Regional Chair Emmerson called the meeting to order at 9:01 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

These lands are now home to many diverse Indigenous peoples.

We also acknowledge that York Region falls under Treaty 13 with the Mississaugas of the Credit and the Williams Treaties with several Mississauga and Chippewas First Nations.”

Mayor Quirk declared an interest in Item K.1 and any potential discussion with respect to the portion of the 2022 Regional Budget related to York Regional Police (YRP), as her husband is a retired YRP officer and works under contract with YRP and her stepson is a YRP officer; accordingly, she did not attend the private session, nor participate in any discussion or voting on this matter.

Committee of the Whole received the presentation by Bruce Macgregor, Chief Administrative Officer.

Committee of the Whole received the presentation by Katherine Chislett, Commissioner of Community and Health Services.

Committee of the Whole recommends adoption of the following recommendations in the report dated November 10, 2021 from the Acting Commissioner of Finance and Regional Treasurer:

  1. Committee of the Whole recommends to Council the budget as submitted for Community and Health Services as follows:
    1. The 2022 operating budget as summarized in Attachment 1.
    2. The 2022 capital expenditures and the 2022 Capital Spending Authority, as summarized in Attachment 2.
  2. The recommended budget be consolidated by the Commissioner of Finance and Regional Treasurer for consideration by Council on December 16, 2021.

Committee of the Whole received the presentation by Erin Mahoney, Commissioner of Environmental Services.

Committee of the Whole voted on the portion of the Environmental Services 10-Year Capital budget related to the Upper York Sewage Solutions, and the balance of the Environmental Services budget separately.

Committee of the Whole recommends adoption of the following recommendations, as amended, in the report dated November 10, 2021 from the Acting Commissioner of Finance and Regional Treasurer:

  1. Committee of the Whole recommends the budget to Council as submitted for Environmental Services as follows:
    1. The 2022 operating budget as summarized in Attachment 1.
    2. The portions of the 2022 capital expenditures and the 2022 Capital Spending Authority relating to the Upper York Sewage Solutions project, as summarized in Attachment 2.
    3. The balance of the 2022 capital expenditures and the 2022 Capital Spending Authority, as summarized in Attachment 2.
  2. The recommended budget be consolidated by the Commissioner of Finance and Regional Treasurer for consideration by Council on December 16, 2021.
Committee of the Whole resolved into Private Session at 11:26 a.m. (See Item K) and resumed in public session at 12:42 p.m. Committee of the Whole recessed at 12:43 p.m. and resumed at 1:16 p.m.

Committee of the Whole received the presentation by Ann-Marie Carroll, Acting Commissioner of Transportation Services.

Committee of the Whole recommends adoption of the following recommendations in the report dated November 10, 2021 from the Acting Commissioner of Finance and Regional Treasurer:

  1. Committee of the Whole recommends the budget to Council as submitted for Transportation Services as follows:
    1. The 2022 operating budget as summarized in Attachment 1.
    2. The 2022 capital expenditures and the 2022 Capital Spending Authority, as summarized in Attachment 2.
  2. The recommended budget be consolidated by the Commissioner of Finance and Regional Treasurer for consideration by Council on December 16, 2021.

Committee of the Whole received the presentation by Mary-Frances Turner, President.

Committee of the Whole recommends adoption of the following recommendations in the report dated November 10, 2021 from the Acting Commissioner of Finance and Regional Treasurer:

  1. Committee of the Whole recommends the budget to Council as submitted for York Region Rapid Transit Corporation as follows:
    1. The 2022 operating budget as summarized in Attachment 1.
    2. The 2022 capital expenditures and the 2022 Capital Spending Authority, as summarized in Attachment 2.
  2. The recommended budget be consolidated by the Commissioner of Finance and Regional Treasurer for consideration by Council on December 16, 2021.

Regional Chair Emmerson noted December 1 was World AIDS Day and the start of Aboriginal AIDS Awareness Week in Canada and that work is needed to educate those who have misconceptions about HIV/AIDS to eliminate bias and judgement.

Regional Chair Emmerson noted December 6 is National Day of Remembrance and Action on Violence Against Women and highlighted the opportunity for all to take action and work together to prevent and address gender-based violence.

Regional Chair Emmerson encouraged York Region residents to shop local and support businesses in our communities as the holiday season approaches.

Committee of the Whole resolved into Private Session at 11:26 a.m. Due to her declared conflict, Mayor Quirk did not attend the Private Session.

At 12:42 p.m. Committee of the Whole resumed in Public Session and reported the following:
