Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is located on the traditional territory of many Indigenous peoples such as the Anishinaabeg, Haudenosaunee, Huron-Wendat and Métis peoples and the treaty territories of the Haudenosaunee, Mississaugas of the Credit First Nation and Williams Treaties First Nations.

York Region falls under the Nanfan Treaty, Treaty 13 and the Williams Treaties. There are also other land claims and treaty rights involving portions of York Region that have not been resolved.

The Chippewas of Georgina Island First Nation is a Williams Treaty First Nation and the closest First Nation community to York Region.”

    Item H.2.1 - 2022 York Region Official Plan Adoption

    1. Council adopt the 2022 York Region Official Plan appended as Attachment 1 to the report dated June 2, 2022 from the Commissioner of Corporate Services and the Chief Planner, with the following further revisions:
      •    To Map 1A of the draft York Region Official Plan to exclude the Block 66 EAST as shown on Attachment 1 in the “Employment Area” and re-designate it “Community Area”
      •    As outlined in Attachment 2 and Attachment 9B appended to the June 28th memo, save and except for the portions that relate to:
      1. Settlement area expansion for the Stouffville Bethesda Community Area lands as shown on the Maps of Attachment 1 and as outlined in Attachment 3 to the report dated June 2, 2022 from the Commissioner of Corporate Services and the Chief Planner; and
      2. Settlement area expansion of the South Gormley Employment Area lands as shown on the Maps of Attachment 1 and as outlined in Attachment 3 to the report dated June 2, 2022 from the Commissioner of Corporate Services and the Chief Planner.
    2. The Regional Solicitor and General Counsel be directed to proceed with the adopting bylaw for the proposed Region Official Plan and repeal bylaw for the 2010 Region Official Plan, effective following Ministerial approval.
    3. The Regional Clerk submit the 2022 York Region Official Plan as adopted, to the Ministry of Municipal Affairs and Housing for approval and forward this report and attachments to the Clerks of the local municipalities for information.
    4. That staff work with the Province to obtain approval including to incorporate any modifications deemed necessary through their review, and report to Council as necessary.

    5.3.5   Special Provisions for the lands municipally known as 11333 Dufferin Street, 11641 Dufferin Street and 11490 Bathurst Street. Notwithstanding the policies of this section, Plan the lands described as PIN 03342-0266, PT LT 29 Con 2 Vaughan; PL LT 30 Con 2 Vaughan PTS 1-8 64R6003 Except PT 3 Expropriation PL R602558; S/T VA41581 Partially Released by R283556; S/T VA82915, Vaughan, 11641 Dufferin St and 11490 Bathurst St and Part 2 Plan 65R-31874, the lands are intended to be developed for urban uses.     Item L.9 - Rizmi Holdings Limited – Update on Request from the City of Vaughan to Permit Urban Development on Rizmi Lands - Solicitor-Client Privilege

    That Council adopt the following recommendations in Item L.9 of the Minutes of the Committee of the Whole meeting held on June 16, 2022:

    Whereas the City of Vaughan (“City”) has entered into Minutes of Settlement with Lucia Milani and Rizmi Holdings Limited (“Rizmi”) regarding the resolution of the various land use planning matters on certain lands owned by Rizmi in the City of Vaughan and located on the Oak Ridges Moraine, (“Rizmi lands”); and,

    Whereas the City has requested that the Region include the Rizmi lands in the settlement area boundary for urban development in the Regional Official Plan through the current Municipal Comprehensive Review; and,

    Whereas the Rizmi lands are the only lands located on the Oak Ridges Moraine in York Region which are subject to a stay by an Order of the Minister of Municipal Affairs and Housing under the Oak Ridges Moraine Conservation Act; and,

    Whereas only the Minister of Municipal Affairs and Housing can lift the stay on the Rizmi lands and issue an Order under the Oak Ridges Moraine Conservation Act to permit urban development on the Rizmi lands; and,

