting
  • May 14, 2020 - Combined Committee of the Whole Weeks 1 & 2 meeting
  • May 28, 2020 - Regional Council meeting

Council did not resolve into private session.
