Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

"We acknowledge that York Region is located on the traditional territory of many Indigenous peoples including the Anishinaabeg, Haudenosaunee, Huron-Wendat and Métis peoples and the treaty territories of the Haudenosaunee, Mississaugas of the Credit First Nation and Williams Treaties First Nations.

Today this area is home to many diverse Indigenous Peoples, and we recognize their history, spirituality, culture and stewardship of this land.

We also acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community."

    That Council approve the following recommendations in the report dated December 2, 2022 from the Commissioner of Corporate Services:

    1. Council authorize the amended settlement of all claims pursuant to the Expropriations Act with the fee simple owners of the properties identified in Attachment 1, collectively known as 3601 Highway 7, related to the construction of the vivaNext bus rapid transit corridor on Highway 7, in the City of Markham.
    2. Subject to the former owner’s consent and in accordance with Section 41 of the Expropriations Act (the “Act”), Council authorize the abandonment of land that was expropriated in 2009, identified as Property Nos. 1, 3 and 4 in Attachment 1.
    3. The Commissioner of Corporate Services be authorized to execute the Notice of Abandonment, the Declaration of Abandonment pursuant to the Act, and a Minutes of Settlement for the expropriation and all necessary documentation to complete the transaction.

    That Council hold a meeting closed to the public under section 239(3.1) of the Municipal Act for the purposes of educating its Members on the Region's various programs and services.

    The meeting will be held at the Kingbridge Centre, 12750 Jane Street, King City, Ontario starting on January 19, 2023 at 9 a.m. and continuing on January 20, 2023 at 9 a.m.

Regional Chair Emmerson noted that York Region has updated its land acknowledgment to further recognize and honour the historical cultural communities that share their land with York Region. In updating this acknowledgement, the Region is working to create an environment that fosters Indigenous inclusion, and to demonstrate our accountability to relationship-building with Indigenous partners. 

On behalf of Council, Regional Chair Emmerson expressed deepest condolences to the families and loved ones of those who have lost the fight against COVID-19, and reaffirmed York Region's commitment to protecting the health and safety of our communities. 

Members of Council and all those present in Council Chambers stood in a moment of silence to honour those who have died from COVID-19.

Regional Chair Emmerson noted that earlier this month, two-time Olympic trampoline champion Rosie MacLennan announced her retirement. The Township of King resident represented Canada at four Summer Olympic Games and made history in 2016 when she became the first trampolinist to ever win back-to-back Olympic gold medals. 

Rosie’s career includes three world championships, two gold medals as the Pan American games, and six gold medals at the Pan American trampoline championships. Rosie has also been a champion for females in sport, advocating for greater opportunities for girls and women to pursue a career in professional sports. 

On behalf of Council and York Region residents, Regional Chair Emmerson congratulated Rosie on an outstanding athletic career and wished her all the best in her future efforts.

Regional Chair Emmerson announced that in Q1 2023, Council will need to submit three candidates for consideration by the Greater Toronto Airports Authority to fill the vacancy that will be left by Michelle Samson-Doel upon completion of her third and final term in May 2023. 

Regional Chair Emmerson announced that the York Region Rapid Transit Corporation Board meeting scheduled on January 25, 2023 will be rescheduled to January 18, 2023.

Regional Chair Emmerson extended best wishes to Members of Council, Regional staff, and all York Region residents for a warm and safe holiday season.
