Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.

I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

    1. Council receive this report for information.

  • Committee of the Whole recommends receipt of the report dated May 29, 2019 from the Commissioner of Transportation Services and adoption of the following recommendations:

    1. That York Region approve and install traffic signals at the entrance to the King Township Municipal Centre located at 2585 King Road, in the Township of King, with sensors that will only trigger lights if a car is waiting, and with all associated capital and operating costs to be funded by the Township of King.
    2. The Regional Clerk forward this report to the Clerk of the Township of King.
  • Committee of the Whole recommends adoption of the following recommendations in the report dated May 29, 2019 from the Commissioner of Transportation Services:

    1. The existing Lane Designation Bylaw No. 2009-23 be amended to designate newly-constructed bus rapidway lanes outlined in Table 2.
    2. The Regional Clerk circulate this report to Clerks of the Cities of Markham, Richmond Hill and Vaughan, York Region Rapid Transit Corporation and Chief of York Regional Police.
    3. The Regional Solicitor prepare the necessary bylaws.
  • Committee of the Whole recommends adoption of the following recommendations in the report dated May 30, 2019 from the Commissioner of Transportation Services:

    1. Council approve the principles and award of Lease Agreement with the recommended vendor, Canadian Imperial Bank of Commerce, for an Automatic Teller Machine, to occupy the dedicated space available at the Vaughan Metropolitan Centre in the rapidway concourse.
    2. The Commissioner of Transportation Services be authorized to execute the Lease Agreement for Canadian Imperial Bank of Commerce, and any ancillary documents or agreements on behalf of the Region.
    3. Council delegate signing authority to the Commissioner of Transportation Services on future vendor Lease Agreements at other transit terminal locations.
  • Committee of the Whole recommends adoption of the following recommendations in the report dated May 30, 2019 from the Commissioner of Transportation Services:

    1. Council support a robust highway network to move people, goods and services and achieve provincial Growth Plan population and employment objectives in York Region and encourage:
      1. The resumption of Environmental Assessment for Greater Toronto Area West Highway for near-term inclusion in the Southern Highways Program
      2. The inclusion of the Highway 400-404 Connecting Link and the Highway 404 Extension to Highway 12 in the next Southern Highways Program
    2. The Regional Chair communicate this position in a letter to the Members of Provincial Parliament from York Region and the Provincial Ministers of Transportation and Municipal Affairs and Housing.
    3. The Regional Clerk circulate this report to the Regions of Peel and Halton, Simcoe County, Town of Bradford-West Gwillimbury and the local municipalities.
  • Committee of the Whole recommends adoption of the following recommendations in the report dated June 3, 2019 from the Commissioner of Transportation Services:

    1. Council approve the award of the contract for Site Coordination and Inspection Services for Major Mackenzie Drive (Y.R. 25) improvements, from Islington Avenue (Y.R. 17) to Pine Valley Drive (Y.R. 57) to AECOM Canada Ltd., pursuant to Request for Proposal P-19-88 at a total cost of $2,113,294, excluding HST.
    2. The Commissioner of Transportation Services be authorized to execute the agreement on behalf of the Region.

  • Committee of the Whole recommends adoption of the following recommendations, as amended, in the report dated May 30, 2019 from the Commissioner of Environmental Services:

    1. Council receive this report for information.
    2. Staff bring back a report providing an analysis of lifecycle cost comparisons and options for York Region's fleet vehicles.
  • Committee of the Whole recommends adoption of the following recommendations in the report dated May 30, 2019 from the Commissioner of Environmental Services:

    1. Council approve the Water Financial Plan (Attachment 1) prepared for York Region's Municipal Drinking Water System License Renewals (Financial Plan Number 013-301A), in accordance with Ontario Regulation 453/07.
    2. Environmental Services staff submit the Water Financial Plan to the Ministry of the Environment, Conservation and Parks and the Ministry of Municipal Affairs and Housing in accordance with the Safe Drinking Water Act, 2002.
    3. Environmental Services staff issue notice of the Water Financial Plan availability, as prescribed by Ontario Regulation 453/07, in the local media and on the Region's website.

  • Committee of the Whole recommends adoption of the following recommendations in the report dated May 29, 2019 from the Commissioner of Community and Health Services:

    1. The Commissioner of Community and Health Services be authorized to approve the Investment Plans and enter into the necessary agreements with the Ministry of Municipal Affairs and Housing to implement and administer the Canada-Ontario Community Housing Initiative and the Ontario Priorities Housing Initiative.
    2. The Commissioner of Community and Health Services be authorized to allocate any new or related funding within and among the components of the new Canada-Ontario Community Housing initiatives and the new Ontario Priorities Housing Initiative program with no new tax levy impact,  and to allocate additional funds to the components should additional funds are allocated by the Province.
    3. The Commissioner of Community and Health Services be directed to report to Council in fall 2019 on how funding was allocated in the Investment Plans for the Canada-Ontario Community Housing Initiative and the Ontario Priorities Housing Initiative, and on the projects that were funded.
    4. The Commissioner of Community and Health Services be authorized to extend the agreement with the service provider currently delivering the Home Now Program for two additional one-year periods, to 2020-21 and 2021-22, contingent on receipt of provincial funding and continued achievement of program outcomes by the service provider.
    5. The Regional Chair submit the changes recommended to the Housing Services Act, 2011 set out in Attachment 1 to the Minister of Municipal Affairs and Housing recommending to the Minister that York Region’s recommendations be implemented.
  • Committee of the Whole recommends adoption of the recommendations in the report dated May 30, 2019 from the Commissioner of Community and Health Services:

