Regional Chair Emmerson called the meeting to order at 9:04 a.m. and made the following remarks:


“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.

I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

Committee of the Whole recommends adoption of the following recommendations in the report dated October 30, 2019 from the Commissioner of Transportation Services:

  1. Parking and stopping prohibitions be implemented on Regional roads as outlined in Attachment 1, in the Cities of Markham and Richmond Hill and Towns of Georgina and Whitchurch-Stouffville.
  2. The Regional Clerk circulate this report to Clerks of Cities of Markham and Richmond Hill, Towns of Georgina and Whitchurch-Stouffville and Chief of York Regional Police.
  3. The Regional Solicitor prepare the necessary bylaws.

Committee of the Whole recommends adoption of the following recommendations in the report dated October 30, 2019 from the Commissioner of Transportation Services:

  1. The existing Lane Designation Bylaw 2019-38 be amended to designate newly-constructed bus rapidway lanes as outlined in Table 1.
  2. The existing Turning Movement Restrictions Bylaw 2018-07 be amended to implement an eastbound anytime left turn restriction on Highway 7 (Y.R. 7) at Bruce Street, in the City of Vaughan.
  3. The Regional Clerk circulate this report to Clerks of the Cities of Richmond Hill and Vaughan and Town of Newmarket, York Region Rapid Transit Corporation and Chief of York Regional Police.
  4. The Regional Solicitor prepare the necessary bylaws.

Committee of the Whole recommends adoption of the following recommendations in the report dated October 25, 2019 from the Commissioner of Transportation Services:

  1. Council approve policy updates to the Municipal Streetscape Partnership Program and the Pedestrian and Cycling Partnership Program, as shown in Attachments 1 and 2.
  2. The Regional Clerk circulate this report to the Clerks of the local municipalities.

Committee of the Whole recommends adoption of the following recommendations in the report dated October 25, 2019 from the Commissioner of Transportation Services:

  1. Council approve the award of contract for consultant services for an Individual Environmental Assessment for Teston Road Area Transportation Improvements to Morrison Hershfield Limited pursuant to Request for Proposal P-19-218 at a total cost of $2,499,956.25, excluding HST.
  2. Council authorize the Commissioner of Transportation Services to execute the agreement on behalf of the Region.

Committee of the Whole recommends adoption of the following recommendations in the report dated October 28, 2019 from the Commissioner of Transportation Services:

  1. Council authorize entering into an agreement with Metrolinx for the construction and maintenance of the Rutherford Road (Y.R. 73)/Barrie GO rail grade separation in the City of Vaughan, in accordance with the principles outlined in Attachment 1.
  2. Council approve advancing the budget for the Region’s portion of Rutherford Road (Y.R 73)/Barrie GO rail grade separation, in the amount of $13.7 million.

Committee of the Whole received the communication from Wayne Emmerson, Chair, Lakes Simcoe and Couchiching-Black River Source Protection Authority dated September 10, 2019.

Committee of the Whole received the communication from Kimberley Kitteringham, City Clerk, City of Markham dated September 19, 2019.

Committee of the Whole received the communication from Fred Eisenberger, Mayor, City of Hamilton dated September 30, 2019.

Committee of the Whole received the communication from Jennifer Stephens, Program Manager, CTC Source Protection Region and Ben Longstaff, General Manager, Integrated Watershed Management dated October 30, 2019.

Committee of the Whole recommends adoption of the following recommendations in the report dated October 24, 2019 from the Commissioner of Environmental Services:

  1. Council approve the updated Water and Wastewater Infrastructure, Regional Jurisdiction Policy (Attachment 1).
  2. Regional Clerk circulate this report to the Clerks of the local municipalities.

Committee of the Whole recommends adoption of the following recommendations in the report dated October 24, 2019 from the Commissioner of Environmental Services:

  1. Council authorize the transfer of ownership of Peter Street watermain (620 metres of watermain and three valve chambers) to the City of Markham.
  2. Council authorize payment of $1,364,000.00, excluding HST, to the City of Markham for transfer of Peter Street watermain related to the cost of replacement.
  3. The Commissioner of Environmental Services be authorized to execute any necessary documents to effect this transaction.
  4. The Regional Solicitor prepare the necessary bylaw.
  5. A copy of this report be forwarded by the Regional Clerk to the City of Markham.

