Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

These lands are now home to many diverse Indigenous peoples.

We also acknowledge that York Region falls under Treaty 13 with the Mississaugas of the Credit and the Williams Treaties with several Mississauga and Chippewas First Nations.”

Acting Regional Councillor Chan orally recited his signed Declaration of Office in accordance with Section 267 (Alternate Member) of the Municipal Act.

Mayor Quirk declared an interest in any potential discussion with respect to the portion of the 2021 to 2022 Regional Budget related to York Regional Police (YRP), as her husband is a retired YRP officer and works under contract with YRP and her stepson is a YRP officer.

Committee of the Whole received the deputation from Claire Malcolmson on behalf of Rescue Lake Simcoe Coalition.

Committee of the Whole received the deputation from Bryan Keshen, Chief Executive Officer of Reena.

Committee of the Whole received the presentation by Bruce Macgregor, Chief Administrative Officer.

Committee of the Whole received the presentation by Katherine Chislett, Commissioner of Community and Health Services.

Committee of the Whole recommends adoption of the following recommendations in the report dated February 19, 2021 from the Commissioner of Finance:

  1. Committee of the Whole recommend the budget as submitted for Community and Health Services as follows:
    1. The 2021 operating budget and the 2022 operating outlook, as summarized in Attachment 1.
    2. The 2021 capital expenditures and the 2021 Capital Spending Authority, as summarized in Attachment 2.
  2. The recommended budget be consolidated by the Commissioner of Finance and Regional Treasurer for consideration by Council on March 25, 2021.

Committee of the Whole recommends the memorandum from Katherine Chislett, Commissioner of Community and Health Services dated March 3, 2021 be received.

Committee of the Whole received the presentation by Erin Mahoney, Commissioner of Environmental Services.

Committee of the Whole recommends adoption of the following recommendations in the report dated February 18, 2021 from the Commissioner of Finance:

  1. Committee of the Whole recommend the budget as submitted for Environmental Services as follows:
    1. The 2021 operating budget and the 2022 operating outlook, as summarized in Attachment 1.
    2. The 2021 capital expenditures and the 2021 Capital Spending Authority, as summarized in Attachment 2.
  2. The recommended budget be consolidated by the Commissioner of Finance and Regional Treasurer for consideration by Council on March 25, 2021.

Committee of the Whole referred consideration of the communication to the April 8, 2021 Committee of the Whole meeting.

Committee of the Whole recommends the communication from Debbie Gordon on behalf of Save the Maskinonge dated March 2, 2021 be received.

Committee of the Whole recessed at 12:37 p.m. and resumed at 1:16 p.m.

    1. The 2021 operating budget and the 2022 operating outlook, as summarized in Attachment 1.
    2. The 2021 capital expenditures and the 2021 Capital Spending Authority, as summarized in Attachment 2.
  2. The recommended budget be consolidated by the Commissioner of Finance and Regional Treasurer for consideration by Council on March 25, 2021.

Committee of the Whole recommends the communication from Jean-Francois Obregon dated March 3, 2021 be received.

Committee of the Whole received the presentation by Mary-Frances Turner, President, York Region Rapid Transit Corporation.

Committee of the Whole recommends adoption of the following recommendations in the report dated February 17, 2021 from the Commissioner of Finance:

  1. Committee of the Whole recommend the budget as submitted for York Region Rapid Transit Corporation as follows:
    1. The 2021 operating budget and the 2022 operating outlook, as summarized in Attachment 1.
    2. The 2021 capital expenditures and the 2021 Capital Spending Authority, as summarized in Attachment 2.
  2. The recommended budget be consolidated by the Commissioner of Finance and Regional Treasurer for consideration by Council on March 25, 2021.

At the beginning of the meeting, Godwin Chan orally recited his signed Declaration of Office and took his seat as alternate member of the Council of the Regional Municipality of York from the City of Richmond Hill to act in place of Mayor Barrow until he is able to resume acting as a member of Regional Council.

Dr. Karim Kurji, York Region Medical Officer of Health provided an update on the status of COVID-19 and responded to questions from Members of Committee of the Whole.

Regional Chair Emmerson noted March is Nutrition Month and highlighted that York Region Public Health offers a range of nutrition programs, resources and services to promote healthy eating and access to healthy food.

Regional Chair Emmerson noted March is Red Cross month, highlighted the long-standing partnership York Region has with the Canadian Red Cross and thanked the organization for their continued support of York Region residents.

Regional Chair Emmerson noted March 5 is Employee Appreciation Day and, on behalf of Regional Council, extended his deepest appreciation to York Region staff and staff from the nine cities and towns for their outstanding work over the past year.

Regional Chair Emmerson noted March 8 is International Women's Day and an opportunity to celebrate the social, economic, cultural and political achievements of women around the world. The Regional Chair acknowledged and thanked all women who make York Region a great place to live, work and visit.

Regional Chair Emmerson indicated the Impact Assessment Agency of Canada set a March 19 deadline for comments on the two projects. Therefore, two related reports from the February 25, 2021 Regional Council meeting that were deferred to the March 25, 2021 Regional Council meeting will now come forward to the March 18, 2021 Special Regional Council meeting.
