Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

These lands are now home to many diverse Indigenous peoples.

We also acknowledge that York Region falls under Treaty 13 with the Mississaugas of the Credit and the Williams Treaties with several Mississauga and Chippewas First Nations.”

    That Council adopt the following recommendations in the report dated August 16, 2021 from the Commissioner of Environmental Services, the Commissioner of Corporate Services and the Chief Planner:

    1. To address continued delays in Provincial approval of the Upper York Sewage Solutions Individual Environmental Assessment, Council authorize the following assignments based on principles outlined in this report:
      1. 1,000 persons reserved for Centres and Corridors through interim solutions be equally distributed to the Towns of Aurora, East Gwillimbury and Newmarket on completion of the new Henderson Pumping Station
      2. Up to 850 persons to the Town of East Gwillimbury to be confirmed through detailed design and upon completion of proposed Sharon Trunk Sewer Modifications capital project
      3. 40 persons recovered through inflow and infiltration reduction to the Non-Profit Housing Reserve to be used in the Town of Newmarket
    2. Council request each municipality provide a semi-annual report on allocation in constrained areas to the Region to inform future capacity assignment reports
    3. Council request that each municipality notify the Region when site plan applications are approved to accurately inform future capacity assignment reports
    4. The Regional Clerk circulate this report to the local municipalities and the Province
    5. The Chairman send this report to the Region’s Members of Provincial Parliament and communicate the growth challenges and constraints caused by delays and incremental approvals of the Upper York Sewage Solutions Individual Environmental Assessment

    WHEREAS Rose Corporation is proposing a new tower at 200 Deerfield Road in Newmarket, as phase three of an affordable rental project on three contiguous properties. Phase one was 212 Davis Drive and phase two is 185/195 Deerfield Road. 

    WHEREAS the proposed building at 200 Deerfield Road meets all of the criteria for a 20-year deferral of Development charges as outlined in the Development Charges Deferral for Affordable, Purpose-Built Rental Building policy except for the requirement to have a minimum of 200 units. 200 Deerfield Road is proposed to include 175 units. 195 Deerfield Road includes 216 units. Between these two towers, a total of 391 dwelling units will be created, just nine units less than the threshold for a 20-year deferral of development charges. The Rose Corporation completed a 225-unit project adjacent to the Deerfield Development at 212 Davis Drive. The three towers combined would have an average of 205 units per tower between the two buildings; 52.6 percent of the units will have two bedrooms or greater. 

    WHEREAS the proposed building at 200 is located in an area designated as a Regional Centre and Corridor and is located at a Viva station. The final building has been conditionally approved for CMHC’s RCFI program based on compliance with the Region’s policy. This project will add desperately needed purpose-built rental units to our Region and contribute to alleviating the current housing affordability crisis in York Region. As we know, the Region has recently fallen short of its housing affordability targets. Given that it is shovel-ready, the Deerfield Rental Project offers an opportunity to begin catching up. The deferral agreement for 200 Deerfield Road would be based on the previous agreement for phases one and two.

    WHEREAS recognizing that over the three phases of the Rose Corporation’s development on Davis Drive and Deerfield Road in Newmarket, ON, 612 dwelling units will be created in three tower – an average of 205 units per tower.


    THEREFORE BE IT RESOLVED THAT:

    Council direct staff to provide the Rose Corporation a one-time exemption from the requirement to have 200 units at 200 Deerfield to be eligible for a 20-year deferral of development charges, as outlined in the Development Charges Deferral for Affordable, Purpose-Built Rental Building policy.

    (a 175-unit tower) for a period of up to 20 years.

    WHEREAS Acting Mayor DiPaola was previously appointed to the Toronto Region Conservation Authority (TRCA) Board of Directors on an interim basis until Mayor Barrow was able to return from his leave of absence; and,

    WHEREAS effective on September 15, 2021, Mayor Barrow resigned from his position as Mayor of the City of Richmond Hill;

    THEREFORE BE IT RESOLVED That Acting Mayor DiPaola be appointed to the TRCA Board of Directors for the remainder of the 2018-2022 Council Term.

Regional Chair Emmerson and several Members of Council paid tribute to Mayor David Barrow and wished him well on his retirement.

Regional Chair Emmerson announced the retirement of Dr. Karim Kurji, Medical Officer of Health and thanked him for everything he has done for York Region's communities. 

Regional Chair Emmerson indicated that Dr. Kurji's calm and steady professionalism as he guided Regional Council and the Board of Health through countless public health issues has been nothing short of remarkable. On behalf of York Regional Council, he thanked Dr. Kurji for his tireless efforts and congratulated him on a well-deserved retirement. 

Bruce Macgregor, Chief Administrative Officer and Katherine Chislett, Commissioner of Community and Health Services also paid tribute to Dr. Kurji, highlighting his many accomplishments.

On behalf of Regional Council, Regional Chair Emmerson extended congratulations to Prime Minister Justin Trudeau and the Liberal Party of Canada on their re-election victory and extended best wishes to the 10 York Region Members of Parliament.

Regional Chair Emmerson noted that September 19 to 25 is National Forest Week in Canada and recognized the important role the York Regional Forest and 2,400 hectares of protected land play in the lives of York Region residents.

On behalf of Regional Council, Regional Chair Emmerson recognized September 23, 2021 as “Show Your Local Love Day” in York Region. 

Regional Chair Emmerson encouraged everyone in the community to participate in this occasion by learning more about the work of the United Way and to consider donating to help bolster the fight against poverty.

Regional Chair Emmerson noted that September 30, 2021 is National Day for Truth and Reconciliation.

Regional Chair Emmerson indicated that this new federal holiday is just one of many ways we can honour survivors of residential schools, their families and communities. York Region will recognize September 30th as a statutory holiday to allow staff time to learn more and reflect on the truths of our shared history.

Regional Chair Emmerson announced a meeting of the Housing Affordability Task Force on October 7, 2021 beginning at 9 a.m.

Regional Chair Emmerson announced the cancellation of the Planning Advisory Committee meeting on October 20, 2021.

Regional Chair Emmerson announced a special meeting of Council on October 21, 2021 beginning at 9 a.m.