    Whereas Council considered the proposed settlement and request from the City at the meeting of Regional Council on May 26, 2022 and received a private memo from staff with respect to the proposed settlement and request;

    Therefore, Council hereby resolves as follows:

      1. Should the Minister choose to issue an Order implementing the proposed settlement and request, the Region does not object, subject to the following terms:
        1. The settlement shall result in the resolution of all outstanding appeals of the Regional Official Plan, including all the lands stayed by the Minister’s Order.
        2. The Rizmi lands proposed for urban development will require Plan(s) of Subdivision applications and will be subject to detailed studies and conditions of approval, including but not limited to servicing, grading and any other reasonable conditions of draft approval, all to the satisfaction of the Region.
        3. The construction and conveyance of the Kirby Road extension between Dufferin Street and Bathurst Street by Rizmi or its successor at no cost to the Region, with Rizmi providing any lands required from the Rizmi land holdings for the construction and conveyance of the Kirby Road extension, including any lands located within Parcel 1. The construction and conveyance of the Kirby Road extension will be condition of draft approval for any Plan(s) of Subdivision submitted in respect of all the Rizmi land holdings.
        4. The Minister’s Order and any Minutes of Settlement entered into by the parties will be implemented through Planning Act applications.
      2. Staff is directed to send this Resolution to the Minister of Municipal Affairs and Housing.

    1. Council adopt an overlay Schedule identifying lands in the Town of Whitchurch-Stouffville requested to be designated as Provincially Significant Employment Zones as Future Strategic Employment Lands.
    2. The Minister be requested to amend Reg. 140/02: Oak Ridges Moraine Conservation Plan under the Oak Ridges Moraine Conservation Act to permit and give effect to the adopted urban expansion on the Oak Ridges Moraine in the Town of Whitchurch-Stouffville, as follows: 
      1. Settlement area expansion for the Stouffville Bethesda Community Area lands as shown on the Maps of Attachment 1 and as outlined in Attachment 3; and 
      2. Settlement area expansion of the South Gormley Employment Area lands as shown on the Maps of Attachment 1 and as outlined in Attachment 3.
    3. Should the Minister choose not to amend Reg. 140/02: Oak Ridges Moraine Conservation Plan under the Oak Ridges Moraine Conservation Act to permit the Council endorsed urban expansion on the Oak Ridges Moraine in the Town of Whitchurch-Stouffville, the Minister be requested to modify the adopted ROP to reflect urban expansion on the remaining Whitchurch-Stouffville Whitebelt lands, currently identified as “Future Urban Area” on Map 1B of Attachment 1, with the designations and identifications provided in the inset maps for these lands in the November 2021 Draft Regional Official Plan.
    4. That the Minister be requested to modify A Place to Grow: Growth Plan for the Greater Golden Horseshoe to identify future Provincially Significant Employment Zones in the Town of Whitchurch-Stouffville for the purposes of long-term planning for job creation and economic development as identified in maps endorsed by Regional Council on March 21, 2019 and as provided to Regional Council and staff and amend Reg. 140/02 as required to permit the PSEZ overlay in the ROP.
    5. And that if the Minister determines to include the settlement area expansions and the Whitebelt in Whitchurch-Stouffville that phasing of development be tied to the water & wastewater servicing master plan.

    Whereas, Block 66 EAST is located south of Nashville Road between Huntington Road and the proposed further northerly extension of Highway 427 immediately adjacent to a built out residential community to the east; 

    Whereas, Huntington Road is permanently closed at Major Mackenzie Drive as a result of the Highway 427 interchange with Major Mackenzie Drive; 

    Whereas, it is not desirable to allow a significant amount of non-residential traffic to the closed Huntington Road; 

    Whereas, Block 66 EAST is within a walking distance to the future Kleinburg GO Station, which is part of the Caledon-Vaughan GO Rail Line that was recently announced by the Province of Ontario and officially included in the Greater Golden Horseshoe Transportation Plan; 

    Whereas, Transit Oriented Community development helps reduce gridlocks and Greenhouse Gas emissions, and increase GO train ridership; and

    Whereas, the City of Vaughan Council approved the below request at its Council meeting of June 28, 2022 (See F.10).

