Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

"We acknowledge that York Region is located on the traditional territory of many Indigenous peoples including the Anishinaabeg, Haudenosaunee, Huron-Wendat and Métis peoples and the treaty territories of the Haudenosaunee, Mississaugas of the Credit First Nation and Williams Treaties First Nations.

Today this area is home to many diverse Indigenous Peoples, and we recognize their history, spirituality, culture and stewardship of this land.

We also acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community."

A bylaw to establish tax ratios and to specify the percentage by which tax rates are to be reduced for prescribed property subclasses for 2023

A bylaw to amend Bylaw No. R-1348-2002-150 being a bylaw to prescribe maximum rates of speed on Weir's Sideroad (Y.R. 81)

Regional Chair Emmerson remarked that April 22 was Earth Day, which celebrates our natural environment and focuses on actions we can all take to keep our planet healthy. Protecting the environment is a responsibility shared by all, and taking actions today to create a cleaner, healthier and more resilient planet will help sustain the environment for future generations.

Regional Chair Emmerson noted that this week marks National Immunization Awareness Week, an annual event to highlight the importance of vaccinations. This year the Public Health Agency of Canada is encouraging all residents to catch up on immunizations with confidence. Residents looking to catch up on their vaccines can visit york.ca/immunizations for more information on York Region-led clinics.

Regional Chair Emmerson noted that April 26 was International Guide Dog Day. Guide dogs provide social opportunities and greater independence for individuals living with a vision disability. International Guide Dog Day pays tribute to the dogs who do this impressive work and encourages residents to learn more about supporting guide dog organizations across our communities.

Regional Chair Emmerson remarked that April 28 is National Day of Mourning, recognized each year to pay respect and remember workers who have been killed, injured or suffered illness as a result of work-related incidents. In lowering the flags at Regional facilities, York Region pays respect to the workers, families and friends who have been affected by these tragedies.

In honour of those who have lost their lives in work-related tragedies, all those present in Council Chambers stood in a moment of silence.
