Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

These lands are now home to many diverse Indigenous peoples.

We also acknowledge that York Region falls under Treaty 13 with the Mississaugas of the Credit and the Williams Treaties with several Mississauga and Chippewas First Nations.”

Mayor Taylor declared an interest in Item F.2 - Regional Official Plan Update - Policy Direction Report, as it involves the proposed zoning redesignation of lands including land owned by his wife’s mother in the Town of Whitchurch-Stouffville. Mayor Taylor did not participate in any discussions or voting on this matter.

    The Council adopt the following recommendations, as amended, in the report dated March 5, 2021 from the Commissioner of Corporate Services and the Chief Planner:

    1. Council direct staff to consult on the proposed forecast and land needs assessment as outlined in this report and attachments, including preliminary urban expansion mapping in Attachment 4, as part of the Municipal Comprehensive Review.
    2. To support the highest share of growth in the Greater Toronto and Hamilton Area to 2051, Council require senior levels of government to provide funding for the Yonge North Subway Extension and to expand the Region’s Bus Rapid Transit and enhance Regional GO rail systems to support transit integrated communities.
    3. Following consultation on this report, staff report back on phasing policies necessary to manage growth over the 2051 planning horizon as part of the draft Regional Official Plan.
    4. The Regional Clerk forward this report and attachments to the Clerks of the local municipalities and the Ministry of Municipal Affairs and Housing.

    That Council adopt the following recommendations, as amended, in the report dated March 5, 2021 from the Commissioner of Corporate Services and the Chief Planner:

    1. Council receive the preliminary policy directions summarized in this report and further described in Attachment 1 to support development of draft policies regarding: Aligning Growth and Infrastructure, Agriculture and Rural Areas, Diversity and Inclusion and Mapping Updates that will be presented to Council as part of the Regional Official Plan Update.
    2. Council receive the preliminary agricultural mapping illustrated in Attachment 2 for continued consultation to support development of draft mapping that will be presented to Council as part of the Regional Official Plan Update.
    3. The Regional Clerk forward this report and attachments to the Clerks of the local municipalities, and the Ministry of Municipal Affairs and Housing.

    1. In response to proposed changes to the Planning Act by the Province through Bill 257, Supporting Broadband and Infrastructure Expansion Act, the Minister of Municipal Affairs and Housing be advised that Minister’s Zoning Orders should be consistent with the Provincial Policy Statement.

Regional Chair Emmerson announced that the Council meeting on March 25, 2021 will begin at 8:30 a.m. to accommodate a presentation from Metrolinx.

Regional Chair Emmerson announced that York Region will receive $7.3 million through the Social Services Relief Fund to build modular housing for vulnerable individuals, including homeless youth. 

Regional Chair Emmerson recognized March 21, 2021 as World Down Syndrome Day in York Region.

Regional Chair Emmerson announced that the United Nations proclaimed March 21st as the International Day of Forests, to celebrate and raise awareness of the importance of forestry and trees.

Regional Chair Emmerson announced that the United Nations proclaimed March 21st as the International Day for Elimination of Racial Discrimination.

Regional Chair Emmerson provided an update on COVID-19 vaccinations and announced that more than 68% of York Region resident 80 years of age and older have received at least one dose of a COVID-19 vaccine.

    That Council adopt the following recommendations in the private report dated March 9, 2021 from the Commissioner of Community and Health Services and the Medical Officer of Health recommending that:

    1. Regional Council as the York Region Board of Health approve additional funding in the Community and Health Services Department proposed 2021 budget to increase the staffing complement in Public Health by two full-time Associate Medical Officers of Health.
    2. This additional budget request be consolidated by the Commissioner of Finance and Regional Treasurer for consideration by Council on March 25, 2021.