    It is therefore recommended that:

    1. Map 1A of the draft York Region Official Plan be revised to exclude the Block 66 EAST as shown on Attachment 1 in the “Employment Area” and re-designate it “Community Area”.

To adopt a new Official Plan for The Regional Municipality of York

Council authorize the Commissioner of Community and Health Services to establish temporary accommodations and wrap-around services for individuals arriving in York Region under the Canada-Ukraine Authorization for Emergency Travel who need these supports, and implement an appropriate interim funding source for these supports within the approved Community and Health Services budget pending federal and provincial funding. 
    2. Council authorize the Commissioner of Community and Health Services to execute agreements with community and other partners, as required, to facilitate these supports.
    3. Regional Chair send a letter to the Minister of Immigration, Refugees and Citizenship of Canada and the Minister of Municipal Affairs and Housing informing them of these supports and requesting federal and provincial funding to offset municipal costs.

Regional Chair Emmerson announced that York Region's 2021 Community Report is now available. The annual report features the Region’s key accomplishments and financial statements for the year ended December 31, 2021.

On behalf of Council, Regional Chair Emmerson thanked staff from across the organization for their work in bringing together this important document.

Regional Chair Emmerson announced the completion of the "York Region at 50" commemorative book celebrating 50 years of The Regional Municipality of York. 

On behalf of Council and York Region residents, Regional Chair Emmerson extend appreciation to Denis Kelly, former Regional Clerk, for the countless hours he dedicated to the production of this book.

Regional Chair Emmerson shared that York Region was recently recognized as the Communications Department of the Year at both the IABC Ovation Awards in Toronto, and at the IABC Gold Quill Awards World Conference in New York City.

On behalf of Council, Regional Chair Emmerson extended congratulations and appreciation to all involved.

For Canada Day, Regional Chair Emmerson encouraged all residents to celebrate what makes you proud to be Canadian, while at the same time embracing a brighter future that is inclusive for all who call Canada home.

On behalf of Council, Regional Chair Emmerson wished everyone who chooses to celebrate, a happy and safe Canada Day.

Regional Chair Emmerson remarked that the past weeks have been outstanding for several of York Region’s hometown athletes. On behalf of Council, Regional Chair Emmerson congratulated each of these athletes on their tremendous accomplishments.

  • On June 26, Andrew Cogliano from the City of Vaughan lifted the Stanley Cup alongside his Colorado Avalanche teammates 
  • On June 23, Andrew Nembhard from the Town of Aurora was selected by the Indiana Pacers as the 31st overall pick in the 2022 NBA draft
  • On June 19, Jake Cowden from the Town of Aurora won the F-1600 open-wheel race at the Montreal Grand Prix

Regional Chair Emmerson remarked that, to help address the housing affordability crisis, one tactic Council is considering is the potential implementation of a vacant homes tax that could be applied to non-principal properties unoccupied for six months. 

To understand and gauge support for this tax, York Region is looking for resident feedback to inform a feasibility study. To participate, residents and property owners can complete an online survey or attend a virtual Town Hall on July 7 or 11, 2022. More details can be found at york.ca/VacantHomesTax.

Associate Medical Officer of Health Fernandes provided an update on the continued response to COVID-19 as well as an update on the Monkeypox virus.

Regional Councillor Li provided an update on the World Hakka Conference held in the City of Markham from June 24 to 26, 2022. It was the first time the conference was held in Canada, and the event was attended by over a thousand people from countries around the world.

Mayor Scarpitti congratulated Regional Councillor Li and the Canadian Hakka Association for hosting the successful conference. 

Regional Councillor Heath provided an update on the status of Rouge National Urban Park MOU negotiations with Parks Canada.
