Recommendation: Receive and and amend Recommendation 1 of Item G.1 (Committee of the Whole Item 1.2.4) as follows:

  1. Council authorize a development charge (DC) credit of $7,699,365 for road works to be undertaken and completed to the satisfaction of the Commissioner of Public Works by Metropia Minto (Sixteenth) Holdings Inc. & KP Limited Partnership (York Downs Landowners) in the City of Markham.

Report dated April 13, 2022 from the Commissioner of Corporate Services and the Regional Clerk recommending that:

  1. Council amend Procedure Bylaw 2018-59 as shown in Attachment 1 to facilitate the implementation of the “blended” hybrid approach for Council and Committee of the Whole meetings and to permit all other meetings of Committees of Council to be held electronically.
  2. Hybrid meetings of Committee of the Whole and Council begin no sooner than the Council meeting on May 26, 2022.
  3. The boards of directors of the Region’s three corporations be encouraged to meet electronically on a permanent basis.
  4. Council transition to fully paperless meetings as of the 2022-2026 Council Term.

Report dated April 22, 2022 from the Commissioner of Corporate Services and the Chief Planner recommending that:

  1. Council authorize the Chief Administrative Officer to finalize negotiations and execute the Transit-Oriented Communities Programmatic Agreement-In-Principle, to advance Provincial commitment in funding and delivery of Royal Orchard Station.
  2. Council direct staff to negotiate draft terms in the Transit-Oriented Communities site-specific Memorandums of Understanding with the Province to protect Regional interests and bring final agreements and Memorandums of Understanding to Council for consideration and endorsement.
  3. The Regional Clerk circulate this report to the Ministries of Infrastructure, Transportation, and Municipal Affairs and Housing, and Cities of Markham, Richmond Hill, and Vaughan.

Report dated April 20, 2022 from the Commissioner of Corporate Services and the Chief Planner recommending that:

  1. Council submit this report, Attachment 1 and the associated April 7 memo to Committee of the Whole (Attachment 2) to the Province in response to Environmental Registry of Ontario posting 019-5283: Consultations on the More Homes for Everyone Plan, associated Environmental Registry of Ontario and Regulatory Registry postings, and related initiatives. 
  2. The Province be requested to initiate additional actions to address demand factors contributing to increasing housing prices.
  3. The Regional Clerk circulate this report to the local municipalities, local Members of Provincial Parliament, Ministry of Municipal Affairs and Housing, Building Industry and Land Development Association – York Chapter, Municipal Finance Officers’’ Association and the Association of Municipalities of Ontario.
