Report dated December 5, 2022 from the Chief Administrative Officer recommending that:

1. Council receive the draft 2023 to 2027 Strategic Plan: From Vision to Results (see Attachment 1) and refer it to February 2023 for consideration with the 2023 to 2026 Regional Budget.

Report dated December 1, 2022 from the Commissioner of Corporate Services and Chief Planner recommending that:

1. Council endorse this report and attachments as comments in response to Environmental Registry of Ontario posting 019-6162: Consultations on More Homes Built Faster: Ontario’s Housing Supply Action Plan, associated Environmental Registry of Ontario and Regulatory Registry postings, and related initiatives. 
2. The Regional Clerk circulate this report to the local municipalities, local Members of Provincial Parliament, Provincial Ministry of Municipal Affairs and Housing, Federal Ministry of Housing and Diversity and Inclusion, Building Industry and Land Development Association – York Chapter, Municipal Finance Officers’’ Association and Association of Municipalities of Ontario.

Review of A Place to Grow and Provincial Policy Statement

Report dated December 1, 2022 from the Commissioner of Corporate Services and Chief Planner recommending that:

1. The Province be urged to allow time for meaningful engagement with municipalities and stakeholders on the review of the Growth Plan and Provincial Policy Statement. 
2. The Regional Clerk forward this report to the Minister of Municipal Affairs and Housing. 
3. The Regional Clerk circulate this report to the Clerks of the local municipalities.

Proposed Amendments to the Greenbelt and Oak Ridges Moraine Plans

Report dated December 1, 2022 from the Commissioner of Corporate Services and Chief Planner recommending that:

1. Council endorse this report and Attachment 1 as the Region’s response to the Environmental Registry of Ontario posting 019-6216: Proposed Amendments to the Greenbelt Plan and associated Environmental Registry of Ontario postings.
2. The Regional Clerk circulate this report to the local municipalities, local Members of Provincial Parliament, Provincial Ministry of Municipal Affairs and Housing, Toronto Region Conservation Authority, Lake Simcoe Region Conservation Authority and the Association of Municipalities of Ontario.

Memorandum of Understanding - 4902 Aurora Road, 29 and 31 Ballyview Court - Town of Whitchurch-Stouffville

Report dated December 2, 2022 from the Commissioner of Corporate Services recommending that:

1. Council authorize the Commissioner of Corporate Services to enter into a Memorandum of Understanding between the Region and the Town of Whitchurch-Stouffville for the purpose of developing a joint-use York Region Paramedic Response Station and Whitchurch-Stouffville Fire Station.
2. The Commissioner of Corporate Services be authorized to execute the Memorandum of Understanding and all necessary documents to complete the agreement.

G.6

Amended Expropriation Settlement and Abandonment of Land - Viva Bus Rapid Transit Corridor - 3601 Highway 7, City of Markham

Report dated December 2, 2022 from the Commissioner of Corporate Services recommending that:

1. Council authorize the amended settlement of all claims pursuant to the Expropriations Act with the fee simple owners of the properties identified in Attachment 1, collectively known as 3601 Highway 7, related to the construction of the vivaNext bus rapid transit corridor on Highway 7, in the City of Markham.
2. Subject to the former owner’s consent and in accordance with Section 41 of the Expropriations Act (the “Act”), Council authorize the abandonment of land that was expropriated in 2009, identified as Property Nos. 1, 3 and 4 in Attachment 1.
3. The Commissioner of Corporate Services be authorized to execute the Notice of Abandonment, the Declaration of Abandonment pursuant to the Act, and a Minutes of Settlement for the expropriation and all necessary documentation to complete the transaction.

Appointments to the Human Services Planning Board of York Region and the Community Partnership Council for the 2023 to 2026 Term

Report dated November 25, 2022 from the Commissioner of Community and Health Services recommending that:

1. Council appoint the members listed in Private Attachment 1 to the Human Services Planning Board of York Region for the 2023 to 2026 term, in accordance with the Human Services Planning Board Terms of Reference (Attachment 1).
2. Council appoint a member of York Regional Council and the community member identified in Private Attachment 1 as Co-Chairs of the Human Services Planning Board of York Region for the 2023 to 2026 term. 
3. Council approve renaming the Community Partnership Council to be the Newcomer Inclusion Table.
4. Council appoint the members listed in Private Attachment 2 to the Newcomer Inclusion Table for the 2023 to 2026 term, in accordance with the Newcomer Inclusion Table Terms of Reference (Attachment 2). 
5. Council appoint a member of York Regional Council and the community member identified in Private Attachment 2 as Co-Chairs of the Newcomer Inclusion Table for the 2023 to 2026 term.
6. Council receive the Terms of Reference for the Human Services Planning Board of York Region (Attachment 1) and the Newcomer Inclusion Table (Attachment 2). 
7. The Regional Clerk circulate this report to local municipalities, Human Services Planning Board of York Region and Newcomer Inclusion Table for information.

Council hold a meeting closed to the public under section 239(3.1) of the Municipal Act for the purposes of educating its Members on the Region's various programs and services.

The meeting will be held at the Kingbridge Centre, 12750 Jane Street, King City, Ontario starting on January 19, 2023 at 9 a.m. and continuing on January 20, 2023 at 9 a.m.
