Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.

I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

  • Committee of the Whole received the presentation by Paul Jankowski, Commissioner of Transportation Services.

  • Committee of the Whole received the presentation by Erin Mahoney, Commissioner of Environmental Services.

  • Committee of the Whole received the presentation by Katherine Chislett, Commissioner of Community and Health Services.

  • Committee of the Whole received the presentation by Brian Titherington, Director, Transportation and Infrastructure Planning, Transportation Services

  • Committee of the Whole received the presentation by Mike Rabeau, Director, Capital Planning and Delivery, Environmental Services.

  • Committee of the Whole received the deputation from Councillor Marilyn Iafrate, City of Vaughan.

  • Committee of the Whole received the communication from Paul Jankowski, Commissioner of Transportation Services dated January 3, 2019.

  • Committee of the Whole recommends adoption of the following recommendation in the report dated March 1, 2018 from the Commissioner of Transportation Services, which was deferred from the Regional Council meeting of March 29, 2018:

    1. Traffic signals not be installed at the intersection of Teston Road and Mosque Gate, in the City of Vaughan.
    2. The Regional Clerk forward this report to the Clerk of the City of Vaughan.
  • Committee of the Whole recommends adoption of the following recommendation in the report dated December 14, 2018 from the Commissioner of Transportation Services:

    1. The Regional Clerk circulate this report to the local municipalities.

  • Committee of the Whole recommends adoption of the following recommendations in the report dated December 13, 2018 from the Commissioner of Transportation Services:

    1. Council authorize the purchase of six forty-foot battery electric buses from two current York Region Transit suppliers:
      1. Four buses from New Flyer Industries at a cost of $4.8 million, excluding HST
      2. Two buses from Nova Bus at a cost of $2.4 million, excluding HST
    2. Council authorize the use of $7,742,000 from Vehicle Replacement reserves including interim appropriation spending in order to complete the purchase.
    3. The Commissioner of Transportation Services be authorized to execute the necessary agreements required to procure the buses and associated infrastructure.
  • Committee of the Whole recommends adoption of the following recommendation in the report dated December 13, 2018 from the Commissioner of Environmental Services:

    1. The Regional Clerk circulate this report to the local municipalities, Building Industry and Land Development Association and the Minister of Municipal Affairs and Housing.
  • Committee of the Whole recommends adoption of the following recommendations in the report dated December 13, 2018 from the Commissioner of Environmental Services:

    1. Council authorize an amendment to the Toronto-York Water Servicing Agreement based on the terms set out in this report and authorize the Commissioner of Environmental Services to execute the amended Toronto-York Water Servicing Agreement.
    2. The Regional Clerk forward a copy of this report to the City of Toronto’s Clerk.
  • Committee of the Whole recommends adoption of the following recommendations in the report dated December 13, 2018 from the Commissioner of Environmental Services:

    1. Council authorize the Commissioner of Environmental Services to execute the ownership transfer of the Maple Collector Sewer, south of Steeles Avenue, from the Region to the City of Toronto, on an as-is and where-is basis, at no cost to either party.
    2. The Regional Clerk forward a copy of this report to the City of Toronto’s Clerk.
  • Committee of the Whole recommends receipt of Report No. 1 of the Human Services Planning Board dated September 28, 2018.

Mayor Quirk invited Members of Regional Council to the Mayor and Council New Year's Levee on Saturday, January 12, 2019 at the Town of Georgina to enjoy free pancakes and sausages from 9 a.m. to 11 a.m., and free tubing at the ROC.

Regional Chair Emmerson advised that on January 16, 2019 the schedule of Board meetings will be reversed.  YTN will start at 9 a.m. and YRRTC will start at 10:30 a.m.

Regional Chair Emmerson reminded Council of the Council Education Session scheduled in private session on January 17, 2019 as part of the Committee of the Whole meeting for the purpose of education and training of Members regarding the Integrity Commissioner's role and mandate.

The Committee of the Whole meeting adjourned at 12:45 p.m.
