Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:


“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.

I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

Committee of the Whole recommends adoption of the following recommendations, as amended, in the report dated September 19, 2019 from the Commissioner of Transportation Services and Regional Solicitor:

  1. Council authorize the use of automated speed enforcement technology on a two-year limited use pilot on Regional roads to assess the technology and impacts on the Region’s Provincial Offences Courts.
  2. Council authorize the Commissioner of Transportation Services to enter into an operating agreement with the Ministry of Transportation of Ontario for the use of automated speed enforcement technology by York Region.
  3. Council authorize the Commissioner of Transportation Services to enter into an agreement with Redflex Traffic Systems (Canada) Limited to provide automated speed enforcement services.
  4. Council authorize the Commissioner of Transportation Services to enter into a partnering agreement with the City of Toronto for processing automated speed infractions.
  5. Council request that the Minister of Transportation seek approval of the Lieutenant Governor in Council to proclaim section 21.1 of the Highway Traffic Act into effect and enact a regulation pursuant to section 21.1(14) that would designate automated speed enforcement, red light camera and any future school bus stop arm camera offences as those for which an administrative penalty may be used.
  6. The Regional Clerk circulate this report to York Regional Police and to the Clerks of the local municipalities with a recommendation that they advocate for legislative and regulatory amendments to allow automated speed enforcement to be administered through an administrative penalty system.
  7. Staff report back within 12 months following implementation of the pilot on progress regarding automated speed enforcement technology and impacts on the Region's Provincial Offences Courts.  

Committee of the Whole recommends adoption of the following recommendation in the report dated September 19, 2019 from the Commissioner of Transportation Services:

  1. Council adopt the updated Winter Maintenance of Regional Roads policy to incorporate recent legislative changes to Ontario Regulation 239/02 Minimum Maintenance Standards as set out in Attachment 1.

Committee of the Whole recommends adoption of the following recommendations in the report dated September 20, 2019 from the Commissioner of Transportation Services recommending that:

  1. The Commissioner of Transportation Services be authorized to enter into new agreements with the three Transportation Management Associations (Smart Commute Central York, Smart Commute Markham, Richmond Hill, and pointA Smart Commute North Toronto/Vaughan) that provide transportation demand management services on behalf of York Region subject to 2020 budget approval.
  2. The Regional Clerk circulate this report to the Clerks of the local municipalities.

Committee of the Whole recommends adoption of the following recommendations, as amended, in the report dated September 19, 2019 from the Commissioner of Environmental Services:

  1. The Regional Clerk forward this report to the Minister of Natural Resources and Forestry, expressing concern about continued invasive species impacts and requesting that funding be restored to key invasive species partner organizations to assist municipalities with mitigating the impacts of invasive species.
  2. The Regional Clerk forward this report to the local municipalities.

G.2

Committee of the Whole recommends adoption of the following recommendations in the report dated September 20, 2019 from the Commissioner of Community and Health Services:

  1. Council approve the projects and initiatives under the Community Investment Fund and associated funding up to $5,783,711 in 2020, as detailed in Attachment 1, subject to approval of the 2020 budget.
  2. The Commissioner of Community and Health Services be authorized to negotiate, enter into and execute service agreements with community agencies to deliver projects and initiatives under the Community Investment Fund.
  3. The Commissioner of Community and Health Services be authorized to adjust project-level funding, as required, pending finalization of the 2020 budget and service agreements with community agencies.

Committee of the Whole recommends adoption of the following recommendation in the report dated September 20, 2019 from the Commissioner of Community and Health Services:

  1. Council receive this report for information.

Committee of the Whole recommends adoption of the following recommendations in the report dated September 20, 2019 from the Commissioner of Community and Health Services:

  1. Council approve Housing Solutions 2019 to 2023, the second phase of York Region’s 10-Year Housing and Homelessness Plan (Attachment 1).
  2. The Regional Clerk send a copy of this report and Attachment 1 to the Clerks of the local municipalities and to the Minister of Municipal Affairs and Housing for review as required under the Housing Services Act, 2011.

Committee of the Whole recommends that Council, as the Board of Health, receive the memorandum from Dr. Karim Kurji, Medical Officer of Health dated September 25, 2019.

Committee of the Whole recommends that Council, as the Board of Health, adopt the following recommendations in the report dated September 20, 2019 from the Commissioner of Community and Health Services and Medical Officer of Health:

  1. The Board of Health receive and approve the 2018 Annual Report and Attestation and Healthy Babies Healthy Children Year-End Settlement certificates.
  2. The Chair of the Board of Health sign the 2018 Annual Report and Attestation certificate for submission to the Ministry of Health.
  3. The Chair of the Board of Health sign the 2018 Healthy Babies Healthy Children Year-End Settlement certificate for submission to the Ministry of Children, Community and Social Services.

On October 1, 2019 York Region celebrated all seniors as part of International Day of Older Persons. Regional Chair Emmerson emphasized York Region is committed to supporting the health and well-being of our aging population through many programs and initiatives, including the York Region Seniors Strategy.

Regional Chair Emmerson congratulated the eight York Region Paramedics who received the 2019 Governor General of Canada Emergency Medical Services Exemplary Service Medal on September 26, 2019. The medal is one of the highest honours a paramedic can receive and is granted to paramedics who have completed 20 years of exemplary service.

Regional Councillor Grossi, as the Regional Council representative, noted two provincial issues AMO intends to make comments on including the transitional child benefit and the definition of "disability" within Ontario's Disability Support Program.
