Report dated February 27, 2020 from the Commissioner of Community and Health Services and Medical Officer of Health recommending that:

  1. Council authorize an extension of the agreement between the Region and Golden Care Mobile Dental Services Inc. to provide clinical dental care service for a further six months, expiring on September 30, 2020, at a total cost of $553,926 excluding Harmonized Sales Tax.
  2. Council delegate authority to the Commissioner of Community and Health Services to procure interim dental services and to execute related agreements as follows:
    1. Contracts may only be awarded by the Commissioner up until and including September 30, 2020
    2. Time periods covered by the contracts for general dental services will vary, however, no contract shall be longer than 24 months
    3. Time periods covered by the contracts for specialty dental services will not exceed 12 months
    4. The total cost of services will not exceed the value of funding received from the Ministry of Health to operate the Ontario Seniors Dental Care Program

  1. Bylaw No. A-214-96-109 be amended to specify the following exceptions to the payment of severance remuneration for Members of Council:
    1. Removal from office by judicial process or a conviction under the Criminal Code, including but not limited to breach of trust, municipal corruption or accepting secret commissions or resignation in anticipation of such removal.
    2. Notwithstanding the above, a Member of Council can receive severance if and when such charges are withdrawn or the Member is acquitted.
  2. The Regional Solicitor prepare the necessary bylaw to enact the amendments.

Report dated February 28, 2020 from the Commissioner of Corporate Services recommending that:

  1. Council authorize the settlement of all claims pursuant to the Expropriations Act related to the properties identified in Attachment 1, collectively known as 3601 Highway 7, related to the construction of the vivaNext bus rapid transit corridor on Highway 7, in the City of Markham.
  2. Subject to the former owner’s consent and in accordance with Section 41 of the Expropriations Act (the “Act”), Council authorize the abandonment of land that was expropriated in 2009, identified as Properties 1, 3 and 4 in Attachment 1.
  3. The Commissioner of Corporate Services be authorized to execute the Notice of Abandonment, the Declaration of Abandonment pursuant to the Act, and a Minutes of Settlement for the expropriation and all necessary documentation to complete the transaction.
