Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

“We acknowledge the land we are meeting on today is the traditional territory of many First Nations, including the Chippewas of Georgina Island and the Mississaugas of the Credit.

These lands are now home to many diverse Indigenous peoples.

We also acknowledge that York Region falls under Treaty 13 with the Mississaugas of the Credit and the Williams Treaties with several Mississauga and Chippewas First Nations.”

  1. Council receive the Housing Solutions 2019/2020 Progress Report (Attachment 1) for information.
  2. Council endorse the short-term action plan for 2021 and proposed direction for 2022 (Attachment 2).
  3. The Regional Chair submit a letter to Members of Parliament and Members of Provincial Parliament representing York Region requesting they advocate to the federal and provincial governments to:
    1. Increase York Region’s allocation under the Canada-Ontario Housing Benefit to support at least an additional 500 households in the 2022 to 2023 and 2023 to 2024 fiscal years.
    2. Commit ongoing capital funding under the Ontario Priorities Housing Initiative to support development of at least 200 new community housing units per year.
  4. The Regional Chair submit a letter to Members of Provincial Parliament representing York Region requesting they advocate for the provincial government to:
    1. Provide increased and sustainable funds under the Community Homelessness Prevention Initiative to support increased need within the homelessness and housing stability system and sustain supports introduced under the Social Services Relief Fund.
    2. Commit to sustained funding for the Home for Good program beyond the 2021 to 2022 fiscal year.

  1. Council consider, as part of the 2022 Budget process, the establishment of an incremental and dedicated Rapid Transit Capital Levy, to help fund the non-growth portion of major new transit initiatives, such as the Yonge North Subway Extension and future Bus Rapid Transit expansions.

Committee of the Whole recommends adoption of the following recommendations in the report dated May 27, 2021 from the Commissioner of Finance:

  1. Council authorize the award of the direct purchases, contract extensions and increases of contracts between the Region and each of the vendors listed in Attachment 1 and Private Attachment 1 for the terms described in the attachments.
  2. Council authorize Commissioners and Department Heads, or their designates, to execute the contracts approved in this report, including all applicable renewals.

  2. Council approve the technical amendments to the “Affordable, Purpose-Built Rental Buildings” deferral program, shown as Attachment 2, which includes an extension of the availability of the 3-year, 1,500-unit allowance from October 2022 to October 2024.

Committee of the Whole recommends adoption of the following recommendations in the report dated May 27, 2021 from the Commissioner of Finance:

  1. Council authorize the renewal of the banking services agreement with the Toronto Dominion Bank (“TD Bank”) under the following terms:
    1. For the same services and fees in the current agreement
    2. For a five-year term, expiring on June 30, 2026
  2. The Commissioner of Finance be authorized to negotiate the interest rates paid on any deposits held by the TD Bank.

  1. Council adopt the Resolution in Attachment 2 advocating for immediate regulatory and legislative amendments to provide municipal Provincial Offences Courts with the flexibility to respond to the critical pressures described in this report.
  2. The Regional Clerk circulate the Resolution in Attachment 2 to other municipalities that administer Provincial Offences Courts, the Ministry of the Attorney General, Ministry of Transportation and Association of Municipalities of Ontario for support.

Committee of the Whole recommends adoption of the following recommendations in the report dated May 28, 2021 from the Commissioner of Corporate Services:

  1. Council authorize the settlement of all claims pursuant to the Expropriations Act (the “Act”) related to the property municipally known as 55 and 290 Interchange Way and 7540 Jane Street, as described in Attachment 1, for the construction of the Toronto-York Spadina Subway Extension (TYSSE) in the City of Vaughan.
  2. The Commissioner of Corporate Services be authorized to execute the Minutes of Settlement and all necessary documentation to complete the transaction in accordance with the Minutes of Settlement.

Dr. Karim Kurji, York Region Medical Officer of Health provided an update on the status of COVID-19 and responded to questions from Members of Committee of the Whole.