Committee of the Whole recommends adoption of the following recommendations in the report dated October 24, 2019 from the Commissioner of Environmental Services:

  1. Council approve the award of contract for engineering services for the Northeast Vaughan Water Servicing Project to Associated Engineering (Ont.) Ltd. pursuant to Request for Proposal P-19-226 at a total cost of $14,468,698.99, excluding HST, and authorize execution of the contract on behalf of York Region. The fee includes provisional contract administration and site inspection services of $24,318.00 per week for 156 weeks at 50 hours per week, and $76,356.00 per week for 52 weeks at 168 hours per week.
  2. Council approve the award of contract for engineering services for the Northeast Vaughan Wastewater Servicing Project to CH2M Hill Canada Limited, pursuant to Request for Proposal P-19-227 at a total cost of $13,352,391.00, excluding HST, and authorize execution of the contract on behalf of York Region. The fee includes provisional contract administration and site inspection services of $16,455.21 per week for 117 weeks at 50 hours per week, and $48,811.14 per week for 39 weeks at 168 hours per week.
  3. The Commissioner of Environmental Services be authorized to execute the contracts on behalf of the Region.

Committee of the Whole recommends adoption of the following recommendations in the report dated October 24, 2019 from the Commissioner of Environmental Services:

  1. Council approve the award of engineering consulting services for pre-design, detailed design, contract administration and site inspection for digester upgrades at Duffin Creek Plant to CH2M Hill Canada Limited, pursuant to Request for Proposal P-19-46 at a total cost of $2,845,340.00, excluding HST, and authorize execution of the contract on behalf of York Region.
  2. The Commissioner of Environmental Services be authorized to execute the contract on behalf of the Region.

Committee of the Whole recommends adoption of the following recommendations in the report dated October 29, 2019 from the Commissioner of Environmental Services:

  1. Council endorse the proposed amendments to the Lake Simcoe Couchiching-Black River and Toronto Region Assessment Reports, as well as the South Georgian Bay Lake Simcoe and Central Lake Ontario, Toronto Region and Credit Valley Source Protection Plans provided in Attachment 1 and 2.
  2. The Regional Clerk circulate this report and attachments to the Chairs, South Georgian Bay Lake Simcoe and Central Lake Ontario, Toronto Region and Credit Valley Source Protection Committees.
  3. Council approve the appointment of Joanna Miron and Tom Bradley as Risk Management Inspectors and Mike Fairbanks as Risk Management Official under Part IV of the Clean Water Act, 2006.
  4. The Regional Clerk issue a certificate of appointment bearing the clerk’s signature to the Risk Management Inspectors and Risk Management Official.
  5. The necessary bylaw be presented to Council in November 2019 to bring the appointments into effect.

Committee of the Whole recommends adoption of the following recommendations in the report dated October 25, 2019 from the Commissioner of Community and Health Services:

  1. Council authorize amendments of the agreements between the Region and each of the vendors listed in Attachment 1 and Private Attachment 1 to provide for the purchase of additional goods and services as described in this report.
  2. Council authorize the extensions of the agreements between the Region and each of the vendors listed in Attachment 2, Private Attachment 2 and Attachment 3 for the terms described in the attachments.
  3. The Commissioner of Community and Health Services be authorized to exercise options to amend the agreements in Recommendation 1 and extend the agreements in Recommendation 2 for up to the maximum term described in the attachments, on the same terms, provided that the vendors have performed the services to the satisfaction of the Commissioner and the total cost is within the approved annual budget for these services.
  4. The Commissioner of Community and Health Services be authorized to delegate execution of purchase agreements and associated renewals to the General Manager, Paramedic and Seniors Services, General Manager, Social Services and General Manager, Housing Services provided the amounts are consistent with each General Manager’s signing authority.

Committee of the Whole recommends adoption of the following recommendations in the report dated October 25, 2019 from the Commissioner of Community and Health Services:

  1. Council approve a place-based approach to prepare a Community Safety and Well-Being Plan for York Region.
  2. Council direct Commissioner of Community and Health Services to determine initial areas for engagement based on data and undertake targeted consultations to identify and develop possible strategies to reduce risks to community safety and well-being.
  3. Council direct Commissioner of Community and Health Services to report back to Council on the outcomes of consultations.
  4. The Regional Clerk circulate this report to Clerks of local municipalities, York Regional Police Services Board and Human Services Planning Board of York Region.

Committee of the Whole received the Minutes of the York Region Accessibility Advisory Committee dated September 25, 2019.

Committee of the Whole received the Minutes of the York Region Human Services Planning Board dated October 18, 2019.

Regional Chair Emmerson reminded members of a CUPE-hosted event in the Great Hall at 12 p.m. following Committee of the Whole to further celebrate the significant achievement of York Region Public Health receiving Gold Certification in Excellence, Innovation and Wellness from Excellence Canada.

Regional Chair Emmerson invited members to the York Region Remembrance Day Service beginning at 10:25 a.m. on November 11, 2019 in the Great Hall of the Administrative Centre, 17250 Yonge Street, Newmarket.

Regional Chair Emmerson congratulated Bret Foisy and Richard Morra on their achievement in receiving the Ontario Award for Paramedic Bravery, an award that recognizes courage and professionalism that goes above and beyond day-to-day duties.
