Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

These lands are now home to many diverse Indigenous peoples.

We also acknowledge that York Region falls under Treaty 13 with the Mississaugas of the Credit and the Williams Treaties with several Mississauga and Chippewas First Nations.”

    H.2.1 Block 41 Secondary Plan - Amendment No. 50 to the City of Vaughan Official Plan

    That Council adopt the following recommendations, as amended:

    1. Regional Council approve Amendment No. 50 to the City of Vaughan Official Plan, 2010, subject to the modifications set out in Attachment 1.
    2. The Director of Community Planning and Development Services be authorized to issue notice of Regional Council’s decision.
    3. Staff be directed to report back to Council on the New Community Area density, and the Designated Greenfield Area density endorsed by York Region Council being fifty (50) people and jobs per hectares as part of the MCR, and the process that will update Local Official Plans and Secondary Plans to conform to densities in the updated Regional Official Plan. 
    4. The Block Plan for Block 41 proceed based on a density of fifty (50) people and jobs per hectare, for the Designated Greenfield Area density endorsed by York Region Council through comments on Amendment 1 to the Growth Plan and Vaughan Council through the Secondary Plan process. 
    5. Staff be directed to report back to Council on the re-designation of Agricultural Areas within the Greenbelt Plan Area, that are surrounded by existing and planned communities where farming is impractical, to a Rural designation to allow portions of such lands for park uses.

    I.2.4 Expropriation Settlement and Abandonment of Land - West Vaughan Sewage Servicing Project - Langstaff Road and Highway 27 - City of Vaughan

    That Council adopt the following recommendations, as amended:

    1. Council authorize the settlement of the expropriated lands in the City of Vaughan, as set out in Attachment 1, which were acquired in accordance with the Expropriations Act (the “Act”).
    2. Subject to the former owner’s consent and in accordance with Section 41 of the Expropriations Act (the “Act”), Council abandon the fee simple and permanent interests and acquire permanent and temporary easements in the lands as set out in Attachment 1.
    3. The Commissioner of Corporate Services be authorized to perform all acts necessary to give effect to the foregoing.

Regional Chair Emmerson announced that there will be a Council Education Session on March 5, 2020 on the Municipal Comprehensive Review process related to land needs assessment and planning for employment.

Regional Chair Emmerson informed Council that he has appointed Mayor Pellegrini as York Region’s representative on the Royal Agricultural Winter Fair Board of Governors.

Regional Chair Emmerson informed Council that on January 29, 2020 York Region hosted a Bell Let's Talk event in the great hall. Bell Let’s Talk is an awareness campaign to combat stigma surrounding mental illness in Canada. The event included two speakers from Regional staff who shared their stories of struggle with mental health.

Regional Chair Emmerson announced York Region was named one of Canada’s Top Employers for Young People by Mediacorp Canada Inc. Canada’s Top 100 Employers project recognizes organizations offering the nation’s best workplaces and programs to attract and retain young workers.

Regional Chair Emmerson provided Council with an update on the efforts of York Region Public Health to monitor the outbreak of the coronavirus. At this time there is no evidence of community spread in Canada, and the risk of acquiring the virus in the community remains low for York Region residents.

Public Health is closely monitoring the situation, and is working with the Ontario Ministry of Health as well as York Region hospitals and other healthcare facilities to prevent and control further transmission of the virus. Public Health will continue to implement a comprehensive communication plan.

Regional Chair Emmerson encouraged Members of Council and York Region residents to visit york.ca/coronavirus for further information.

On behalf of Council, Regional Chair Emmerson congratulated the York Region athletes who competed in the Canadian Figure Skating Championships earlier this month.

Among the senior competitors were 12 skaters from York Region, of which four made it to the podium and will skate in the world championships in March.

Water Distribution System Service Level Agreement - Negotiations

    That Council adopt the confidential recommendations in the private report of the Commissioner of Environmental Services dated December 13, 2019, including:

    1. Council authorize the Commissioner of Environmental Services to execute a Service Level Agreement with the Town of Newmarket in accordance with terms and responsibilities set out in this report and any future renewals and amendments.
    2. That a Joint Water Steering Committee and Operations Committee be created to review and maintain compliance with the terms of the Service Level Agreement and to review and coordinate operational strategies for water distribution in the Town of Newmarket.