  • Committee of the Whole recommends Council ratify the following resolution at the special Regional Council meeting being held on June 17, 2021:

    WHEREAS the Province of Ontario has vaccinated over 71% of residents age 12+ with their first dose and over 10% with their second dose; and

    WHEREAS over 73% of York Region residents age 12+ have received their first vaccination; and,

    WHEREAS COVID-19 cases in York Region have dropped to under 25.5 per 100,000; and,

    WHEREAS the Province of Ontario is entering Step One of the Reopening Plan on June 11, 2021, ahead of schedule due to strong provincial vaccination numbers, reduced ICU cases and reduced COVID-19 infections; and,

    WHEREAS personal service businesses such as hair salons, nail salons and tattoo shops have implemented strict COVID-19 safety precautions as part of the Province’s previous re-opening plan to ensure the safety of their staff and customers; and,

    WHEREAS personal service businesses have most recently been closed since April 3, 2021 and owners and staff have suffered greatly throughout the pandemic; and,

    WHEREAS the closure of personal service businesses has led to illegal underground activity and confirmed COVID-19 cases linked to these activities;

    THEREFORE BE IT RESOLVED that York Regional Council request that the Province consider allowing personal services businesses and gyms to a maximum of 10 people or as deemed appropriate to re-open as of 12:01 am on Friday, June 18, 2021 as part of Step One with strict limited capacities; and,

    BE IT FURTHER RESOLVED that this resolution be brought forward for ratification at the special Regional Council meeting being held on June 17, 2021; and,

    BE IT FINALLY RESOLVED that a copy this motion be sent to the Honourable Doug Ford, Premier of Ontario, the Honourable Christine Elliot, Minister of Health, Dr. Dave Williams, Chief Medical Officer and all York Region MPPs and municipalities.

Committee of the Whole recommends Council adopt the following resolution:

WHEREAS plastic pollution is recognized by the Government of Canada, as well as governments and scientists around the world, as damaging to the environment; and,

WHEREAS until recently Canada lacked a comprehensive and coordinated approach to addressing the growing problem of plastic pollution; and now priority should shift to implementation of the strategy; and,

WHEREAS the plastic system is expected to double the amount of plastic pollution on the planet by 2030;

WHEREAS some 40 per cent of plastic production generates “single-use” items that are used once and thrown away, which runs counter to the principles of a circular economy; and,

WHEREAS the majority of plastics produced are not currently suitable for reuse or recycling and some 8,000 tons of Canadian plastic waste end up in landfills, incinerators or the natural environment every day; and,

WHEREAS municipalities are in the position of managing the end of life of products that are not adequately managed by the producers that put them on the market; and,

WHEREAS investing in the circular economy creates jobs;

THEREFORE BE IT RESOLVED that York Region Council:

  1. Endorse the integrated management plan for plastics proposed by the federal government, which includes:
    1. Banning Federally six single-use items: checkout bags, stir sticks, six-pack rings, cutlery, certain takeout containers and straws;
    2. Establishing a minimum requirement for recycled plastic content in new plastic products;
  2. Ask the federal government to implement this important management plan as soon as possible and, in any case, no later than the end of the year;
  3. Further urge the government to collaborate with provincial governments to establish a consistent framework for the adoption of Extended Producer Responsibility regulation across the country to ensure producers are responsible for the full lifecycle of the products they put on the market in Canada including establishing national targets and a public reporting registry for plastics producers to track progress towards targets;
  4. Further urge the federal government to review the use of biodegradable plastic, which breaks down into polluting microplastics;
  5. Further urge the federal government to invest in research to develop a compostable food packaging standard that aligns with current processing technology; and,
  6. Finally, urge the federal government to work with provincial and municipal governments as well as businesses to promote and invest in innovative reuse systems to replace single-use plastic products.

Regional Chair Emmerson offered condolences to the family and those impacted by the hate crime that occurred on June 6 in London, Ontario. Regional Chair Emmerson condemned Islamophobia and hatred of any kind and asked Members of Committee to join in a moment of reflection.

Regional Chair Emmerson reminded residents of the importance of following local water-use bylaws in warmer weather and to check local municipal websites for updates and guidance on outdoor water-use.
