Regional Chair Emmerson called the meeting to order at 9 a.m.

Regional Chair Emmerson made the following remarks:

"We acknowledge that York Region is located on the traditional territory of many Indigenous peoples including the Anishinaabeg, Haudenosaunee, Huron-Wendat and Métis peoples and the treaty territories of the Haudenosaunee, Mississaugas of the Credit First Nation and Williams Treaties First Nations.

Today this area is home to many diverse Indigenous Peoples, and we recognize their history, spirituality, culture and stewardship of this land.

We also acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community."

Committee of the Whole received the presentation by Jonathan Wheatle, Director, Economic Strategy, Planning and Economic Development.

Committee of the Whole recommends adoption of the following recommendations in the report dated January 23, 2024 from the Commissioner of Corporate Services and the Chief Planner:

  1. Council approve the 2024-2027 Economic Development Action Plan (Attachment 1).
  2. Commissioner of Corporate Services be authorized to execute any agreements necessary, together with all such further ancillary documents that may be required, to implement the programs outlined in the 2024-2027 Economic Development Action Plan, on business terms satisfactory to the Commissioner of Corporate Services and in a form satisfactory to the Regional Solicitor.
  3. 2024-2027 Economic Development Action Plan be circulated to local municipalities, local Chambers of Commerce and Boards of Trade, ventureLAB and Toronto Global.

Committee of the Whole recommends receipt of the Minutes of the Housing Affordability Task Force meeting held on January 11, 2024.

Committee of the Whole recommends receipt of the Minutes of the Agriculture and Agri-Food Advisory Committee meeting held on January 24, 2024.

Committee of the Whole recommends receipt of the correspondence from Karen Redman, Chair, Region of Waterloo and Chair, Mayors and Regional Chairs of Ontario, received on January 30, 2024.

Committee of the Whole recommends adoption of the following recommendations in the report dated January 25, 2024 from the Chief Administrative Officer:

  1. Council receive the Final Governance Report for Housing York Inc. (Attachment 1), and the Final Mandate Report for Housing York Inc. (Attachment 2), both authored by consultant Dr. Richard LeBlanc and dated September 25, 2023
  2. Staff be directed to:
    1. Regional Clerk and Regional Solicitor review recommended governance and mandate revisions, in consultation with the HYI Board 
    2. Review business and administrative improvements outlined in this report, and
    3. Report back to the HYI Board and Regional Council on the next steps to implement Dr. Leblanc’s recommendations.

Committee of the Whole recommends adoption of the following recommendations in the report dated January 23, 2024 from the Commissioner of Corporate Services:

  1. Council authorize the award of an approximately ten-year contract with Iron Mountain Canada for the provision of records storage services, pursuant to the Ontario Shared Services (OSS) Vendor of Record (VOR) agreement, expiring on July 27, 2034, at a total cost of $2,382,882.00, with the option to renew the contract for an additional term of up to five (5) years, contingent on the Province exercising the renewal option.
  2. Council delegate authority to execute the renewal term of the contract to the Commissioner, Corporate Services.

Regional Chair Emmerson noted the following observances and days of significance:

  • Black History Month - February
  • National White Cane Week - February 5 to 10
  • Lunar New Year - February 10
  • National Flag Day - February 15
  • Canada's Agricultural Day - February 15
  • Family Day - February 19

Regional Chair Emmerson advised that The Regional Municipality of York has, once again, been named on the Forbes list of Canada's Best Employers for 2024.

Regional Chair Emmerson advised that the Government of Ontario will be launching "One Fare" on February 26, 2024, which is fare integration between York Region and the City of Toronto. More information can be found at YRT.ca.

Regional Chair Emmerson noted that York Regional Police Chief MacSween and others are in attendance at the National Summit on Auto Theft taking place in Ottawa today.

Mayor Quirk thanked Katherine Chislett, Commissioner of Community and Health Services and her staff for their role, along with Inn from the Cold and Maple Hill Baptist Church, in the opening of a seasonal shelter in the Town of Georgina for those experiencing homelessness.

Mayor Quirk announced the grand opening of a recreation complex in the Town of Georgina on March 2, 2024.

Regional Councillor Davison informed Committee of a Greater Sudbury Councillor, Michael Vagnini, who has been missing since January 27, 2024 and requested a letter be sent from Regional Council to Greater Sudbury Council in support of finding him safe and in good health.

Committee of the Whole did not resolve into Private Session.