    1. Council authorize the purchase of linen, laundry services and technological solutions from service providers listed in Attachments 1, 2, and Private Attachment 3 pursuant to the direct purchase provisions of the Purchasing Bylaw, for terms not to exceed five years, at a total cost not to exceed $4,818,221, excluding HST, that commence in 2019.
    2. Council approve the standardization of ambulance batteries, command vehicles, laptop computers and computer mounts as described in Attachment 4 for use by the York Region Paramedic Services fleet.
    3. The Commissioner of Community and Health Services be authorized to negotiate and execute the necessary purchase agreements.
    4. The Commissioner of Community and Health Services be authorized to delegate execution of purchase agreements and associated renewals to the General Manager, Paramedic and Seniors Services, provided the amounts are within with the General Manager’s delegated signing authority limits.

  • Committee of the Whole recommends adoption of the following recommendation in the report dated May 30, 2019 from the Commissioner of Corporate Services and Chief Planner:

    1. Council endorse the principles presented in this report for the purposes of informing York Region's 2041 growth forecast as part of the Municipal Comprehensive Review.
  • Committee of the Whole recommends adoption of the following recommendations in the report dated May 31, 2019 from the Commissioner of Corporate Services and Chief Planner:

    1. The Region enter into a funding agreement with ventureLAB for core services at an annual cost of $150,000 with up to four renewals in consecutive years thereafter, for a total cost of up to $750,000.
    2. The Region enter into a further agreement for a one year term with ventureLAB for innovation network development under the new Entrepreneur and Innovation Fund at an annual cost of $100,000 with up to four renewals for a total cost of up to $500,000.
    3. The Commissioner of Corporate Services be authorized to execute the above mentioned ventureLAB agreements including any annual renewals.
    4. ventureLAB report annually to Regional Council on results and impacts of its programs and the Entrepreneur and Innovation Fund.
    5. This report be circulated by the Regional Clerk to the Ministry of Economic Development, Job Creation and Trade, ventureLAB and the local municipalities.
  • Committee of the Whole recommends adoption of the following recommendation in the report dated May 30, 2019 from the Commissioner of Corporate Services and Chief Planner:

    1. The Regional Clerk circulate this report to the local municipal Planning Commissioners and Directors.
  • Committee of the Whole recommends adoption of the following recommendations in the report dated May 30, 2019 from the Commissioner of Corporate Services and Chief Planner:

    1. Council direct staff to proceed with consultation on the proposed agricultural system as outlined in this report as part of the Regional Municipal Comprehensive Review.
    2. The Regional Clerk forward this report and attachments to the Agriculture and Agri-Food Advisory Committee, Ministry of Municipal Affairs and Housing, Ontario Ministry of Agriculture, Food and Rural Affairs and Clerks of the local municipalities.
  • Committee of the Whole recommends adoption of the following recommendations in the report dated May 31, 2019 from the Commissioner of Corporate Services and Chief Planner:

    1. Regional Council approve Amendment No. 24 to the City of Markham Official Plan, 2014, subject to the modifications set out in Attachment 1.
    2. The Director of Community Planning and Development Services be authorized to issue notice of Regional Council’s decision.
    3. Staff be authorized to appear before the Local Planning Appeal Tribunal in support of the Region’s decision, if required, and the Regional Solicitor or designate, be authorized to execute Minutes of Settlement, if appropriate.
  • Committee of the Whole recommends adoption of the following recommendations in the report dated May 31, 2019 from the Commissioner of Corporate Services and Chief Planner:

    1. Regional Council approve Amendment No. 26 to the City of Markham Official Plan, 2014, subject to the modifications set out in Attachment 1.
    2. The Director of Community Planning and Development Services be authorized to issue notice of Regional Council’s decision.
    3. Staff be authorized to appear before the Local Planning Appeal Tribunal in support of the Region’s decision, if required, and the Regional Solicitor or designate, be authorized to execute Minutes of Settlement, if appropriate.
  • Committee of the Whole recommends adoption of the following recommendations in the report dated May 22, 2019 from the Commissioner of Corporate Services and Chief Planner and Commissioner of Finance:

