Regional Chair Emmerson called the meeting to order at 9 a.m. and made the following remarks:

“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.

I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

Mayor Quirk declared an interest in the Proposed 2020-2022 Regional Budget as it pertains to York Regional Police. This declaration of interest is because Mayor Quirk’s husband is a retired YRP officer and works part-time for YRP, and her stepson is an officer with YRP. Mayor Quirk did not take part in any of the discussion of or vote on this matter.

Mayor Quirk declared an interest in the Forestry Operating Budget which was the subject of discussion as Item E.2 at the Committee of the Whole meeting on December 5, 2019. This declaration of interest is because her step grandson may seek employment with the Forestry Division.  Through inadvertence, Mayor Quirk neglected to make this declaration at the December 5, 2019 Committee of the Whole meeting, but has advised the Integrity Commissioner of the oversight.  On advice of the Integrity Commissioner Mayor Quirk made the declaration at this meeting.

Committee of the Whole recommends adoption of the following recommendations in the report dated November 26, 2019 from the Commissioner of Finance:

  1. Committee of the Whole recommend the budget as submitted for Conservation Authorities as follows:
    1. The 2020 operating budget and the 2021 to 2022 operating outlook, as summarized in Attachment 1.

  2. The recommended budget be consolidated by the Commissioner of Finance and Regional Treasurer for consideration by Council on December 19, 2019.

  1. Committee of the Whole recommend the budget as submitted for York Region Rapid Transit Corporation as follows:
    1. The 2020 operating budget and the 2021 to 2022 operating outlook, as summarized in Attachment 1.
    2. The 2020 capital expenditures and the 2020 Capital Spending Authority, as summarized in Attachment 2.
  2. The recommended budget be consolidated by the Commissioner of Finance and Regional Treasurer for consideration by Council on December 19, 2019.

    1. The 2020 operating budget and the 2021 to 2022 operating outlook, as summarized in Attachment 1.
    2. The savings initiatives as summarized in Attachment 2.
    3. The 2020 capital expenditures and the 2020 Capital Spending Authority, as summarized in Attachment 3.
  2. The recommended budget be consolidated by the Commissioner of Finance and Regional Treasurer for consideration by Council on December 19, 2019.

Committee of the Whole recommends adoption of the following recommendations in the report dated November 27, 2019 from the Commissioner of Finance:

  1. Council adopt the updated fiscal strategy as outlined in this report.
  2. Council authorize borrowing from the following reserves to repay tax levy and rate-supported debt originally intended to be refinanced in 2020:
    1. Debt Reduction Reserve – $9,585,954.80
    2. Capital Asset Replacement – Water – $3,094,194.50
    3. Capital Asset Replacement – Wastewater – $2,601,625.60
  3. Council affirm the 2020 Long-Term Debt Management Plan included as Attachment 1 to this report.

Committee of the Whole received the memorandum dated November 29, 2019 from Paul Freeman, Chief Planner.

Committee of the Whole recommends adoption of the following recommendations in the report dated November 29, 2019 from the Commissioner of Corporate Services and the Chief Planner:

  1. Council approve the fees outlined in Attachment 1 for the processing of development applications pursuant to Section 69 of the Planning Act and Section 391 of the Municipal Act, to take effect on January 1, 2020.
  2. Council authorize a development application fee increase of 3% for planning applications, in addition to an annual cost of inflation increase to take effect on January 1, 2021 and January 1, 2022.
  3. Council authorize the Commissioner of Finance to execute agreements related to the administration of the Development Charges By-law and requirements of Bill 108.
  4. The Regional Clerk forward this report to local municipalities and Building Industry and Land Development Association for information.

Regional Chair Emmerson informed Members of the recent passing of former East Gwillimbury Councillor Jack Hauseman who passed away on Sunday, December 8, 2019. He indicated that Councillor Hauseman served five terms and was well known for his dedication to building strong communities. On behalf of York Regional Council, he extended condolences to Councillor Hauseman’s family and friends and the Region's colleagues in the Town of East Gwillimbury.
