Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

"We acknowledge that York Region is located on the traditional territory of many Indigenous peoples including the Anishinaabeg, Haudenosaunee, Huron-Wendat and Métis peoples and the treaty territories of the Haudenosaunee, Mississaugas of the Credit First Nation and Williams Treaties First Nations.

Today this area is home to many diverse Indigenous Peoples, and we recognize their history, spirituality, culture and stewardship of this land.

We also acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community."

Mayor Quirk declared an interest in Item D.1 - Proposed 2023 to 2026 Regional Budget regarding the York Regional Police Budget, as her husband is a retired York Regional Police officer and her stepson is a York Regional Police officer; accordingly, she did not participate in any discussion or voting on this matter.

Regional Councillor Jones withdrew his intent to bring forward the following motion:

  1. That Council signal its intent to bid for the 2030 Commonwealth Games by the end of January 2023.
  2. That staff be directed to engage consultants to update the Region’s 2014 Commonwealth Games bid and submit it for consideration for the 2030 Games by February 28, 2023.

Regional Chair Emmerson noted that January 22 marked the beginning of the Lunar New Year. The Lunar New Year is one of the most important and celebrated holidays for the Chinese, Korean, Vietnamese and other Southeast Asian communities. It is a time to reflect on the past year and look forward to the year ahead with hope and optimism.

On behalf of Regional Council, Regional Chair Emmerson extended best wishes to all those celebrating the Year of the Rabbit.

Regional Chair Emmerson remarked that January 25 was Bell Let’s Talk Day. Each year York Region, along with organizations across the country, uses Bell Let's Talk Day as an opportunity to engage staff and the community in meaningful conversations about mental health.

By using this day to raise awareness, it helps to end the stigma around mental health, and continue to move the conversation forward to ensure mental health remains a key priority.

Regional Chair Emmerson noted that January 17 to 23 was National Non-Smoking Week. This annual event aims to educate on the dangers of smoking, help people quit and assist in the goal of a smoke-free Canada.

Through education and support, York Region Public Health proves cost-free smoking cessation programs and resources. Residents looking to quit can access these services at york.ca/substanceuse.

Regional Chair Emmerson noted that January 27 is International Holocaust Remembrance Day. Each year this day serves as a driver to building inclusive and welcoming communities around the world. It provides an opportunity to remember the victims, survivors and heroes of the holocaust, and to envision a future free of antisemitism.

Regional Chair Emmerson noted that January 29 is the National Day of Remembrance for the Quebec City Mosque Attack. This day honours the victims and survivors of the 2017 act of terrorism that killed six people and injured five others in Quebec City. It provides an opportunity to envision a future free of Islamophobia.

On behalf of Council, Regional Chair Emmerson extended congratulations to all members of Canada’s Under 18 Women’s World Hockey team and their recent gold-medal performance.

Among the many talented young players is Town of East Gwillimbury resident Abby Lunney, who was born in the Town of Newmarket. On behalf of Council, Regional Chair Emmerson extended congratulations to Abby on this tremendous accomplishment and sent best wishes for continued success in her hockey career.

Regional Chair Emmerson announced The Regional Municipality of York has once again been named on Forbes list of Canada’s Best Employers for 2023. This award exemplifies York Region’s unwavering commitment to attract and develop talented individuals who support the needs of our communities.

On behalf of Council, Regional Chair Emmerson thanked Regional staff for their continued commitment to our residents and communities.

On behalf of Council, Regional Chair Emmerson thanked the dedicated and hard-working roads workers throughout York Region's communities who ensure our roadways are cleared and safe to travel during winter storms.

Regional Chair Emmerson announced the upcoming retirement of Mary-Frances Turner, President of York Region Rapid Transit Corporation. 

For more than 20 years, Mary-Frances has been a driving force behind the implementation and continued development of rapid transit in York Region. Her career, primarily spent within the public sector, has spanned four decades.

Regional Chair Emmerson and members of Council extended appreciation to Mary-Frances for her dedication and commitment to York Region communities and gave best wishes for a happy and healthy retirement.

Council did not resolve into private session.