    1. Council authorize staff to consult with stakeholders on potential financial incentives to help promote major office development in the Region’s Centres and Corridors.
    2. Staff report back to Council in the Fall of 2019 on the results of the consultation and propose recommendations.
    3. The Regional Clerk circulate this report to the local municipalities and industry stakeholders including the Building Industry and Land Development Association – York Chapter (BILD).
  • Committee of the Whole recommends adoption of the following recommendations in the report dated June 6, 2019 from the Commissioner of Finance and the Chief Planner:

    1.   • Committee of the Whole recommends adoption of the following recommendations in the report dated May 16, 2019 from the Commissioner of Finance:

    1. Council approve changes to project debt requirements for 2019 Capital Spending Authority, resulting in an increase of $273,600 in Debenture Proceeds, as detailed in Attachment 1.
    2. Council approve the gross capital expenditure changes and associated changes in funding sources, as well as changes to 2019 Capital Spending Authority (CSA) and associated funding sources, including a decrease of $5,124,300 in CSA debt, as detailed in Attachments 2 and 3.
  • Committee of the Whole recommends adoption of the following recommendation in the report dated May 30, 2019 from the Commissioner of Finance:

    1. Council authorize the renewal of the Region’s insurance policies with the insurers effective July 1, 2019 for a premium of $6,814,783 plus applicable taxes, for terms of 12 and 24 months as applicable, subject to minor final underwriting adjustments.
  • Committee of the Whole recommends adoption of the following recommendation in the report dated May 31, 2019 from the Commissioner of Finance:

    1. Council approve the following that are subject to the receipt of the necessary supporting documents from the Township of King:
      1. A debenture issuance on behalf of the Township of King in an amount not to exceed $10,000,000, and for a term not to exceed 10 years, to fund the construction of capital infrastructure projects identified in Table 1 of this report.
      2. Delegation of authority to the Regional Chair and Regional Treasurer to execute the necessary documents, subject to review by Legal Services. 
  • Committee of the Whole recommends adoption of the following recommendations in the report dated May 27, 2019 from the Commissioner of Finance:

    1. The Chief Administrative Officer and Regional Treasurer be authorized to enter into a development charge deferral agreement for a proposed purpose built rental in the City of Vaughan based on the principles outlined in Attachment 1.
    2. The Treasurer be authorized to execute a mortgage, collateral security, and any related documents required to secure the mortgage subject to prior approval of the Regional Solicitor.
    3. The property be subject to a restrictive covenant, registered on title, requiring the property be developed and operated as a private market rental apartments complex for a minimum of twenty years.
    4. The Regional Chair and Regional Clerk be authorized to execute the development charges deferral agreement, subject to the approval of the Regional Solicitor as to the form and content.

  • Committee of the Whole recommends adoption of the following recommendation in the report dated May 30, 2019 from the Commissioner of Corporate Services and Regional Clerk:

    1. Council approve the Pregnancy and Parental Leave Policy for Members of Council, as outlined in Attachment 1.
  • Committee of the Whole recommends adoption of the following recommendations in the report dated May 30, 2019 from the Commissioner of Corporate Services:

    1. Council approve the acquisition of the interest in land set out in Attachment 1, for the Henderson Sewage Pumping Station (SPS) project, in the Town of Aurora.
    2. The Commissioner of Corporate Services be authorized to execute the agreement of purchase and sale and all necessary documents to complete the transactions.
  • Committee of the Whole recommends adoption of the following recommendations in the report dated May 30, 2019 from the Commissioner of Corporate Services:

    1. Council authorize the settlement of all claims pursuant to the Expropriations Act related to Property 1, identified in Attachment 1, known as 130 Davis Drive related to the construction of the bus rapid transit corridor on Davis Drive, in the Town of Newmarket.
    2. Council authorize the disposition of Property 2, identified in Attachment 1, to the owner of 130 Davis Drive, in the Town of Newmarket.
    3. The Commissioner of Corporate Services be authorized to execute the Minutes of Settlement and all necessary documentation to complete the transaction in accordance with the Minutes of Settlement.

On behalf of York Regional Council and the residents of York Region, Regional Chair Emmerson acknowledged, with sadness, the passing of former York-Simcoe MPP Julia Munro.

Ms. Munro was the longest-serving female legislator in Ontario’s political history and represented her constituents with pride and passion from 1995 to 2018, when she announced her retirement.

On behalf of York Regional Council, Regional Chair Emmerson offered sincere condolences on the passing of Henry Vanden Bergh, a former Member of Regional Council from 1982 to 1985, and a former Member of the Town of Newmarket Council from 1970 to 1985. 

Regional Chair Emmerson, Members of Council and all those in attendance in Council Chambers stood for a moment of silence to honour Ms. Julia Munro and Mr. Henry Vanden Bergh.

Regional Chair Emmerson announced the upcoming Oath of Citizenship Ceremony, which will take place at 10 a.m. on Tuesday, June 18, 2019 in the Great Hall, York Region Administrative Centre, 17250 Yonge Street, Town of Newmarket. 

40 new Canadian citizens representing 16 different countries will take part in the ceremony, hosted by The Regional Municipality of York and Immigration, Refugee and Citizenship Canada.
