Regional Chair Emmerson called the meeting to order at 9:01 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

These lands are now home to many diverse Indigenous peoples.

We also acknowledge that York Region falls under Treaty 13 with the Mississaugas of the Credit and the Williams Treaties with several Mississauga and Chippewas First Nations.”

Regional Chair Emmerson introduced Chief MacSween to York Regional Council. Chief MacSween gave remarks and outlined his previous experience and priorities as the new Chief of York Regional Police.

    That Council adopt the following recommendations in the report dated May 15, 2020 from the Chief Administrative Officer:

    1. Council authorize execution of a Preliminary Agreement and associated Transit-Oriented Communities Memorandum-of-Understanding with the Province of Ontario as generally set out in Attachments 1 and 2.
    2. The CAO and/or his designate(s) be directed to:
      1. Continue negotiating additional agreements with the Province, City of Toronto and TTC required to ensure delivery of the Yonge North Subway Extension, reporting back to Council to authorize their execution.
      2. Engage with affected local municipalities of Markham, Vaughan and Richmond Hill to draft and execute agreements necessary to fulfill the “one-window” obligations stemming from the Preliminary Agreement and Transit-Oriented Communities MoU with the Province of Ontario.  
    3. The Regional Clerk circulate this report to the Clerks of the local municipalities.

    That Council approve and enact the following bylaws:

A bylaw to establish tax ratios and to specify the percentage by which tax rates are to be reduced for prescribed property subclasses for 2020

A bylaw to set and levy the rates of taxation for Regional general purposes for the year 2020

A bylaw to delegate authority to the Regional Treasurer to establish "clawback" percentages for the 2020 taxation year for the commercial property class

To abandon certain lands for or in connection with the construction of the West Vaughan Sewage Servicing Project, City of Vaughan

To acquire certain lands for or in connection with the installation of traffic signals at the intersection of The Queensway South (Y.R. 12) and Cameron Crescent / Richmond Park Drive, Town of Georgina

To acquire certain lands for or in connection with the construction of the Northeast Vaughan Water Servicing Project, City of Vaughan

Regional Chair Emmerson announced this is Paramedic Services Week, a time to thank our emergency medical workers and recognize those on the front lines of our COVID-19 response. Regional Chair Emmerson expressed appreciation to the Region's hard working paramedic services team on behalf of Regional Council.

Dr. Karim Kurji, Medical Officer of Health provided an update to Members of Council on the COVID-19 situation and latest statistics. Public Health staff also delivered a demonstration of the interactive dashboard detailing case summary information available at www.york.ca/covid19

Regional Council confirmed date changes proposed at the May 14, 2020 Committee of the Whole meeting. The meeting changes will be updated and reflected in the 2020 Council and Committee calendar available on york.ca and sent to Members of Council by the Regional Clerk's Office.

The revised dates are:

Regional Chair Emmerson noted the following dates changes to the York Region Rapid Transit Board of Directors Meetings in June, September and October.
